291. Real integration – impact of the DCFTA on trade between Ukraine and the European Union

Abstract:
The paper analyzes the first years of the Association Agreement between Ukraine and the European Union, focusing on the economic part: the Deep and Comprehensive Free Trade Area agreement (DCFTA). It describes the causes and results of changes in the flow of goods, and the implications of these for Ukraine’s policy. The DCFTA was one of the key tools that allowed Ukraine to survive the difficult period of economic crisis. The aim of this article is to show to what extent, starting from 2015, Ukraine has begun to integrate with the EU market and at the same time become increasingly independent of the Russian market and more broadly the countries of the Eurasian Economic Union. It can be assumed that this process will only accelerate. It is just the first stage on the pathway followed by the countries of Central and Eastern Europe in the 1990s. To achieve full integration requires an increase in investment cooperation, currently at a fairly low level.

Abstract:
The article attempts to outline the main trends and dynamics in Moldova’s development over the ten years since it became part of the EU’s Eastern Partnership. This article analyzes the main dimensions in Moldova’s relationship with the EU, in particular the essential elements are emphasized vis-à-vis the EU–Moldova Association Agreement, Deep and Comprehensive Free Trade Agreement and the dialog on abolishing the visa regime with the EU. Moreover, it attempts a regional comparison of the EaP member states, from an interdisciplinary analytical perspective offered by some civil society entities in Moldova.

Abstract:
After a year in which Iran opted for "strategic patience," in the hope that European nations would compensate for the United States sanctions, it now seeks to present a price tag for the US measures against it, and has thus embarked on a response comprising action in three realms: nuclear, military, and oil exports from the Gulf. In the current circumstances, Iran and the United States are demanding conditions that would make a resumption of negotiations difficult, although both sides apparently understand that dialogue may ultimately be the less dangerous option for them. The latest developments embody the potential for escalation and miscalculation that is liable to affect Israel's security, and therefore the security cabinet should convene to craft an appropriate policy for the near, medium, and long terms.

Abstract:
The rescue of Bashar al-Assad’s regime by the pro-Assad coalition, comprising Russia, Iran, and Iranian proxies, led to the victory of the regime over the rebels; the coalition’s achievements stem primarily from the effective cooperation between Iran and Russia since 2015 in fighting the rebels. Now, with the battles over, despite shared interests in consolidating the Assad regime, inherent tensions between Russia and Iran regarding influence in Syria have emerged in greater relief. Yet despite the disagreements, this it is not a zero-sum game between Russia and Iran. Both continue to cooperate on a range of issues in the Syrian arena and beyond. Iran for its part continues to see its consolidation in Syria as a strategic objective, and despite difficulties that have emerged, it seems that Tehran remains determined to continue, even if to a lesser extent than originally planned. After the success of Israel’s military actions to halt Iran’s military consolidation in Syria, Jerusalem should maximize the political potential and the shared interest of Russia and the United States to stabilize the situation in Syria, and to reduce Iran’s influence and capabilities in the country.

295. Can China’s Diplomatic Partnership Strategy Benefit Outward Foreign Direct Investment?

Abstract:
In the context of global integration, whether a diplomatic partnership strategy can promote outward foreign direct investment (OFDI) and how it works are very important issues for China. Based on a dataset featuring China’s partnerships collected from the Ministry of Foreign Affairs website, we establish an empirical framework to assess the role of China’s diplomatic strategy in its OFDI arising from partnerships since 1993. The results show that the establishment or upgrade of partnerships has had a positive effect on Chinese firms’ decisions on OFDI for at least the short term, especially for firms with higher demand for policy guarantees from the government, such as noncentral firms and non-Beijing firms. The results also show that the increase in OFDI is concentrated in host countries with higher political risks, such as developing countries, neighboring countries, and Belt and Road countries, which is consistent with China’s diplomatic focus. Our research proves that China’s diplomatic strategy can assist firms to invest abroad.

Abstract:
On October 1, 2019, President Volodymyr Zelenskiy agreed to meet Russia’s conditions for holding peace talks already this autumn. Moscow’s readiness to play, however, should not be mistaken for willingness to solve the conflict. So far, the Kremlin has not made any concessions in Eastern Ukraine that would be irreversible; consequently, it seems to only be testing Zelenskiy’s limits. Both Zelenskiy and the EU need to be cautious not to reward easy-to-reverse steps with major, strategic benefits.

On the brink of being weaponized, space is becoming a military-operational environment. Proliferating anti-satellite weapons threaten space security and enable first strikes against military space assets crucial to conventional and nuclear forces. This affects the global strategic landscape and decreases crisis stability among major powers. As current arms control regimes are insufficient, Germany and NATO should push new initiatives to keep space peaceful and advance military planning should they fail.

Abstract:
Under the Obama administration’s Rebalance to Asia, Vietnam gradually gained importance in U.S. foreign policy as the two countries formed a “comprehensive partnership” in 2013. Despite the Trump administration’s America First policy, the United States prioritizes its partnerships with Vietnam and other Southeast Asian countries in its Free and Open Indo-Pacific Strategy. While a common concern about China’s behavior in the South China Sea has facilitated the growth of U.S.-Vietnam relations, the foundation of the relationship is cooperation on Vietnam War legacy issues. The two countries have made remarkable progress in advancing diplomatic, economic, and defense ties regardless of remaining challenges. The year 2020 would be ideal for the United States and Vietnam to upgrade the relationship to a “strategic partnership”: it marks the 25th anniversary of the normalization of bilateral relations, Hanoi’s ASEAN chairmanship, and the start of Vietnam’s term as a non-permanent member of the United Nations Security Council.
