Abstract:
Today, as a species, we face two existential threats: nuclear annihilation and catastrophic climate change. Both stem from human origins. We need to fight both threats aggressively. There are many things we can and should do to tackle the climate threat, beginning with putting a price on carbon emissions, promoting market mechanisms that reward efficiency, leveling the playing field for all lower-carbon energy sources, and leveraging the Paris Climate Agreement into more effective international action. But even adding up all existing national commitments to curtail greenhouse gas emissions, and assuming perfect execution, the world falls far short of the cuts needed to avoid catastrophic climate change. The expanded use of nuclear energy can make a major contribution to closing that gap and meeting our climate goals. But inherent in the use of atomic fission is the risk that the technology and materials can be diverted to terrorists or hostile nations.

203. How Policy Legitimacy affects Policy Support Throughout the Policy Cycle

Abstract:
We analyze the importance of legitimacy and compare how drivers of public policy attitudes evolve across the policy process consisting of the input (i.e., the processes forgoing acquisition of power and the procedures permeating political decision-making), throughput (i.e., the inclusion of and interactions between actors in a governance system), and output (i.e., the substantive consequences of those decisions) stages. Using unique panel data through the three phases of the congestion tax in the Swedish city of Gothenburg, we find that legitimacy is indeed important in explaining policy support. Moreover, we find a lingering effect where support in one phase depends on legitimacy both in the present and in previous phases. Hence, our study takes us one step further on the road to understand the complicated dynamic mechanisms behind the interactions between policy mak- ing, policy support, and the legitimacy and approval of politicians and political processes. Abstract:
Goals for climate change adaptation and disaster risk management are widely recog- nised as overlapping, but little is known about the dynamics of this interplay in the perspectives and practices of local authorities. An important aspect of this is how provincial, district and municipal level institutions comprehend and operationalise climate change adaptation frameworks against the backdrop of their past experience of responding to disasters. This is in turn related to how they provide services to risk prone populations. This research report describes how meso-level institutions in Việt Nam mediate between the different intentions and priorities embodied in national climate change and disaster risk management policies, and ongoing efforts of indivi- dual households and communities to adapt to environmental change and natural hazards. Research findings suggest that they are doing this in a context wherein past assumptions about the role of the state are being questioned, but where answers remain ambiguous. Findings emphasise the process of ‘bricolage’ that is underway, wherein different disaster risk and climate goals, rules and structures are combined. Some of these institutional changes involve innovation and others reflect path dependencies anchored in past societal roles.

Abstract:
The Paris climate agreement established a new framework for global climate governance that is firmly anchored in national plans and commitments. But who is actually going to take the next steps to implement these plans on the ground and what are the incentives and obstacles they face in moving from words to action? Many have pointed to the important role of local governments and other sub-national institutions, not least in developing countries where the task of adapting to climate change is considerable. Yet little is known about the way such sub-national institutions are responding to climate change, and how they interact with the central state and local communities in practice.

206. Penalising Environmental Violations: An Analysis of The Ministry’s Proposal

Abstract:
In October 2015, the Ministry of Environment, Forest and Climate Change released a Draft Environment Laws (Amendment) Bill 2015 proposing amendments to the Environment (Protection) Act 1986 and the National Green Tribunal Act 2010. The stated objective of the Bill is to provide ‘effective deterrent penal provisions’ and to introduce the concept of monetary penalty. It also aims ‘to minimise the exercise of discretion and make an unambiguous framework’. This paper summarises the text of the Bill and analyses whether it will complement the environmental objectives the parent laws espouse. It discusses some of the major concerns relating to the proposed amendments under three broad themes: environmental damage and penalties, adjudicating authorities and rule making powers. It concludes that although penalties that effectively deter violators are certainly the need of the hour, the proposed amendments are unlikely to achieve this objective.

