211. Feeding Climate Change: What the Paris Agreement means for food and beverage companies

Abstract:
The Paris Agreement marked a major breakthrough in support for climate action from many parts of the business community, including from key actors in the food and beverage sector. But despite significant progress, much work remains both to cut greenhouse gas emissions and to support the millions of people already hit by climate change. As one of the sectors that is at highest risk of being affected by climate change, responsible for a giant emissions footprint and reliant on millions of small-scale farmers and agricultural workers in the regions most vulnerable to climate change, the food and beverage sector should lead the next generation of post-Paris corporate climate commitments. This paper presents new data commissioned from the research consultancy CE Delft on the greenhouse gas emissions footprints and water scarcity footprints of major food commodities. The data demonstrate the vital role the food and beverage industry can and must play in turning the Paris Agreement into a springboard for the stronger climate action needed.

Yair Teller discusses how he is using his company, HomeBiogas, as a mechanism for peace building, sustainable development, women’s empowerment, and improvement of the quality of health and life for citizens of developing countries. Yair Teller is chief scientist and co-founder of the HomeBiogas Company based in Netanya, Israel. HomeBiogas produces a household renewable energy appliance that recycles kitchen waste into cooking gas and organic fertilizer. Profits from sales to suburban customers and a successful crowd-funding campaign are used to support donation of HomeBiogas units to economically disadvantaged Bedouin, Palestinian, and Ugandan families for alleviation of poverty. The work of HomeBiogas has been recognized by the UN and the Peres Center for Peace.

Abstract:
On 16 November 2016 the PRIO Cyprus Centre (PCC), the Friedrich-Ebert-Stiftung Cyprus (FES) and the Atlantic Council (AC) co-hosted a one-day conference entitled ‘Global Energy Debates and the East Mediterranean’. The conference, held in the UN Buffer Zone in Nicosia, was organised with a view to introducing the Cypriot public to the increasingly complex global energy terrain. Thus, the main focus of the deliberations was not the Eastern Mediterranean, but rather the broader energy picture surrounding the region. The international experts who attended the conference presented topics that concern some of the more salient broader debates, such as the link between energy and global warming as well as the energy relations of the European Union, which constitutes the largest potential market in the neighbourhood for the hydrocarbons of the Eastern Mediterranean. The latter included examination of three important cases to Europe’s east: Russia, Iran, and Turkey. East Mediterranean energy develop- ments and regional cooperation prospects were also discussed by a panel of experts from Cyprus, Egypt and Israel. This edited volume comprises contributions submitted by speakers based on their talks delivered at the conference.

This policy brief addresses the opportunities for and impediments to green growth and energy security in Colombia. As a result of renewed international activity and high vulnerability to the effects of climate change, Colombia has embraced ambitious green growth objectives and climate change mitigation goals. Rapid economic growth and rising peak demand centres for energy may well go hand in hand with clean energy uptake. Most Colombian citizens are highly aware of the need for a low-carbon growth trajectory and the country has already invested substantially in renewable energy development. However, dominance of private sector interests within the state, resulting from a powerful transnational alliance of extractive industries, may hamper long-term green growth efforts to succeed. Greening the private sector in a post-conflict Colombia may prove to be one of the crucial steps in consolidating Colombia’s low-carbon growth trajectory.

This policy brief addresses the opportunities for and impediments to green growth and energy security in Kenya. It is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. Other project outputs can be found here. Kenya has taken a leading role in the region on several fronts, including its ambitions to address climate change and boost green growth while improving the country’s energy security. Efforts have been underway to realise this goal. Most vividly illustrated by the execution of large-scale geothermal, hydro and wind power projects. Yet, not all is straightforward. Constitutional reform has led to a new institutional framework which presents both opportunities and obstacles to green growth implementation. Moreover, the presence of oil and coal reserves and the ambition to exploit these threaten efforts to build a low-carbon economy. Kenya is currently at crossroads, and decisions taken today may influence its green growth potential for the decades to come.

