11. Global Values Competition: From Post-Truth to Post-Reality

Abstract:
At the Primakov Readings in November 2023, Russian Foreign Minister Sergey Lavrov discussed specific aspects of the formation of a polycentric world. He talked in part about the tools by which the US has so far managed to maintain relative, albeit fictitious, unity and present the collective West as a partially consolidated force. By the end of 2023, the cohesion of the coalition formed based on maintaining the stability of the “rules-based world,” which in essence aims to preserve the dominance of the collective West as the global regulator, had transformed following a series of extremely painful political and military-political conflicts. In a state of relative “calm,” the US had managed to maintain the stability of the system. But when mainstream Western media and think tanks started talking about the need for negotiations between Russia and Ukraine at the end of December 2023, the consistency of the conflict coverage by leading global media began to break down.1 Postindustrial capitalism might well be called “capitalism of sensory consumption.” The logic of its development dictated the primacy of communication (marketing, visual, sociocoercive) and control over socioinformational mechanisms. The transition in international politics from geoeconomic America-centrism to a model of “values competition” (with permissible chaotization in certain geopolitical spaces) only amplifies these trends. But what technologies will be used to wage this competition? The US assumed that controlling the information society and the most important global communication channels gave them a clear systemic advantage in the values competition. That assumption proved a bit flawed, if you look at trends from 2022 to 2024, when the sanctions regime against the Russian Federation seemed ineffective in many parts of the world, including Europe.2 This attests to a qualitative change in the structure of the global information society. The nature of these changes still needs to be analyzed and understood. But at this stage we can assert that the management of political and geoeconomic processes relies on the widespread use of technologies of “post-truth” that is gradually morphing into “post-reality.” Emerging competing post-realities are becoming the real political-ideological basis for making medium-term significant political decisions.

Abstract:
The status of countries within the global value chain varies depending on the importance of national production capabilities in the global economy. From this perspective, there is a need for a value-added production approach that focuses on innovation and competitiveness. Technological advances and institutions are considered to play a significant role in transforming the economy towards an innovation-driven one to meet these needs. The aim of this paper is to investigate the relationship among technological advances, the rule of law as a proxy for institutions, value-added production, and competitiveness in a way that reflects crosscountry divergence. Through an analysis employed independently of countries’ existing levels of development, it will be possible to evaluate whether the factors associated with institutions and innovation can produce similar results in all circumstances and for each country. In this context, a panel causality analysis that considers cross-sectional heterogeneity is employed. The analysis shows bidirectional causality between the variables, except for value-added to the rule of law. However, the results also support the existence of cross-country divergence. These findings suggest that future policy plans should be designed to consider the multidimensional nature of country-specific factors, alongside technological advances and the rule of law, and to ensure the integration of both national and international economic objectives.

Abstract:
Hedging is a comprehensive foreign policy strategy that mixes competitive and cooperative approaches and is used to manage competing national interests during conditions of uncertainty over the future distribution of power. However, the literature is characterised by a lack of consensus on the central features of hedging, which leads to contradictions in how the concept of hedging is applied. First, this paper assesses the definition of hedging, identifies three rival approaches, and links the risks and opportunities of hedging with uncertainty over the future international distribution of power. Second, it discusses how the various interpretations of hedging have inspired different analytical models. Finally, it explains hedging as a theoretically intermediate and analytically mixed strategy. These claims are supported by studying the Asia-Pacific region, where hedging has become the dominant strategy for coping with the uncertainty surrounding the future distribution of power stemming from the rise of China.

