Abstract:
As the Syrian refugee crisis enters its eighth year, leveraging the private sector’s financial capital and capacity for innovation has emerged as an attractive solution to protracted displacement. But little evidence exists on the feasibility and effectiveness of this approach. This case study highlights a unique type of private-sector engagement in which mainstream business interests align with the needs of refugees and host communities. The IKEA–Jordan River Foundation (JRF) partnership demonstrates how diverse stakeholders can identify synergies, overcome legal and practical barriers, and sustain collaborations through effective management structures.

With the global displaced population exceeding 68 million, the global humanitarian response system is under unprecedented stress. With widening funding gaps and no resolution in sight, new solutions are needed to address the needs of over 68 million displaced people worldwide. The private sector’s innovative and financial capacity is emerging as one such avenue, resulting in dozens of partnerships with local and international nonprofits. Depending on local policy environments, such working arrangements create both opportunities and risks for partners and hosts. This report is an attempt to learn lessons from existing experiences and offer insights on what works under given circumstances. Through desk research on existing partnerships, semistructured interviews with key stakeholders, site visits with partners in Jordan and Uganda, expert roundtables, and public discussions, we gather insights on both conceptual and practical aspects of partnerships benefiting refugees. We introduce a conceptual framework on the variety of options available to partners and offer recommendations for organizing win-win partnerships in the future.

33. Displacement-Emigration-Return: Understanding Uncertainty in Iraq

Following the Islamic State’s (IS) occupation of Iraqi territories in June 2014 more than 3 million internally displaced persons (IDPs) fled their homes in search for a secure place. Of these, around 1,3 million found refuge in the Kurdistan Region of Iraq (KRI). In parallel to new waves of displacement, Iraqis were also choosing to migrate abroad. In 2015, Iraqis were among the top three nationalities reaching Europe through the Mediterranean routes, after Syrians and Afghans (UNHCR 2016b, 34). Besides displacement and emigration, a large number of IDPs have returned to their place of origin since 2017. As the process intensifies, the security, political and economic conditions of the liberated areas still remain unstable and unpredictable. This report provides policy recommendations based on the results of the research study titled “Drivers for onward migration: the case of Iraqi IDPs in the Kurdistan Region leaving Iraq”, which was conducted between May and November 2017. In it, we addressed the questions: what mechanisms are responsible for explaining why IDPs living in the KRI want to either stay, emigrate or return to their places of origin? and what are the relationships between displacement, emigration and return in the context of Iraq? To address these questions, we employed both quantitative and qualitative analyses methods including: (a) evaluating 500 questionnaires distributed among IDPs in the KRI (Erbil, Duhok and Suleimaniyah governorates) between May and June 2017; (b) conducting 30 semi-structured interviews with IDPs in the KRI between June and July 2017, and (c) discussing preliminary results of the study during a workshop in Erbil on 23 July 2017 with local, national and international actors, including governmental and non-governmental organizations. The data indicates that, although slightly more than half of the sample wish/plan to leave Iraq (55%), only a minority of the subjects (23%) actually developed a concrete plan to do so. Emigration was most appealing to those ages 26–35 and among those with no or low levels of education. Moreover, Yazidis and Christians were more represented among those who wished or planned to leave Iraq. In addition, the most important pull factors point to the presence of family/relatives and friends along with the confidence of receiving refugee status upon arrival. Ultimately, IDPs perceptions of insecurity and lack of economic opportunities appear to be the most compelling reasons driving their wish/plan to emigrate. The data also suggests that IDPs’ perceptions towards the future political, economic and security situations in Iraq (expressed in the next five years) is the most relevant factor determining people’s emigration decision: within an overall negative assessment of the future of Iraq, IDPs wishing or planning to emigrate held a more pessimistic view compared to those who wanted to return or stay in displacement. Conversely, the study finds that socio-political (i.e., relations between IDPs and hosting communities) and socio-economic (i.e., income level and employment status) factors are less significant in determining IDPs’ wish/plan to leave the country. Where socio-political and socio-economic factors do not directly influence IDPs’ intentions, they however, contribute to a distressing sense of uncertainty prevalent among IDPs. Political, social and economic uncertainty overarchingly influences displacement, emigration and return in and from Iraq. Additionally, the Government of Iraq (GoI) and the Kurdistan Regional Government (KRG) have not been capable of (or willing to) address such uncertainty. Rather, they have contributed to a governance of uncertainty best illustrated by the absence of a comprehensive framework for managing displacement and return in both the KRI and greater federal Iraq. In response, this study calls for the development of robust policies at the international, national and local levels which: a. Consider displacement in Iraq as a chronic condition versus a sudden crisis; b. Recognize how recurrent, protracted and unresolved displacement waves destabilize the region; c. Appreciate displacement as a diversified phenomenon. These findings stress the destabilizing and traumatic effects of displacement and the urgency of addressing them, thus, we recommend the following prioritized policy areas through which international, regional, national and local actors can contribute to solve, or at least mitigate, the negative impact of displacement: 1. Elaborate and implement a national policy framework for displacement capable of addressing its multiple manifestations; 2. Adopt facilitation (without active encouragement) measures that can decrease the prevalent uncertainty among the population; 3. Include displacement in the broader physical and social reconstruction plan for Iraq. The data for this report was collected in Spring/Summer 2017, and thus, describes a scenario that has changed following the events that took place in September and October 2017 (see Section 3). However, the findings and recommendations that the study identified appear as relevant today as they were pre- Referendum. 34. Power of the River: Introducing the Global Dam Tracker (GDAT)

