Abstract:
My wife Barbara and I, and our children, were fortunate to work closely with Dr. Jane Goodall during our 1987-1991 tour in the Democratic Republic of the Congo (DRC). In 1989 Goodall called on Secretary of State James Baker in order to enlist him in her new cause of trying to save chimpanzees in the wild. After discussing her many years of groundbreaking chimpanzee research in Gombe, Tanzania, Goodall explained that, in addition to destruction of habitat, a major problem was the bushmeat trade. She noted that ten adult chimps were killed in the wild protecting every infant captured, and only one out of ten infant chimps survived the journey to the marketplace after being taken from their mothers. Secretary Baker offered the Department’s assistance to her effort. As the largest chimpanzee population was in the DRC, Kinshasa was her first stop in this new endeavor.

Abstract:
Three methodologies are used to enforce labour and environmental commitments in the US and EU trade agreements: cooperative, sanctions and composite. In-depth analysis of the scope of commitments, level of protection, institutional framework as well as types of informal and formal dispute processes elucidates the pros and cons of such methodologies. Sanctions approach weakens cooperation by misjudging the complexity of domestic policy adjustments through transnational governance. Cooperative mechanism within the NAAEC's composite design emerges as the best approach: Submission on Enforcement Matters (SEM). As it provides for an independent secretariat supported by civil society group and factual records as a sunshine remedy to review citizen submissions. However, the process is constrained by political clout, lack of managerial capacity and legal dilemmas around informal lawmaking (IN-LAW) procedures.

The repercussions of climate change and environmental challenges pose enormous risks to Iran and Saudi Arabia alike. While there are differences in geography and climate in both countries, they also have many environmental challenges in common. Problems such as sand and dust storms or diminishing water resources are border-crossing phenomena that no country can deal with alone; therefore, cooperation is key. At this point in time, however, willingness to cooperate is utterly lacking in a region marked by geo-strategic rivalries, ongoing military conflicts and deep-rooted mutual distrust between regional rivals, and between Saudi Arabia and Iran in particular.

Justastrade in oil has underpinned the global economy for a century, flows of data— the most valuable resource of the twenty-first century—now drive eco- nomic value. Indeed, in 2017, all five of the world’s most valuable publicly traded companies specialized in digital technologies, whereas just a decade earlier three of the top five companies were in the energy sector. This does not mean that the energy sector has been left behind by the digital revolution. To the contrary, digitalization is at the heart of the tectonic shifts that are starting to reshape the energy landscape. As energy industries produce ever more data, firms are harnessing greater computing power, advances in data science, and increased digital con- nectivity to exploit that data. These trends have the potential to trans-form the way energy is produced, transported, and consumed. An important potential benefit of this digital transformation of energy is a reduction in global emissions of greenhouse gases that cause climate change; the elimination of such emissions from the global economy is known as decarbonization. By enabling clean energy sys- tems that rely on low-carbon energy sources and are highly efficient in using energy, digital innovations in the energy sector can speed decar- bonization. Yet they are not guaranteed to do so. In fact, digital innova- tions could well increase global greenhouse emissions, for example, by making it easier to extract fossil fuels.

Abstract:
Over the past few decades, climate change and globalization have dramatically transformed the Arctic. As a result of global warming, the Arctic sea ice has been melting rapidly, potentially easing access to natural resources and opening up new maritime routes in the region. These changes have increased global attention on potential commercial opportunities, research, and peace and stability in the region. As national governments, international institutions, and nonstate actors explore different approaches to Arctic governance, a cohesive regime complex—a set of functionally specific regimes that together serve as a foundation for efficient governance—that integrates existing frameworks could help address the environmental, economic, sociocultural, and geopolitical challenges this region faces. The recent transformation of the Arctic is driven largely by sea ice melting at an accelerated rate. Between 1979 and 2015, the Arctic sea ice extent—the surface area of the ocean covered by sea ice—decreased by 4.7 percent per decade and the thickness of sea ice dwindled by 10 to 15 percent. Even if global temperature rises by less than 2 degrees Celsius above pre-industrial levels, the Arctic could see a sea ice–free summer at least once a decade. Decreased sea ice allows for additional human activity in the Arctic; this in turn exacerbates the damage to the Arctic ecosystem. Decreasing sea ice and permafrost—as a result of which more fresh water enters the Arctic Ocean—can change weather and climate conditions in other parts of the globe.

On February 22, 2018, the Aspen Institute Center for Urban Innovation hosted “A More Inclusive Approach to Venture Capital,” a day-long convening of fund managers, angel investors, entrepreneurial support organization leaders, and philanthropic funders to discuss strategies to make venture capital more inclusive for people of color and for women. The convening included off-the-record conversations about how venture funds dedicated to supporting women and people of color can be smarter about measuring and bolstering their investment returns, and how the venture capital system can be more inclusive and accessible to a wide range of founders. Participants also met in small breakout groups to identify pressing next steps. The guide is a summary of what the breakout groups identified as priorities for specific actors in the venture ecosystem.

The annual Aspen-Nicholas Water Forum, a collaborative initiative between the Aspen Institute Energy and Environment Program and the Nicholas Institute for Environmental Policy Solutions at Duke University, serves as a platform for addressing domestic water challenges in the 21st century. Each year, the forum gathers ~50 participants—including thought leaders from the private sector, government, academia, and non-governmental organizations— representing expertise in industry, finance, philanthropy, government, academia, agriculture, food and technology companies, investors and entrepreneurs. The 2018 Aspen-Nicholas Water Forum explored opportunities to change the scale of water management through regional integration.The scale of water challenges of the 21st century is regional and encompasses multiple jurisdictions — whether depletion of multi-state aquifers, basin-scale flooding, or the wide-spread accumulation of nutrients leading to large estuarine dead zones. Yet decisions, practices, and policies are predominantly made at the local scale and are often sector specific, creating mismatches between problems and policy. Regional scale problems often require regional scale solutions, so how do we reach scale?

Abstract:
President Trump’s retreat on climate change put China ‘in the driver’s seat’. But to really demonstrate leadership, China needs to green its overseas investments. President Trump’s announced withdrawal from the Paris Agreement shone a light on China’s efforts to fight climate change, which are as much about economics and technology as environmental responsibility. Longer-term technological and economic change may lead China to eventually show greater diplomatic ambition on climate. China cannot assume an international leadership position on climate until it deepens its domestic energy transition and greens its overseas investments.

Abstract:
Special bond between humans and ‘big waters’ is most probably as old as the mankind itself. Not only that the seas provided inspiration for mythology and even religions, but they also facilitated trade and commerce and connected people with different cultural backgrounds. The development of means of water transport has contributed substantially to that. People began trading with items others did not have or, in some cases, have not seen at all. Apart from cultural exchange, this prompted the economic one as well and small ports started attracting many merchants from distant places, representing cradles of capitalism. The same applies for the Adriatic, where different cultures, religions and even political systems were intertwined. It is no wonder therefore that cities like Dubrovnik and Split were actually more linked with cities like Ancona and Venice than to cities like Skopje or Belgrade, even during the time when they actually belonged to the same state together with last two. The structure and complexity of the terrain in the Balkan Peninsula obviously also contributed to that.
