Abstract:
"Looking into Eurasia" provides some keys to understand the events and phenomena that have left their imprint on a region that has undergone major mutation since the fall of the Soviet Union in 1991: the post-soviet space. With a cross-cutting approach that is no way claims to be exhaustive, this study seeks to identify the key drivers, the regional dynamics and the underlying issues at stake.

22. Neoliberal Policy Implementation Goes Hand in Hand with Stronger Symbolic Boundaries

Abstract:
Citizens in countries that implemented more rigorous neoliberal policies over the last two decades (1990 to 2010) draw stronger symbolic boundaries between themselves and unwanted others. Based on publicly available data from the European Values Study, our research suggests that neoliberal policy implementation is intricately related to the ways in which citizens define worthiness. We find that in central and eastern Europe, the adoption of neoliberalism goes together with weakening boundaries toward ethnic others and a strengthening of animosity toward the poor, who are increasingly described as lazy and undeserving of government help. Conversely, in western Europe we find a weakening of boundaries toward the poor, but a strengthening of animosity toward ethno-religious others, Muslims in particular: citizens increasingly do not want Muslims as their neighbors. The trends we observe are supported by studies describing European citizens’ stance toward the (undeserving) poor, on the one side, and research on anti-immigrant sentiments, the rise of nativism, and the vote for extreme right parties, on the other. The contribution of our project is to offer a framework that describes these trends as two facets of symbolic boundaries and to link these to the uneven rate of implementation of neoliberal policies across European societies.

Abstract:
Since the promising start of its transition from a centrally planned economy to capitalism, Hungary has failed to join Western Europe in terms of living standards and democracy. The dominant political figure in Hungary, Prime Minister Viktor Orbán, shares many features with Russian president Vladimir Putin. Both view the increasing role of the state as economically beneficial, and both consider the Western European economic model to be flawed. Hungary is headed towards centrally planned capitalism, demonstrated by the partial nationalization of the banking sector, the monopolization of some sectors of the economy, and the reversal of the pension reforms of 1998. Plagued by the most persistent budget deficit of any post-communist country, Hungary's greatest challenge is to establish a fiscally sustainable growth path.

Abstract:
China started being actively interested in Arctic affairs in 2007, and since that time its interest has become manifestly obvious to the international community. Even if 'The Arctic is not destined to become a priority of China's foreign policy,' China seems firmly convinced that in the future, and perhaps the not-too-distant future, the Arctic will become the economic crossroads and geopolitical pivot of the globe, the central point of contact and communication between the three regions that run the world and the world's economy; these are, not in any particular order, East Asia, North America, and Western Europe. It will remain much more concerned about this than about climate change, although China does note the effect of climate change on China. As I have written elsewhere, 'China seems to see the overall effect of Arctic climate change as more of a beckoning economic opportunity than a looming environmental crisis.'

Abstract:
The formation of an Army of Europe has been discussed almost since the end of World War II, but has yet to be realized. After reading through the numerous and varied proposals over the past sixty years, the observer invariably arrives at the conclusion that all concerned parties agree: the European Union (EU) should have its own military. The Union today, taken as a whole, is an economic and cultural superpower. Its leading nations seem to be willing to pursue the status of a humanitarian superpower and leader in conflict prevention, as well as to defend the Europe’s perceived collective interests in the world.

Abstract:
The French government recently announced a plan to “combat radicalization” and a series of measures to prevent recourse to violence. Although the term is not entirely new in the French political parlance, it marks a departure from a counterterrorism policy justified mainly by a judicial approach and enforced in great part through administrative measures. France is thus moving closer to the Netherlands and the United Kingdom, which both began to develop such policies in the mid-2000s. Yet what exactly does it mean to “combat radicalization”? What explains the French government’s change of approach? And what can be learned from a decade of experience in these two European countries? This study shows that the concept of radicalization serves as an effective discourse to legitimize the extension of police action beyond its usual purview, by becoming involved in areas of diversity management such as education, religion, and social policy. The study traces the dissemination of the discourse through European institutions and, using the notion of “policed multiculturalism,” analyzes the effects of its legal, administrative and preventive forms.

Abstract:
Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

28. World Trade 1970-2010: Globalisation, Regionalisation and Reallocation

Abstract:
Using data for more than 200 countries, split into nine regions, we study world trade in goods during 1970-2010. The largest changes are the declining relative importance of Western Europe, and the increasing role for Asia. The intra-regional trade of Asia grew particularly fast; from 4 to 16% of world trade. Due to growing intra-regional trade in Europe and Asia, world trade became more intra-regional until 1995. Manufacturing trade is more regionalised, whereas commodity trade is more globalised. After 1995, extra-regional trade flows grew faster so there was “globalisation” with trade travelling longer distances and a rising share for commodities. From 2000, smaller trade regions such as Africa and Latin America have increased their shares of world trade; reversing the trend over the 30 preceding years.

29. The Twenty-first Century Expansion of the Transnational Drug Trade in Africa

Abstract:
In the last decade, West Africa emerged as a major transit hub for Latin American Drug Trafficking Organizations (DTOs) transporting cocaine to Western Europe. Since that time, there has been cause for hope and despair. The UN Office on Drugs and Crime (UNODC), the Economic Community of West African States (ECOWAS), and an array of international donors have made great strides in acknowledging the growing problem of drug trafficking and have implemented practical measures to stem this flow. All the while, the fears of many observers have been confirmed as the insidious effects of the drug trade have begun to take effect in many West African states. Consumption is on the rise and narco-corruption now undermines the rule of law and legitimate economic growth necessary for development and stability. One of the most alarming trends that place Africa and Africans on the radar of policy makers, law enforcement, and researchers alike is the number of new fronts on which the illicit drug trade is growing. Its geographic expansion beyond the relatively confined region of West Africa is now endangering East and Southern Africa. The arrival of new drugs to the region—heroin and Amphetamine-Type Stimulants (ATS, commonly referred to as synthetic drugs)—has been accompanied by the discovery of local manufacturing facilities to process them. Lastly, the growing level of involvement by Africans—who initially served as facilitators but now appear to be taking a more proactive role—raises concerns that a new generation of African DTOs is rising in the ranks. This paper examines how each of these trends are contributing to the twenty-first century expansion of the drug trade in Africa and summarizes some of the impacts they are having on the states and their populations.

Abstract:
The political determination of the Mediterranean border of the European Union seen from the perspective of the Southern European countries (Spain, Italy, Greece, Malta) illustrates the symbolic and political importance for these nations of maintaining control of the border. It has a significant impact on the types of controls that are enacted and the interplay between national and European decisions. Placing this question on the agenda brings to light a Mediterranean perspective regarding the exterior borders of the European Union that is largely determined by the conditions of integration of the different countries into the Schengen area. This new border regime is the result of complex political games and is seen as a security issue. The actual set of controls seems to be less planned and legal-rational than simply erratic and the result of tensions between internal tactics, nation state strategies and attempts at bringing within the ring of EU.
