1. The Use of Executive Orders and Proclamations to Create Immigration Policy: Trump in Historical Perspective

Abstract:
This article examines presidential immigration policy making through executive orders (EOs) and proclamations. Donald Trump’s overall volume of EOs has been remarkably similar to that of other presidents, while his number of proclamations has been relatively high. His immigration-related EOs and proclamations, however, diverge from those of his predecessors in several ways. Of the 56 immigration-related EOs and 64 proclamations issued since 1945, Trump has issued 10 and nine, respectively. Overall, about 1 percent of all EOs and proclamations during this period have been immigration related, compared to 8 percent of Trump’s EOs and 2.4 percent of Trump’s proclamations. In a sharp departure from previous presidents, a greater share of his EOs and proclamations have been substantive policy-making documents intended to restrict admissions of legal immigrants and increase enforcement along the border and in the interior of the United States. This article explores Trump’s unorthodox use of executive tools to make immigration policy, circumventing Congress and even members of his own administration. It recommends that: Congress should hold oversight hearings and should consider revoking or modifying EOs and proclamations that have been issued pursuant to the authority provided to the president by Congress, as opposed to those based on the executive’s constitutional authority. Advocacy organizations should continue to challenge the president’s executive actions, the insufficient process and consultation leading to them, their statutory or constitutional justification, and their impact. Congress should take an inventory of the immigration authorities it has delegated, both explicitly and implicitly, to the executive branch and determine when this authority can and should be limited. Congress should pass legislation to update and reform the US immigration system, and thus clarify its intentions regarding US immigration law, policy, and executive authority in this area.

Abstract:
The latest tension between Iran and the United States has created an unhealthy debate among local actors in Iraq and the wider Middle East, reflecting minimal insight into Washington or Tehran’s policy environment. This in itself can be extremely detrimental to their own national agenda as well as the overall dynamics. The question here is: where is this US-Iran escalation leading and what policy would be best for the local players in Iraq (and elsewhere) to pursue?

Abstract:
As a state that overwhelmingly relies on sales tax revenue, Washington benefitted from a strong economy in 2018. However, that revenue was necessary as the state faced a court ordered deadline to fully fund K-12 education, and a need to address transportation, mental health, and a capital budget held over from the 2017 session. This is all in addition to creating a new Department of Children, Youth and Families. The state government was under unified government for the first time since 2012 which may have contributed to the state completing its work in a supplemental budget year on time and adjourning by the March deadline.

Eyes of America and of the entire international community are turning to the midterm elections in the United States due on 6 November 2018. The United States of America is a federal, both presidential and constitutional republic, and in the system of separation of powers the US President embodies the executive branch of the federal government. The President of the United States is often regarded as the most powerful person in the world, primarily as he is the Commander-in-Chief of the US Armed Forces, one of the largest military that consumes around 40% of the total military expenditures in the world. With growing tensions and uprising of new regional or global powers, the US is nonetheless the world’s biggest economy by nominal GDP and has the dominating in�luence in international political relations. The US President personi�ies American power andin�luenceglobally,andatthesametime the President has big powers in domestic policy. These include appointing diplomatic, federal executive and judicial of�icers, concluding treaties with foreign countries, enforcement and execution of federal laws, vetoing bills before they become laws in legislative procedure, convening and adjourning houses of the United States Congress, either or both, albeit in extraordinary circumstances. Notwithstanding, the system of checks and balances incorporated by the US Constitution ensures that the President’s powers do not expand out of control.

5. RESET OF AMERICA’S NUCLEAR WASTE MANAGEMENT

Abstract:
The U.S. government has worked for decades and spent tens of billions of dollars in search of a permanent resting place for the Nation’s nuclear waste. Some 80,000 tons of highly radioactive spent fuel from commercial nuclear power plants and millions of gallons of high-level nuclear waste from defense programs are stored in pools, dry casks and large tanks throughout the country at more than 75 sites in 39 states. A Stanford-led study recommends that the United States “reset” its nuclear waste program by moving responsibility for commercially generated, used nuclear fuel away from the federal government and into the hands of an independent, not-for-profit, utility-owned and funded nuclear waste management organization. The three year study led by Rod Ewing in the Center for International Security and Cooperation has made a series of recommendations focused on the back-end of the nuclear fuel cycle.

