The associative definition of borders implies the separation or the connection between two contrasting units (even in terms of their coloring on the geographic map). Thus the inherent intermediate position of borders has always marked the bordering practices between and within political communities. In international relations studies, though, despite the centrality of borders in policy-making, border studies are reduced to a marginal position. Syrian immigrants and refugees have frequently been in the news over the past year, and not always in a positive light. President-elect Donald Trump lashed out against Syrians coming to the United States during his campaign, promising a ban on immigration from countries “compromised by terrorism,” calling for “extreme vetting” of immigrants from Muslim and Arab nations, and saying of people already granted refugee status who fled Syria, “If I win, they’re going back.”1 Considering this negative rhetoric, it may come as a surprise to some that immigrants from Syria who live in the United States are in fact doing very well. They are learning English, getting good jobs, owning homes, and starting businesses at impressive rates. These findings are reassuring and should provide the basis for more informed and thoughtful consideration of how to think about current and future Syrian immigrants and refugees. The Syrian immigrants in the study conducted for this issue brief are overwhelmingly people who came to the United States before the recent refugee crisis. Their success is a positive sign that the United States is a place that can provide opportunity for a wide range of people and shows that immigrants from Syria, like other immigrants, are making a real contribution to local economies around the country. Their success is also encouraging as the United States continues to accept refugees fleeing the horrific Syrian war zone. 284. “Creating a Home away from Home”: Chinese Undergraduate Student Enclaves in US Higher Education

Abstract:
This paper draws on the theory of ethnic enclaves to study Chinese international student communities and their role in constructing Chinese undergraduate student experiences on US campuses. Enclave theory has primarily been used by sociologists to study immigrant and diaspora populations, but it can also provide an important analytical tool for scholars examining the internationalisation of student populations in higher-education settings. Student interviews and participant observation at a representative research-intensive, doctoral-granting institution in the American Midwest indicate that institutional and media characterisations of Chinese international student communities as closed and segregated are far too simplistic. Chinese student enclaves provide their members with crucial information, support, and social spaces that help them adapt to – and in turn change – their host institutions. Chinese students are active participants in and creators of campus cultures that are often in- visible to university administrators, faculty, and peers.

Abstract:
This paper presents the island of Lampedusa as the theatre stage on which the “border play” of immigration control is performed. The paper first introduces the performers and spectators of the play, outlining their roles and places with respect to the architecture of the theatre space as well as the dramaturgy of the play. Next, the paper analyses the five acts of the play, notably examining the time period in which each of them transpires and the most marking or spectacular events. Each act is analysed with regard to its dominant narratives. The war against irregular migration is waged and justified in resorting to two different narratives: one being security, and the other humanitarian. On the Lampedusa stage, while both narratives take turns commanding the scene, they both are in fact always present. The two rhetorics are intertwined with one another, and together they contribute to constituting and strengthening the policies and practices of migration and border control.

Abstract:
The economic outcomes of a minority group may be adversely affected by the cultural differences between it and the majority group. On the other hand, cultural differences may lead a minority group to concentrate in enclaves, which can offset to some extent the negative effect of cultural discrimination. We examine how the relative size of a minority group and cultural differences between groups can affect economic outcomes. We begin by specifying a simple theoretical framework and then characterize an economy with four ethnic groups that differ culturally and in size. We then test the effect of these differences on economic outcomes. The results indicate that the difference in earnings between native Jews and Ethiopian immigrants and between native Jews and Israeli Arabs is due to taste-based discrimination.

Abstract:
How have views toward sex education changed over time, and how does sex education around the world compare to that in the United States? On Thursday, AEI hosted a conversation with New York University professor Jonathan Zimmerman on his new book, “Too Hot to Handle: A Global History of Sex Education,” which addresses the differences in sex education across countries and throughout history, finding that as countries become more democratic, sex education becomes increasingly contentious. Zimmerman recalled how the United States was originally a pioneer in sex education, which originally tended to emphasize the dangers of sexual activity. In the 1970s and 1980s, members of the international community began to focus on sex education as a way to help liberate individuals from societal norms, leaving them free to make their own choices. He pointed out that the developing world, however, did not embrace this notion of individual autonomy being granted to teenagers, and so those countries' version of sex education came to look quite different. As immigration increased closer to the present day, then, this created strange bedfellows in many Western countries as white conservatives and immigrants joined forces against sex education. Zimmerman closed by describing how schools are necessarily limited in their efficacy on this particular subject, both because it is intensely personal and because the mass media plays such a strong informative role on the topic. Consequently, he suggested that the discussion of sex education likely ought to be expanded into environments outside the school.

Cynthia Barmore builds on primary survey research conducted in Bosnia and Herzegovina to offer new explanations of the constraints placed on farmers by an unreformed land system. Natasha Geber addresses an underexplored policy area, looking at Russia’s geopolitical ambitions in the Arctic and offering a perspective on the chances of international cooperation on Arctic issues. Abby McCartney pulls together two seemingly disparate policies, seeing an opportunity for New Jersey to expand its successful drug court program using provisions of the Affordable Care Act. Emily Wiseman looks at how women and girls still tend to be excluded from post-disaster relief efforts, even though almost all implementers understand that this exclusion exacerbates gender inequality and retards reconstruction. Jordan Dantas analyzes the drop in piracy off the Somali coast, and finds private sector success where military solutions failed. Stephanie Leutert offers a clear-eyed perspective on the divergent narratives about the Obama Administration’s deportation policies, and analyzes how those policies have impacted immigrant communities. Lauren Dunn looks at two programs for using mobile phones to provide basic banking services—a success and a failure—and offers lessons for how the regulatory environment and existing institutions must shape program design.