Still a long way to go - Energy security and green growth in Indonesia This policy brief addresses the opportunities and impediments of green growth and energy security in Indonesia. Over the past 20 years, Indonesia has witnessed substantial economic growth along with a process of democratisation and decentralisation. This has resulted in a rapidly rising energy demand, which is expected to triple by 2030. Responses so far have mostly focussed on tapping into the nation’s large fossil fuel reserves while also increasing energy imports. There are opportunities for Indonesia to couple energy security with green growth objectives. For instance by exploiting its enormous geothermal energy potential and by coupling financial and efficiency gains to green growth implementation. However, as this policy brief outlines, major challenges need to be overcome if Indonesia is to embark on a green growth trajectory. FACING UP TO CLIMATE CHANGE IS A KEY CHALLENGE OF OUR TIME. We are on pace in 2016 to again record the warmest global temperatures ever measured; a distinction that now appears to be an annual occurrence. Weather is becoming less predictable, storms more intense, and drought and flooding more pervasive. This destroys livelihoods, impedes economic progress, and undermines the sustainable development gains we are working hard to achieve. Slowing down and ultimately reversing climate change requires us to lower our greenhouse gas emissions. And effectively pricing carbon emissions is a vital place to start. Pricing carbon through markets creates incentives, sets clear rules, and encourages regulated organizations to lower emissions in flexible ways that work for them. Like much in the current climate change arena, the main action on carbon markets is happening beneath the global scale. After years of chasing global mechanisms to price and trade carbon emissions credits, the landmark Paris Agreement of December 2015 both recognizes and provides political and policy space for efforts at local, state, and regional levels. The relevance of carbon markets is growing apace; almost doubling in scale since 2012 with forty states and twenty-three cities, regions, and provinces pricing emissions worth some $50 billion.

219. Water Management in the Nile Basin: A Fragmented but Effective Cooperative Regime

Ongoing expansions of hydro-infrastructure in the Nile basin, combined with infrastructure completed in the past decade, are increasing the capacity to regulate the Nile as well as the benefits accrued to the Nile waters. No longer reliant on funding from the World Bank and Western donors alone, Nile water development is accelerating in a number of upstream riparian states. Hence, the river Nile upstream of the Aswan High Dam is gradually being transformed from a natural to a regulated river. Hydro-infrastructure projects represent a strong driver for issue-based cooperation among the most affected riparians, but it is noted that the basin- wide perspective is not considered in these ad hoc arrangements. This paper describes the emerging cooperative regime in the Nile basin and analyzes its effectiveness. It presents an inventory of where cooperation among Nile riparians is needed, and discusses the required level of cooperation. It looks at the benefits of cooperation that are not related to a specific geographic area. The paper then identifies four distinct sub-basins that have substantial autonomy in managing their water resources. It concludes that the emerging cooperative setup is logical and for now quite effective, and does not lock in arrangements that may prove inconsistent—at a later point in time—with the overall objective of reasonable and equitable use of the Nile waters by each riparian state. Hence, the emerging cooperative regime arguably represents a positive step in the evolution from a basin without cooperation to a basin managed to optimize the use of the Nile waters for the benefit of its people.

220. More Than a Lightbulb: Five Recommendations to Make Modern Energy Access Meaningful for People and Prosperity

Energy is fundamental to modern life, but 1.3 billion people around the world live without “access to modern electricity.” The current definition of modern energy access—100 kilowatt-hours per person per year—is insufficient and presents an ambition gap with profound implications for human welfare and national economic growth. This report summarizes the energy access problem, the substantial efforts underway to bolster power generation and access in the poorest regions, and highlights concerns about the specific indicators being used to measure progress. It then condenses a set of analytical and conceptual questions the working group grappled with, such as why and how to better measure energy usage and the multiple options that should be considered. The report concludes with five recommendations for the United Nations, International Energy Agency, World Bank, national governments, major donors, and other relevant organizations.