The purpose of this study was to ascertain the challenges faced by Central American migrants who returned home after failing to gain asylum or other international protection in the United States or Mexico. Cristosal interviewed individuals who fled from El Salvador, Guatemala, and Honduras under threats of violence and persecution and had been deported back to their country of origin to determine why they fled their homelands, why they could not secure asylum, and on their situations post-return. In the context of mass migration from these countries, the study used in- depth interviews to understand the different ways in which people experienced the violence and fear that forced them to flee and how their responses upon “voluntary return” or deportation back to their country of origin were shaped by that same violence. While there are many studies on the flight of persons from the Northern Triangle of Central America (NTCA), little is known about the experience of refugees who cannot secure protection in another country and are deported to their home country, from which they originally fled. What are the psychosocial, security, and human rights consequences for people who migrated out of fear for their lives and were then forced to return to the situation that forced them to flee?

Abstract:
The US refugee resettlement program should be a source of immense national pride. The program has saved countless lives, put millions of impoverished persons on a path to work, self-sufficiency, and integration, and advanced US standing in the world. Its beneficiaries have included US leaders in science, medicine, business, the law, government, education, and the arts, as well as countless others who have strengthened the nation’s social fabric through their work, family, faith, and community commitments. Refugees embody the ideals of freedom, endurance, and self-sacrifice, and their presence closes the gap between US ideals and its practices. For these reasons, the US Refugee Admissions Program (USRAP) has enjoyed strong, bipartisan support for nearly 40 years. Yet the current administration has taken aim at this program as part of a broader attack on legal immigration programs. It has treated refugees as a burden and a potential threat to our nation, rather than as a source of strength, renewal, and inspiration. In September 2017, it set an extremely low refugee admissions ceiling (45,000) for 2018, which it had no intention of meeting: the United States is on pace to resettle less than one-half of that number. It has also tightened special clearance procedures for refugees from mostly Muslim-majority states so that virtually none can enter; cynically slow-walked the interview, screening, and admissions processes; and decimated the community-based resettlement infrastructure built up over many decades (Miliband 2018). At a time of record levels of forced displacement in the world, the United States should model solidarity with refugees and exercise leadership in global refugee protection efforts (Francis 2018a, 102). Instead, the administration has put the United States on pace to resettle the lowest number of refugees in USRAP’s 38-year history, with possible further cuts in fiscal year (FY) 2019.

Abstract:
Helen Zughaib, currently based in Washington D.C., is known for her colorful gouache works that emphasize hope and human dignity, even while depicting themes of mass displacement, political upheaval, and war. Born in Beirut but forced to evacuate during the 1975 civil war, Zughaib spent much of her life in Europe and other parts of the Middle East before coming to the United States to earn her BFA at Syracuse University’s College of Visual and Performing Arts. Her art has been exhibited at museums, galleries, embassies, and in private collections around the world, including at the White House, the Library of Congress, and the World Bank. Zughaib has served as a U.S. State Department Cultural Envoy to Europe and the Middle East and was recently awarded a grant from the D.C. Commission on the Arts and Humanities. In November, she gave a talk at CCAS on her visual documentation of the Arab Spring, after which she shared the following reflections on her work.

Abstract:
Publicity surrounding the threat of cyber-attacks continues to grow, yet immature classification methods for these events prevent technical staff, organizational leaders, and policy makers from engaging in meaningful and nuanced conversations about the risk to their organizations or critical infrastructure. This paper provides a taxonomy of cyber events that is used to analyze over 2,431 publicized cyber events from 2014-2016 by industrial sector. Industrial sectors vary in the scale of events they are subjected to, the distribution between exploitive and disruptive event types, and the method by which data is stolen or organizational operations are disrupted. The number, distribution, and mix of cyber event types highlight significant differences by sector, demonstrating that strategies may vary based on deeper understandings of the threat environment faced across industries.
