101. Financial Inclusion Through Fintech in the Digital Economy

Abstract:
Since the 2008 global financial crisis, including the recent COVID 19 pandemic, low interest rates and low economic growth have continued around the world. In spite of this low interest rate trend, as the economic downturn prolongs, there is a situation of concern called the “new normal” of low interest rates and low economic growth, and low prices. In this new normal economic structure, the rapid progress of aging is increasing the necessity and desire for asset accumulation. In addition, digital finance such as Fin-tech with the evolution of the underlying technologies and the emergence of new technologies has replaced or improved many functions of existing finance in the advent of the 4th industrial revolution era. These changes are expected to bring benefits to the individual and corporate finance sectors, which have been subject to financial inclusion. On the other hand, digital finance, which is changing at such a rapid pace, may further isolate some individuals who were in the blind spot of finance, such as the elderly, and a support system for this is an issue that should be included in the policy of financial inclusion in each country. In this paper we find that Asian countries like other regions have achieved tangible results in financial inclusion while achieving financial deepening. When looking through various financial inclusion indicators such as holding accounts and loans, ATMs, and bank branches, the Asian region has achieved similar or superior performance to other regions. Compared to the income level, the growth of financial inclusion in Asia was found to be attributable to better performance in middle-income countries than in other similar regions. High-income countries in Asia are performing somewhat lower than similar peer groups in other regions, but this seems to be due to stagnation of growth. More seriously, financial inclusion in low-income countries in Asia is not appearing faster than in other income groups. In Asian countries there appears to be a wide variation in regional financial inclusion. However, Asian countries are expanding around the younger generation in the use of ICT technology that is helpful in spreading financial inclusion so if digital inclusive finance centered on Fintech is properly applied, Asian countries will become a new model for digital financial inclusion. However, since the gap in the use of Fintech in the region is large, how to fill this gap is being raised as an important policy task for each country as well as the whole region. We also tentatively examined the effects of financial inclusion and digital financial inclusion in the Asian region using the Asian country panel data collected from WDI and Global Findex data. Looking at the implications of the empirical analysis results even though it is very cautious to interpret the results of this analysis due to the lack of data of inclusive finance in Asia., first, the expansion of financial inclusion(such as ATM) in Asia seems to have some relationship with the reduction of poverty rates and income inequality which is measured with Gini coefficient. And the expansion of internet usage in Asia seems to have some relationship with the reduction of poverty rates and income inequality although we use it as the proxy variables instead of the digital financial inclusion variables. Lastly, the higher share of rural population which is used as a proxy for digital divide, which may occur due to the expansion of digital inclusive finance in Asia, has the potential to erode some of these achievements, but there is still a possibility that the expansion of inclusive finance will be effective. Despite the likelihood of success in digital inclusive finance in the future, digital divide spreads due to various gaps such as between urban and rural areas, between young and old, between low and high income, and between men and women, occurring in Asian countries and may worsen the performance of inclusive finance. Thus the governments in the region need to actively intervene to resolve these gaps. In addition, it is necessary to close the digital gaps that is occurring between countries through policy cooperation among APEC members. Considering the situation that the degree of development of Fintech in each member is expanding financial inclusion, it is necessary for Korean financial companies to set up an advancement strategy that focuses on the financially marginalized class based on the advanced system strategy of credit rating based on big data. Our analysis results will give some implications for the New Southern Policy. Personal and SME finance are very important business areas when financial companies currently enter the ASEAN region, and accurate analysis of each member' current status for Fintech or digital finance and financial inclusion should be given priority in terms of business expansion.