Abstract:
Dams are a major source of electricity globally, with hydropower generating 16 percent of the world’s total electricity and 71 percent of all renewable electricity in 2016. Many developing countries possess great untapped hydropower potential. Sub-Saharan Africa, for example, is estimated to have tapped less than 8 percent of its hydropower potential. Proponents of dams praise them as a source of low-carbon electricity, estimated to reduce annual emissions by about 2.8 billion tons of carbon dioxide equivalent. Dams also provide wide-ranging benefits in terms of flood control, irrigation, navigation, and job creation. But harnessing the power of the river comes with concentrated costs, from fragmenting the river system and destroying natural habitat to triggering ecological hazards and displacing millions of people. As the world is undergoing an energy system transformation toward renewable sources to combat climate change and meet emission reduction targets outlined in the Paris Agreement, understanding the costs and benefits of dam construction has important policy implications. In this project, the authors compiled a global geospatial database of dams, the GDAT, to enable rigorous research on the costs and benefits of dam construction. The project was motivated by the absence of a comprehensive, reliable, real-time, easy-to-use database on global dam construction. Such data could allow policymakers to make informed decisions on the use of hydroelectric power in the future, based on systematic evaluations of the costs and benefits of hydroelectric dams along the dimensions of energy access, climate change mitigation, water supply, ecological preservation, and population displacement. Below is a summary of findings: Globally, the authors identify 36,222 dams that are spatially concentrated along major river basins in Asia, North America, South America, and Europe. Compared to two widely used datasets, AQUASTAT and Global Reservoir and Dam (GRanD), GDAT has not only 144 percent and 419 percent more dam observations, respectively, but also more comprehensive attribute information, such as completion year, geographic location, main purpose, and reservoir and generation capacity. Dams are used for a variety of purposes, with considerable heterogeneity across continents. Worldwide, dams are mainly used for irrigation and hydroelectricity, representing 34 percent and 25 percent of the data, respectively. There are notable differences in the distribution of dam completion year across continents. While most developed countries in North America, Europe, and Oceania have witnessed a decline in dam construction since the 1970s, developing countries in Africa, Asia, and South America are experiencing a continued increase in the number of dams currently planned or under construction. GDAT makes three important contributions: First, to the best of the authors’ knowledge, no prior effort has been made to consolidate official records with existing datasets such as AQUASTAT, GRanD, and World Resources Institute (WRI). By collecting and compiling primary data from administrative sources and secondary data from existing databases, the authors have offerred the most comprehensive geo-referenced data on worldwide dam construction to date. Second, through extensive cross-checking and manual validation, the authors fill in important data gaps on key attributes and correct erroneous observations in previous datasets. Third, existing datasets are often static and not frequently updated. Efforts are underway to develop a framework for making the data collection and compilation process easily reproducible, so that it can be updated on a reasonable time interval to facilitate intertemporal analysis. Upon publication of academic research papers, the authors are planning to release the entire dataset and documentations to the public, free of charge.

35. Confronting the Global Forced Migration Crisis

Abstract:
The size and scope of the global forced migration crisis are unprecedented. Almost 66 million people worldwide have been forced from home by conflict. If recent trends continue, this figure could increase to between 180 and 320 million people by 2030. This global crisis already poses serious challenges to economic growth and risks to stability and national security, as well as an enormous human toll affecting tens of millions of people. These issues are on track to get worse; without significant course correction soon, the forced migration issues confronted today will seem simple decades from now. Yet, efforts to confront the crisis continue to be reactive in addressing these and other core issues. The United States should broaden the scope of its efforts beyond the tactical and reactive to see the world through a more strategic lens colored by the challenges posed—and opportunities created—by the forced migration crisis at home and abroad. CSIS convened a diverse task force in 2017 to study the global forced migration crisis. This report is a result of those findings.

