Abstract:
China, Japan, and South Korea have regarded Central Asia as a new Asian frontier in their foreign policies since the collapse of the Soviet Union. With time, their policies evolved into regionbuilding initiatives exemplified by the Shanghai Cooperation Organization, Belt and Road Initiative, Central Asia plus Japan Dialogue Forum, and Korea-Central Asia Cooperation Forum. This paper raises the following research questions: What are the areas of interest for China, Japan, and Korea in their relations with Central Asian states and Uzbekistan in particular? What are the patterns of agenda setting in establishing intergovernmental cooperation? What are the particular projects that these states initiate? What are the objectives of projects initiated within these areas of interest? How competitive or complementary are these projects of China, Japan, and Korea? Throughout, Chinese, Japanese, and Korean “Silk Road” roadmaps with Uzbekistan are discussed to highlight their similarities and differences.

Abstract:
The EU-China economic relationship is transitioning to a new era. Years of soaring Chinese investments in Europe are increasingly met with unease by EU leaders. Beijing’s influence on the activities of its global economic actors have resulted in economic security concerns about critical infrastructure and national security on the continent. A hectic debate about security risks of Chinese technology companies and a new EU regulation on a common investment screening regime are evidence of an ongoing policy response to perceived growing risks from economic interdependence. Europe is right to acknowledge these risks. But Europe is also divided. Lacking common priorities for action makes individual policies vulnerable and insufficient. A new EU strategy on China must start at home. Of course, Member States’ political expediency is the Union’s eternal handicap. This policy brief offers three lines of action in which policy reform can support Europe’s resilience and reinforce the foundation of an EU strategy on China

On 18 March 2019 the fifth edition of the Belgo-German Conference took place in Brussels. Framed around the inter-related themes of energy, mobility and digitalization, the conference sought to provide a platform for dialogue between political leaders, diplomatic officials, and representatives from the private sector, academia and civil society. This European Policy Brief aims to illuminate the major topics that were discussed at the conference and put these into a wider context. The umbrella theme of connectivity in infrastructure speaks to the common ambition that Belgium and Germany share: propelling the European project forward – even when facing headwinds – by embracing increased economic interdependence.

a CoUnTRy’S ImaGe in the minds of those who live inside and out- side it depends on the logic and goals of its development. In the process of construction, its elements might differ by time and resources needed to create and consolidate them. The result, likewise, may be different where the length of time needed to produce the desired effect and the effect itself are concerned. an image of a country responsible for the development of mankind and its security is time- and resource-consuming to the greatest extent while inevitable contradictions between global responsibility and national interests make it idealistic and unachievable. many countries, however, claim the status of responsible – either regional or global – pow- ers depending on their scope and development goals. This image presupposes that the power demonstrates to the world, not only to certain audiences, that it does not intend to grow and develop at the expense of others but in the long-term perspective is firmly deter- mined to create a secure world of equal opportunities. at first, the Chinese expert community was apprehensive and even fearful of the idea of China as one of the responsible world powers. The West, on its side, was actively trying this role on China and even impos- ing it. This stirred up mistrust. It was repeated, among other things, that the role of globally responsible power does not fit China’s interests; that Beijing is being drawn, contrary to its will, into funding the international system on a grand scale. It should be said that Western politicians tried to persuade China to become a more active sponsor. Later, when the “responsible power” concept had been absorbed and, what is more important, adjusted to the country’s interests, skepticism was finally overcome. Between 1999 and 2009, the definition of China as a “responsible power” found its place, with certain readjustments, in the Chinese political vocabulary. Prominent foreign policy experts Wang yizhou,1 yen Shenyi,2 yu Keping3 and hu Jian4 have written a lot about the logical connection between China’s development and the development of mankind, between protection of national interests and the need to take international interests into account.

26. Trade Policy Options for ASEAN Countries and Their Regional Dialogue Partners: “Preference Ordering” Using CGE Analysis

Abstract:
The withdrawal of the United States from the Trans-Pacific Partnership (TPP) and Trump’s “America First” agenda have ignited a second round of interest in mega-free trade agreements in the Asia Pacific region. Countries have been motivated to explore alternative trade policy options. Using national real gross domestic output gains estimated by the GTAP model to construct “preference ordering” for 10 Association of Southeast Asian Nations (ASEAN) members and their six regional dialogue partners, this paper comes up with several findings. First, when multilateral agreements are not possible, countries are better off with a narrower regional trading agreement than without one. Second, in the region, Regional Comprehensive Economic Partnership (RCEP) has higher beneficial impacts than the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Third, for dual-track countries, that is countries that are negotiating both the CPTPP and the RCEP, implementing both agreements is better than each separately. Fourth, as expected, economic impacts of the CPPTP are lower than those of the original TPP12, but all CPPTP members will benefit although to different degrees. Fifth, economic impacts of open regionalism are higher than those of a closed and reciprocal one. Going forward, the paper argues that ASEAN countries and their regional dialogue partners need to adopt a “multi-track, multi- stage” approach to trade policy.