102. Unblocking Barriers to Inclusive WASH: Learnings from Slums in Bhubaneswar

Abstract:
Urban sanitation in the Indian policy space received focused attention only after the mid2000s with the introduction of a slew of programmes such as Jawaharlal Nehru National Urban Renewal Mission (JNNURM), followed by National Urban Sanitation Policy (NUSP), Swachh Bharat Mission (SBM), Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and the National Policy on Faecal Sludge and Septage Management (FSSM). However, there remains limited literature based on empirical research on urban sanitation in India from the perspective of inclusion. While India made considerable physical progress in sanitation infrastructure creation in the last decade, it continues to grapple with ground realities that are causing widespread social inequalities in accessing water and sanitation. These inequalities differently affect marginalised groups – women, adolescent girls, transgender and persons with disabilities – in accessing water and sanitation, and act as barriers to opportunities for them. For the country to fulfil the commitment to the global Sustainable Development Goals (SDGs) based on the principle of ‘Leave no one behind’, it is imperative for it to place marginalised groups at the centre of programme and policy research. Often, those who are left behind face multiple marginalisations, as they live in poverty, under precarious conditions, with limited access to safe water and sanitation services. Against this backdrop, this study was conducted in 2018-19 across ten slums in Bhubaneshwar (Odisha) to explore to what extent marginalised groups access benefits of sanitation schemes and programmes. The government of Odisha has introduced a range of water and sanitation policies and strategies. These include the Odisha State Water Policy 2007, Odisha Urban Sanitation Strategies 2011 which was revised in 2017, Odisha Urban Sanitation Policy 2017, and Odisha State Urban Water Supply Policy 2013 that deal with provisioning of water and sanitation facilities for the urban poor. While this provides a conducive policy/ legal environment, it is critical to identify both the enabling mechanisms for inclusive sanitation and the barriers to inclusion that exist for marginalised groups in slums in the state. In this context, the study examined tangible and intangible effects of SBM-Urban at both household and community levels. At the household level, the study attempted to understand whether the programmes had a transformative impact on the gendered division of labour within the domestic sphere, particularly concerning water and sanitation roles and responsibilities. At the community level – in this case the slum level – the study examined whether the government programmes strengthened the participation of the most marginalised groups in decision-making processes of planning and implementation. The research proposes recommendations to support the government, Civil Society Organisations (CSOs), researchers and academics in developing inclusive sanitation policies and programmes as well as promoting inclusive approaches on urban sanitation. Some of the key recommendations include developing a framework and guideline for inclusive sanitation, initiating inclusive WASH budgeting, and upgrading the design of existing community toilets (CTs) and public toilets (PTs) to cater to specific needs of transgender and persons with disability.

The overall vision of Project Nirmal is the demonstration of appropriate, low-cost, decentralized, inclusive and sustainable sanitation service delivery solutions for two small towns (Angul and Dhenkanal) in Odisha leading to improved sanitation access for all households and integration of FSM in the sanitation value chain, through enabling institutional and financial arrangements and increased private sector participation. The project is being implemented by Practical Action and Centre for Policy Research with support from Bill and Melinda Gates Foundation; Arghyam; Housing and Urban Development, Government of Odisha; and Municipalities of Angul and Dhenkanal.

104. The Just Transition in Energy

Abstract:
With each new year of data, and each new intergovernmental report, it becomes harder to deny the scale and urgency of the energy transition required to prevent catastrophic anthropogenic climate change. The Intergovernmental Panel on Climate Change urges countries to take action to prevent a rise in temperature by more than 1.5°C, and warns of catastrophic consequences of a rise above 2°C. Yet current policies and pledges fall far short of hitting these targets. Worse, since harmful climate change is caused by the stock of carbon in the atmosphere, the longer we delay measures to limit the flow of new carbon into the atmosphere, the more drastic those measures will have to be. This uneven distribution of threat and responsibility raises difficult questions. Developed countries are generally more advanced in their transition to renewables, which means that some of the cheapest opportunities to reduce emissions are in developing countries. Yet the fact remains that developed countries are responsible for a larger share of historic emissions—and developing countries may have a right to pursue development unhindered, as developed countries did in earlier decades. There are therefore several elements of the “just transition” in energy. The world needs to transition to cleaner energy, and the developing world needs to keep developing, all while supporting the countries and communities that bear the highest costs of mitigation measures—and supporting those areas already beginning to feel the negative effects of climate change. This report will outline the key challenges and opportunities and conclude with a series of practical steps available to policymakers.

Abstract:
Increasing women’s participation in peace processes is an important goal for the international community, and evidence suggests that more inclusive peace processes involving meaningful contributions by women are more likely to help achieve sustainable peace. Today, women remain largely excluded from formal Track I peace processes, even as they play a major role in informal Track II peace processes. This brief offers a systematic review of women’s extensive, varied involvement in informal peace processes based on our comprehensive mapping of informal peace processes with women’s involvement. It finds that women advocate for peace in a variety of different ways, even when formal negotiations are closed to them, including meaningful advocacy for a more gender-just post-conflict society. Supporting women in their informal efforts to shape the peace is as important of a goal as advocating for more women at the formal negotiating table. Women who are excluded from formal negotiations have voices that deserve amplification, alternative visions of the peace that warrant consideration, and roles to play in helping societies confront the complex legacies of conflict. Better incorporating women’s Track II initiatives into formal peace processes would offer a more comprehensive and inclusive approach to peacebuilding, fostering local ownership and buy-in for negotiations while elevating the concerns and expertise of those excluded from elite negotiations between warring parties.