Abstract:
To achieve the objectives of security and competitiveness the EU will absolutely need to prioritise its enlargement policy, defence strategy and global partnerships over the coming years to 2030 and beyond. To make the EU fit for 30+ members, it will have to start by reforming its enlargement methodology towards a ‘staged accession’ procedure and move towards more qualified majority voting, alongside adapting its budget to accommodate new members. Accession negotiations will need to have ironclad security commitments and the EU should assist candidates in shoring up their own defences, as well as beefing up its own Member States’ military capacities. The EU also has no choice but to become a security provider for the entire continent. To strengthen its overall global competitiveness, the EU should boost Europe’s defence industry, ramp up the production of much-needed capabilities, tackle procurement issues and harmonise technical and operational standards. Collaboration with regional partners through the Global Gateway is also important but the EU shouldn’t position itself as an exclusive alternative to China’s Belt and Road Initiative. It must also actively engage all parties in the Middle East peace process to counterbalance China’s influence and (re)assert itself as a key regional player. The India-Middle East-Europe Economic Corridor (IMEC) will test the EU’s ability to maintain its global relevance and uphold its values.

How will the strengths and weaknesses of China’s human capital impact national competitiveness? China’s efforts to maintain economic growth, strengthen supply chains, develop strategic science, technology, engineering, and mathematics (STEM) sectors, and secure a modern military edge hinges on the ability to cultivate and utilize human capital. As the United States and other countries increasingly engage in multidomain competition with China, it is critical to start from a clear-eyed understanding of China’s human capital and Beijing’s strategy for nurturing national talent. Investments in higher education, strategic STEM sectors, and military talent demonstrate key areas in which Beijing is focusing on cultivating human capital. However, China must overcome significant obstacles to innovate as it faces substantial demographic pressures, socio-economic inequalities, and challenges to attracting and retaining top talent both domestically and internationally.

Many countries in Europe and beyond are contending with acute labor shortages and looking to immigration as one policy option to sustain and support economic growth, alongside efforts to retrain local workers and improve productivity. At the same time, lower- and middle-income countries with fast-growing populations are exploring ways to better link their nationals with economic opportunities at home and abroad. Legal migration pathways that connect unemployed workers in such countries with hard-to-fill jobs abroad are thus gaining interest in both origin and destination countries. To date, however, employment- and skills-based mobility projects have encountered challenges in fully realizing their anticipated benefits. These include difficulties building up project infrastructure and securing private-sector engagement. As a result, many have facilitated the movement of small numbers of people. This policy brief explores the case for employment- and skills-based mobility projects, looking at how different types of cooperation can support legal migration pathways, as well as common challenges these projects face. The brief also discusses strategies for achieving economies of scale and these projects' unique value—including the chance they offer to test new migration corridors or new recruitment models, while broadening cooperation opportunities with partner countries.

Abstract:
Rising geopolitical tensions among China, the United States and other major powers are making digital partnership negotiations between African stakeholders and these global actors more complex. China is becoming an increasingly popular choice among African states because the country typically offers more affordable technology options to achieve digital development goals than its Western counterparts. Negotiating Africa’s Digital Partnerships — a policy research project supported by the Centre for International Governance Innovation and hosted at the Blavatnik School of Government, University of Oxford — looks at how these partnerships are formed as African governmental actors seek new and rising partners to help build their digital capacity. The project involves interviews with African ministers, policy makers, the private sector, and civil society actors from both francophone and anglophone Africa with a focus on digital connectivity, infrastructure, digital sovereignty, norm-setting and governance issues.

The Government of Canada’s recent review of and updates to the Competition Act have sparked a closer examination of how competition is protected and promoted in Canada. Competition affects all Canadians, especially in the face of rising costs of living and a shrinking number of competitors in key markets. 20. Closing the Global North-South Gap in the Second Space Age

Abstract:
When the world entered the First Space Age in the 1950s, only a few developed economies pursued access to space for their geostrategic goals. Over time, the global space apparatus began providing space applications to developing economies, helping them raise their socio-political indicators. Today, many nations of the Global South have recognized the significance of access to space and are investing efforts towards pursuing it. However, there is a stark divide between current and developing space powers, with the current powers creating astropolitical blocs based on the geostrategic space race that has waxed and waned but never diminished. This bloc formation burdens the developing space-capable countries with the geostrategic aspirations of the bloc leaders. In light of the fast-paced changes that space commercialization is bringing about worldwide, a new set of outer space regulations are needed under the auspices of the United Nations to narrow this Global North-South divide and ensure that access to space is equitable and benefits the inherent needs of human development and Earth’s well-being.
