231. Solutions to Fight Private Prisons’ Power Over Immigration Detention

Abstract:
For-profit private prison companies have been showering members of Congress and organizations related to President Donald Trump with campaign cash, while simultaneously lobbying lawmakers on immigration detention matters.1 These companies are set to earn hundreds of millions of dollars from Trump’s inhumane and ineffective policy of locking up asylum-seeking families, including small children and others seeking better lives in the United States.2 The U.S. Department of Homeland Security (DHS) oversees approximately 200 immigration detention centers nationwide, including facilities run by the federal, state, and local governments, as well as facilities operated by for-profit private prisons. In November 2017, 71 percent of detained immigrants were confined in private detention facilities, at a reported cost of more than $ 2 billion dollars per year.3 With huge amounts of cash and incentives for pay-to-play arrangements flowing between politicians and the industries they regulate, it is little wonder that voters believe their elected representatives are more attuned to the priorities of big-money corporate interests than to everyday Americans. It is time to adopt bold anti-corruption solutions to help rein in the power of wealthy special interests so that the views and priorities of the general public are more fairly represented when their government formulates important policies.

Abstract:
This paper investigates with a joint approach the impact of immigration and different measures of ‘offshoring’ on the labour demand and demand elasticities of native workers in four different occupational groups: managers/professionals, clerks, craft workers and manual workers. It shows that of all measures of globalisation considered immigration has the most consistent and strongest negative effect on the employment of native workers, particularly on managers/professionals, clerks and manual workers. The employment effects of offshoring differ by the measure used and are positive for craft workers but, in contrast to what is typically found in the literature, negative for the high-skilled group of managers/professionals. Furthermore, immigration and offshoring both impact on natives’ labour demand elasticities but the effect differs by occupational group. Thus, while the immigration of craft workers reduces labour demand elasticities for native craft workers, the immigration of managers/professionals and clerks has the opposite effect on native workers in the same occupations. Furthermore, we test for cross effects of migration and outsourcing between the different occupational groups.

Abstract:
Do High-Skilled Third-Country (i.e. Non-EU) Migrants Contribute to Productivity Growth? In order to foster innovation and enhance economic development and growth, attracting skilled professionals from abroad has become an important policy goal in many economies, initiating a global race for talent. This paper looks at the private company sector in a group of 13 old EU Member States and examines the role of high-skilled third-country (HS-TC) migrants for innovation – as captured by real labour productivity and total factor productivity (TFP) growth – between 2004 and 2015. It utilises four different indicators of HS-TC migration and defines high skills in terms of either educational attainment (ISCED classification) or the skills required in an occupation (ISCO classification) which helps identify the presence of a jobs-skills mismatch for HS-TC migrants. Taking into account the endogenous nature of HS-TC migration, we find some selective evidence of a negative causal link between the share of HS‑TC migrants, on the one hand, and labour productivity and TFP growth, on the other. Furthermore, differences in the results for the ISCED- and ISCO-based skills measures point to a non-negligible jobs‑skills mismatch in terms of an over-representation of HS-TC migrants in lower productivity occupations. We also find that HS-TC migrants are relatively less productive than HS EU migrants. Results for selected individual industries are more mixed, with some industries even benefiting in productivity terms from a higher share of HS-TC migrant workers.

234. Human Rights of Non-Status Migrants in Japan

Abstract:
Japan employs a mandatory detention policy toward non-status migrants, including asylum-seekers. This practice triggers a set of human rights concerns that are in conflict with international human rights law. The number of asylumseekers has increased sharply from 1,202 in 2010 to 10,901 in 2016. Yet, the country’s refugee acceptance rate was a record low of 0.25 percent. Migrant detainees often experience fundamental human rights violations, including the lack of access to legal representation, prolonged periods of detention, inadequate health care, and unexplained deaths in detention facilities. Japan’s immigration authorities normalize their closed-door policies toward asylum-seekers by questioning the “refugeeness” of asylumseekers and labeling them as “fake asylum-seekers.” It is necessary to facilitate active and sustainable multi-stake holders’ collaboration among NGOs, municipal governments, health professionals, lawyers, and scholars in order to challenge the state’s human rights violations toward migrants.

Abstract:
Literature and film that are relevant to a concept of land and immigration that promotes ecologically sustainable and anti-racist visions are analyzed here to create an assemblage, based on Deleuze and Guattari’s theories. This is done to accomplish three tasks. The first is to disrupt misconceptions of a dichotomy between ecological activism and immigrant rights activism. The second task is to address the connections between ecologies and immigration and diaspora communities while taking into account issues of control over land that have often been important to people who immigrate from Central America and Mexico to the United States. As a third task, the idea of assemblage is modified to integrate Marx’s theory of primitive accumulation and Laclau and Mouffe’s idea of discourses of positive and negative activation in discourse to explore Deleuze and Guattari’s theory through a more specific application to situations of political economy that have been so intertwined with immigration, land, and ecology in Central America, Mexico, and the U.S. Southwest. Accordingly, the aim is to illuminate ecological points of view that are from immigrant and diaspora communities, rather than hostile to or imposed upon them.