207. How Effective are Environmental Regulations to Address Impacts of Industrial and Infrastructure Projects in India

Abstract:
People around the world live in areas that have been altered for industrial, infrastructure or mining projects. Their lives and occupations are being negatively impacted by problems of access, encroachment or pollution. Though governments in many countries have regulatory procedures for implementing environmental and social safeguards that are applicable to such projects so that problems can be minimised or mitigated, the qualitative difference of such regulatory systems depends on the efficacy of their compliance safeguards. Typically, in countries where compliance is low, projects meant for development have also resulted in substantial environmental and social costs. Governments and investors fear the implementation of environmental policies and claim that these are bottlenecks or speed breakers to growth. Several new studies show that stringent compliance of environmental policies will neither affect competitiveness nor slow down GDP growth. On the contrary, it may result in bottom line benefits at the level of projects as well as sustain economic growth by enhancing efficiency and innovation. India promulgated a series of environmental legislations between 1980 and 2005 to ensure that environmental and social impacts of land use change, infrastructure development and industrialisation are kept in check and timely mitigation is undertaken. The laws establish detailed procedures for assessing the environmental impacts of the proposed projects that are likely to cause land use change. The laws also involve the laying of conditions that are attached to the approvals granted to these projects. These conditions are meant to mitigate or prevent damage or impacts to the extent ascertained by the project proponents and the government or regulator. Since the time these laws were first designed, there have been numerous amendments to them to change the scope of applicability of these laws, the time taken by regulators for decision-making and the sharing of responsibility between state and central governments in implementing these laws. However, one aspect of these laws that has seen minimal change is in their monitoring and compliance regimes. What happens to the projects once they are granted approvals? Do they comply with all the conditions imposed on them for mitigating or minimising environmental and social impacts? Who oversees these processes and what is the extent to which compliance is achieved? This report is the outcome of a research project undertaken to understand the efficacy of conditional compliance, institutional monitoring and enforcement of environmental regulations to address the impacts faced by communities living around industrial and infrastructure projects. The project identified the institutions responsible for monitoring and compliance under various environmental laws, their procedures and practices by which these roles are realised. While it has been known that government agencies and regulatory bodies hold the formal duties of monitoring, the project also focused on how affected communities engage these institutions for greater compliance and remedies in case of environmental and social impacts of various kinds, such as encroachment or damage to common or private property, loss of livelihoods and loss of access to public spaces. By analysing the efforts made by affected parties to engage with environmental institutions to craft remedies for existing environmental impacts, this research aims to highlight regulatory ingredients that are necessary for sound environment regulation and better outcomes through compliance. If translated into concrete policy on environmental monitoring and compliance, these lessons could address the chasm between enforcement of environmental regulations and the ever-growing difficulties of meeting environmental challenges.

Abstract:
This paper presents an overview of the current state of global environmental governance with an eye toward highlighting the challenges that are presented by the scale and speed of environmental change that we are now witnessing. The scale of anthropogenic environmental change has led to what many now dub the Anthropocene - reflecting that humanity is changing our natural planetary systems in ways that have fundamental implications on a geologic scale. It also harkens in an era when humanity will be called on to consciously manage on a planetary level massive environmental change and the economic and social impacts that arise from this change.

Abstract:
Environmental issues have been on the international agenda for so long. However, International Relations (IR) theory acknowledged the environmental problem belatedly. When dealing with it, IR theory generally saw this problem as an annex to its central concerns. So, the environment as a research subject is considered either an issue of conflict or of cooperation from the perspectives of realism and liberal institutionalism respectively. By questioning this sort of consideration as a starting point, this article discusses the international environmental problem within the context of complexity and multiplicity of structural contradictions and overlapping and opposing interests of actors. The first section reveals the impasses of mainstream IR theory. The second section explores different aspects of the internationalization of the environment through a critical reassessment of state-centric understandings and problem-solving strategies. The interactions between national and international domains are also argued by employing normative environmental regulations. The last section examines the effects of corporations, states, international institutions and NGOs as main actors on the internationalization of the environment. This examination needs to take into consideration actor-structure relations. In other words, instead of separating politics from economics, and actors from capitalist structures at the domestic and international levels as does mainstream IR theory,

In their bold experimentation and bracing engagement with culture and politics, the “New Hollywood” films of the late 1960s and early 1970s are justly celebrated contributions to American cinematic history. Relatively unexplored, however, has been the profound environmental sensibility that characterized movies such as The Wild Bunch, Chinatown, and Nashville. This brisk and engaging study explores how many hallmarks of New Hollywood filmmaking, such as the increased reliance on location shooting and the rejection of American self-mythologizing, made the era such a vividly “grounded” cinematic moment. Synthesizing a range of narrative, aesthetic, and ecocritical theories, it offers a genuinely fresh perspective on one of the most studied periods in film history.
