Abstract:
Gaza has long been a place of desperate need, with huge challenges in all areas of civic life. Devastating escalations in violence not only destroy lives and infrastructure, but also hope and aspiration. In the midst of this, the most marginalized people are often ignored or forgotten. As part of the Within and Without the State programme, community researchers worked with women with disabilities to enable them to devise a plan for periods of crisis. This included strengthening emergency preparedness, coordinating assistance, ensuring shelters are disability-friendly and supporting long-term advocacy for women with disabilities.

Conflict in Yemen has left thousands dead, millions homeless or hungry, and an economy in ruins. But hopes for peace talks are fading and a new approach is needed. Women and girls are particularly affected by the conflict and have a crucial role to play in building peace at the local level. Despite some efforts to assist them, women are not receiving enough practical support and diplomatic commitment. Such backing is necessary to bridge the gap between local, national and international peace talks. This is essential for a viable and inclusive peace process that yields lasting results.

Abstract:
Many scholarly works on women in jihadi organizations emphasize women’s lack of agency. Authors of these works argue women have fallen victim to these male-dominated organizations and thus have lost control over their actions. However, certain groups of women in some jihadi organizations—for example, Islamic State (or IS), Jaish al-Fatah, and Jabhat Fateh al-Sham—enjoy a degree of agency within the scope of their duties. This policy brief examines the extent to which women in jihadi organizations have agency—that is, to which extent they are able to make independent decisions. Understanding the conditions under which women have agency, allows policymakers to recognize the diversity of roles and contributions of women within jihadi organizations and design appropriate policy responses.

As the idea that women can and should play pivotal roles in preventing and countering violent extremism (P/CVE) gains greater traction, decision makers and scholars must keep striving toward a more nuanced understanding of the historical, cultural, and gendered contexts that enable extremist movements and organizations to grow. Without study, research, discussion, and stronger links with local actors and scholars to gain contextual understanding, U.S. analysts and policymakers risk creating a catalog of programs and policies internationally that include and empower women but fail to stem the tide of extremism and violence. Increasing women’s empowerment and strengthening their roles in community life, peace, and security are important steps, but even these can fail or backfire without deep cultural understanding.

In July 2016 at Fort Benning, Georgia, US women for the first time began training to become Army infantry and armor officers. This first cohort of women has neither been issued women-specific equipment to accommodate smaller physical frames. In addition, while some equipment challenges can be addressed through modifications in training, others require equipment modifications and new procurement. To optimize women's performance in this uncharted terrain, the Army must ensure they receive appropriate training and equipment also collect, monitor, and evaluate data on the performance of all its soldiers.

In recent years, policymakers and international actors have begun to recognize the important role of women and women’s organizations in preventing and countering violent extremism (P/CVE). In October 2015, the UN Security Council adopted Resolution 2242, which linked the women, peace and security (WPS) and the P/CVE agendas and called for synergies between efforts aimed at countering violent extremism and those furthering the WPS agenda. In 2016, the US government incorporated P/CVE in its National Action Plan on Women, Peace and Security. The idea that women can be powerful allies in the fight against violent extremism is based primarily on two interrelated observations. First, women often function at the heart of their communities and are thus best placed to recognize early warning signs of radicalization. Effective P/CVE programs will capitalize on this. Second, a community that hopes to address extremism effectively must include the broadest possible range of perspectives in its programming. Because society, economies, and war affect them in gender-specific ways, women bring different perspectives to discussions and plans affecting security. That said, women-centric P/CVE programming is in its infancy. An initial review of these programs points to five main problems, which are explored in this policy brief.

Abstract:
This Training Curriculum builds the knowledge and skills of women from civil society to participate in security sector reform (SSR), and conduct advocacy related to the security sector. It is a companion to A Women’s Guide to Security Sector Reform, published in 2013 by DCAF and Inclusive Security. The curriculum is aimed at experienced facilitators and trainers who design workshops and trainings for women and civil society organizations wishing to engage in SSR processes. The Training Curriculum addresses the concepts of security, the security sector, SSR, gender and gender equality, and the links between them. It builds skills for planning, research, coalition building, developing recommendations, and advocacy around the security sector, as well as monitoring and evaluating those efforts. Given that women are often excluded from SSR processes, the curriculum serves as a tool to train and support women and CSOs of all types to participate in dialogue and decision-making to create a security sector that is more effective, accountable and inclusive. The Training Curriculum includes 17 modules that are practical, field-tested, and grounded in adult learning methodologies. They include case studies, exercises, videos, and role plays to make the material accessible to a range of learning styles and knowledge levels. Sample agendas and training guidance are included in the Introduction and each module can be adapted to suit specific training needs.

Sexual harassment has become social evil in the modern era throughout the world. It is continuously raised with the passage of time among university students and teachers. Especially female students are facing such kinds of negative activities at the workplace. Some female students create an attraction for male students at higher educational sector in Pakistan because it is natural phenomenon because it is true that the esthetic sense exists in the nature of female. It is noted that sexual harassment has become a common issue in every field of life. Especially from the social and cultural aspects it has become a dilemma of our society. It is also found in educational institutions. It is against the dignity of humanity and especially for family ownership. The female students cannot take the report because they do not want to be mistrusted in front of their guardians. The purpose of this study is to investigate the feelings and responses of harassed students on facing sexual harassment on the university premises. Empirical data were collected from 260 students (144 male and 116 female) of 12 departments of University of the Punjab, Pakistan. A stratified random sampling technique was used to collect the data. A questionnaire of 53 items was developed and tested. All the questions were close ended, based on five point Likert scale (from strongly agreed to strongly disagreed). The reliability of the questionnaire was 0.83. Findings of this paper show that seldom complaints were reported on sexual harassment faced by the students in the university. They reported that the male students code such kinds of negative and sexual comments and use vulgar language towards female students. A great care is to be taken for this concern on large scale. It is recommended that awareness sessions should be conducted for the students and the faculty and trainings should be provided. Along with formal policies, the informal culture of the higher education institute should facilitate the victims in preventing and seeking justice

210. Impact of Social, Political and Economic Globalization on Gender Inequality Index in Pakistan: A Time Series Analysis

Abstract:
This study is designed to calculate the newly introduced Gender Inequality Index for Pakistan according to the formula mentioned in technical notes of United Nations Development Report (2010) and then finding the impact of Social, Political and Economic Globalization on Gender Inequality Index. Time series data from 1980 to 2014 is used for Gender Inequality Index, Social, Political and Economic Globalization. Johnsons Co-integration technique is applied to investigate the impact of social, economic and political globalization on gender inequality index in Pakistan. The results of study show negative and significant relationship between economic globalization, social globalization and gender inequality index, while a negative but insignificant relationship is found between political globalization and gender inequality index. The results of the study are consistent with various theoretical and empirical studies. The policies related to globalization promotion are recommended to enrich the country with development through gender balances. To increase impact of political globalization, Pakistan needs to put more emphasis in following the spirit of treaties which target gender disparity of which she is the signatory.