236. The Border/Perimeter Security Agenda in the Age of Trump: A Coping Strategy for Canada

The security perimeter agenda is buried, but it’s not dead. U.S. President Donald Trump’s attitudes toward trade, immigration and international institutions make it difficult to work with his administration and may get Canadians thinking about looking for new international partners. At least in the short run, however, Canada has no choice but to try to maintain its bilateral relationship with the U.S., and a crucial part of that relationship is the ongoing effort to make the border more secure and efficient. Significant progress has been made on some of the key policy co-ordination challenges – travel, shipping, border infrastructure and law enforcement co-operation – but there is still a lot of work to be done. Given the priorities and problems of the Trump administration, Canada’s best bet is probably to try to work around the White House on these issues, engaging with other players in the U.S., like bureaucratic agencies, members of Congress, and state and local governments. The focus should be on finding and supporting transgovernmental (state) and transnational (society) allies in the U.S., and Ottawa’s approach should be low key, patient, problem-solving and opportunistic. The most urgent concern is to anticipate and prevent policy changes in the U.S. that might disrupt existing arrangements, but Canadian officials should also continue to look for ways to improve bilateral co-operation on border/perimeter security issues.

Abstract:
The economic case for free immigration is nearly identical to the case for free trade. They both rely on a greater division of labor based on comparative advantage to ensure that allowing the free movement of goods and services or the free movement of people results in greater global wealth. Estimates of the global gains that could be achieved by the global adoption of an open immigration policy are massive, ranging from 50 to 150 percent of world GDP (Clemens 2011). Even a migration of just 5 percent of the world’s poor to wealthier countries would boost world GDP by more than could be gained by completely eliminating all remaining trade barriers to goods, services, and capital flows (Clemens 2011).

238. How do Latin American migrants in the U.S. stand on schooling premium? What does it reveal about education quality in their home countries?

Abstract:
Indicators for quality of schooling are not only relatively new in the world but also unavailable for a sizable share of the world’s population. In their absence, some proxy measures have been devised. One simple but powerful idea has been to use the schooling premium for migrant workers in the U.S. (Bratsberg and Terrell 2002). In this paper the authors extend this idea and compute measures for the schooling premium of immigrant workers in the U.S over a span of five decades. Focusing on those who graduated from either secondary or tertiary education in Latin American countries, they present comparative estimates of the evolution of such premia for both schooling levels. The results show that the schooling premia in Latin America have been steadily low throughout the whole period of analysis. The results stand after controlling for selective migration in different ways. This contradicts the popular belief in policy circles that the education quality of the region has deteriorated in recent years. In contrast, schooling premium in India shows an impressive improvement in recent decades, especially at the tertiary level.

Abstract:
International migration and mobility raise a host of economic and security concerns for states in the Global North and the South. The garrison state linked with the trading state in Europe in the 18th and 19th centuries. The 20th and 21st centuries have seen the emergence of the migration state, where managing migration is vital for national security and development. Despite a reputation for social, political, and legal closure and a reticence about admitting immigrants, Japan is making halting moves toward a national immigration policy, what could be a ‘Meiji moment’ with policy innovation and potential transformation of Japanese society. The Japanese case is instructive for the study of migration policy as the only liberal state that has resisted immigration and paid the costs in terms of sociodemographic, economic, and political challenges. This article lays out a framework for analysis of Japan as an emerging migration state and explores the extent to which Japan has made the transition to a country of immigration.

Abstract:
Although African migration to Europe dates back to antiquity, Africans’ presence in Europe increased substantially from the 1960s, especially since the imposition of neoliberal reforms in the 1980s, and the political crisis that consumed some African countries in the 1990s and 2000s. There has also been increased migration to Europe by the few skilled and professional Africans allowed to take advantage of opportunities that have opened up for employment in fields where there is a dearth of expertise. Nevertheless, predominant conceptualization of Africans’ movement into Europe entails breaching an impregnable fortress, using any means at their disposal. Those making irregular migration includes as a mix of refugees, asylees, documented and undocumented migrants. However, European economic crises and the vulnerabilities spawned in consequence, have laid bare politicized, securitized, xenophobic and callous responses, particularly in the frontline states that receive what is increasingly perceived as a “deluge.” Given the siege mentality that has developed around migration, the negative xenophobic attitudes, discourses and policies that emerge from them, and the increased securitization of migration, the siege characterization seems even more apt.