36. Don’t Give Up Yet: There’s Still a Chance to Salvage Eastern Syria

As Secretary of State Mike Pompeo and National Security Adviser John Bolton assemble their own senior Middle East teams, a number of U.S. interests hang in the balance in Syria: the enduring defeat of ISIS and al-Qaeda in the Levant; the vulnerability of neighboring Iraq to extremist disruption; the return of Syrian refugees; the mitigation of Iranian influence; the need to both compete and cooperate with Russia to end the civil war; and the security of regional partners and allies. U.S. values are also at stake: the conflict has precipitated a humanitarian catastrophe of epic proportions, with over 500,000 civilians dead and 12 million displaced. The U.S. ability to shape high-level outcomes in Syria is limited. Russia and Iran have outmaneuvered the United States there. With their backing, Syrian President Bashar al-Assad is extending his control throughout Syrian territory—most recently via an offensive on southwestern Syria, previously the site of a “de-escalation zone” agreed between the United States, Russia, and Jordan, precipitating immense civilian displacement. Assad’s consolidation of extremists in Idlib amongst civilians raises the specter of another slaughter like Aleppo in 2016. The UN-backed Geneva process is moribund, though still worth supporting, while the United States has limited influence in the Astana and Sochi processes, which are also demonstrating limited returns. More broadly, Assad is already also brutally shaping the facts on the ground regarding “reconstruction” through forcible movement of populations, demographic engineering, constricting property rights, and predatory governance that favors loyalists. In his meeting with President Putin, President Trump reportedly discussed Syria, although there was no official joint summary of the summit. The discussion may have included options for drawing down U.S. forces in Syria in exchange for Russia convincing Iran to minimize its presence in Syria. However, Russia lacks the will and leverage over Iran to fulfill such a bargain. The national picture is bleak. Zooming into the Syrian map more closely, one subnational enclave currently outside of Assad’s control has taken some steps towards stability. Eastern Syria still offers leverage to salvage a marginally but meaningfully better outcome for U.S. interests and the Syrian population. In the weeks ahead, the United States should: take stock of the sources of leverage in eastern Syria; articulate its goal for translating these sources of leverage into a defined political endstate; develop this stated goal into a broader stabilization operational framework; and then execute “the art of deal” in developing a burden-sharing plan to support these objectives.

Many commentators have suggested that the displacement of people across international borders is caused by a lack of “political will,” and that refugee situations could be averted, mitigated or resolved if only such will existed. However, there has been little serious analysis as to what “political will” means and how to generate and sustain it in a refugee context. This paper is an initial attempt to address these neglected issues. It begins by defining the notion of political will and then outlines the gap between the protection principles formally espoused by states and the ways in which they treat refugees and asylum seekers in practice. The paper then identifies the key ways in which political will can be mobilized on behalf of refugee protection and solutions, focusing on the humanitarian interests of political leaders, the obligations that states have assumed in relation to refugees, the incentives that can be used to encourage compliance with refugee protection principles and the pressure that can be placed on states by other stakeholders. Following an examination of interstate cooperation on refugee issues and the role of the UN Refugee Agency in promoting refugee protection and solutions, the paper concludes with a call for political will to be mobilized in a way that is evidence-based, geographically differentiated, inclusive of other actors, and sensitive to the situation of other people who are on the move and whose rights are also at risk.

38. Building a Gender Inclusive Response to Conflict Related Sexual Violence

The Liechtenstein Institute on Self-Determination at Princeton University (LISD) and All Survivors Project convened a workshop, “Building a Gender Inclusive Response to Conflict Related Sexual Violence,” on May 3-4, 2018, at Princeton University. This workshop brought together academics, policy makers, and key UN and NGO actors and aimed to facilitate discussions around the multi-disciplinary themes of violence prevention, gender and law, and feminist theory to better understand the dynamics of and responses to male sexual victimization in conflict situations. The workshop began with informal discussions among participants on May 3 and carried on to three formal working sessions on May 4. The first session featured presentations which sought to explore our current understanding and knowledge of sexual violence against men and boys, critically examine the gaps in research and responses, and articulate the rationale for further work. The second session included presentations that focused on how international legal instruments have excluded male victims, how sexualized torture has been used in conflict situations to inflict deep humiliation on collective and individual gendered identities, and the co-relation between sexual violence against men and boys and violence mitigation. The third session explored how feminist scholarship and theory can be applied to advance responses to male sexual violence to ensure they are effective and inclusive. The workshop closed with a final wrap-up session in which, based on discussions from the previous sessions, participants discussed key issues for further consideration and around which specific policy recommendations might be crafted. This report summarizes the content of the off-the-record working sessions, highlighting the main takeaways from each.