Abstract:
The establishment of the Asian Infrastructure Investment Bank (AIIB) has signified a “charm offensive” by China towards multilateral institutions and existing global financial governance. If the rise of China is inevitable, what will the future world look like and what should other countries be prepared for? Borrowing insights from institutional balancing theory and role theory in foreign policy analysis, this project introduces a “leadership transition” framework to explain policy dynamics in global governance with the AIIB as a case study. It suggests that China, the US, and other countries have employed different types of institutional balancing strategies, i.e., inclusive institutional balancing, exclusive institutional balancing, and inter-institutional balancing to compete for influence and interest in the process of establishing the AIIB. A state’s role identity as a “leader,” a “challenger,” or a “follower” will shape its policy choices regarding different institutional balancing strategies in the process of leadership transition in global governance. Institutional balancing is a new form of balancing among states in the future of global governance. China’s institutional rise in global governance might be more peaceful than widely predicted.

The question for quite some time, though, has been whether China’s economy, international presence, and participation in global institutions would come to look more like our own, or whether it would seek to challenge the order the United States has built and led over the past 70 years. While China’s economic size does not necessarily threaten the United States, China’s willingness to use its economic leverage to forge a global economy closer to its image raises complicated questions considering its lack of transparency. The essays in this volume, written by a diverse group of CSIS scholars, address some of the key issues that currently vex the U.S.-China economic relationship.

The Issue Southeast Asia has come a long way since the devastating financial turmoil of 1997 and has set up mechanisms to avoid the next shock. But in case a future crisis hits, it would be useful for the U.S. government to say upfront if it would support International Monetary Fund (IMF) support. Some in the Trump administration have said they oppose IMF bailouts. The newest opportunity—and challenge—to Southeast Asia’s financial system is the bursting onto the scene of fintech firms. These companies are meeting the urgent needs of underserved populations. Yet their activities outstrip the ability of traditional regulators to govern their activities and protect consumers. China’s Belt and Road Initiative could play a mighty role in meeting infrastructure needs in Southeast Asia if it is done right. But so far Beijing has said little about what it envisions the impact of its projects to be. “Will that spending help people who need it most?” asks Jonathan Hillman of CSIS’ Reconnecting Asia Project. “Will it go into viable projects…? Will it help or hurt climate change?” “[I]n countries where public debt is already high, careful management of financing terms [for infrastructure projects] is critical,” IMF Managing Director Christine Lagarde said during a conference in Beijing. “This will protect both China and partner governments from entering into agreements that will cause financial difficulties in the future.”

30. Maghreb Neutrality: Maghreb-Gulf Arab Ties Since the GCC Split

One year since a diplomatic crisis split the Gulf Cooperation Council (GCC), Morocco, Algeria, and Tunisia have maintained neutral positions towards the feud. In light of deepening ties between the Maghreb and GCC states—and the pressure by some Gulf regimes on their allies to choose sides—the Maghreb’s neutrality has been particularly notable. The ability of Maghreb governments to stay out of the crossfire of the intra-GCC conflict demonstrates pragmatism and confidence as well as the limits of GCC influence in the Maghreb. The stakes were different for each Maghreb country in pursuing neutrality on the Gulf rift. At stake for Morocco were billions of dollars in aid and investment promised by Saudi Arabia and the UAE, as well as diplomatic support for Morocco’s sovereignty over Western Sahara, Rabat’s top foreign policy priority. For cash-strapped Tunisia, Gulf aid and investment are critical, but aligning with either side in the Gulf dispute would have jeopardized its single most important political achievement in the post-Ben Ali era—the political compromise between the Ennahda and Nidaa Tounes parties. Algeria’s financial independence and mistrust of external intervention has made it the least susceptible to GCC intervention and influence. Conflict-torn Libya is an outlier, and for the foreseeable future will continue to be an arena for GCC intervention and proxy struggles. Gulf Arab-Maghreb ties will continue to matter for both sides. The Maghreb will continue to be dependent on Gulf aid and investment, and the Gulf will look to maintain strategic ties with its Maghreb partners. But moving forward, those ties will be shaped more by pragmatism and self-interest than political or ideological cohesion.
