391. Iran: Is Productive Engagement Possible?

Abstract:
Although Tehran and Washington appear hopelessly divided, issues of broad mutual concern reveal important overlapping interests. The United States can more effectively support democracy and human rights in Iran with policies that facilitate, rather than impede, Iran's modernization and reintegration in the global economy. The next U.S. president should not immediately seek comprehensive engagement with Tehran, as this might enhance Mahmoud Ahmadinejad's chances of reelection in Iran's June 2009 presidential elections. The United States must deal with those who hold power in Tehran, namely Supreme Leader Ayatollah Ali Khamenei. Given the widespread mutual mistrust between Washington and Tehran, confidence should be built with negotiations on areas of common interest, such as Iraq and Afghanistan, rather than those of little or no common interest, such as the Palestinian–Israeli conflict or the nuclear issue. When it comes to U.S.–Iranian interaction, the record shows that “secret” or “private” discussions out of public earshot have a greater success rate. Building confidence in the public realm will be difficult, as politicians on both sides will likely feel the need to use harsh rhetoric to maintain appearances. It is imperative that Washington maintain a multilateral approach toward Iran, especially regarding the nuclear issue. Tehran is highly adept at exploiting rifts in the international community and diplomatic efforts to check Iran's nuclear ambitions will unravel if key countries approach Iran with divergent redlines. Powerful spoilers—both within Iran and among Iran's Arab allies—have entrenched economic and political interests in preventing U.S.–Iranian reconciliation.

Abstract:
Mahmud al-Zahar, based in Gaza, is a cofounder of Hamas and served as Palestinian Authority foreign minister in PM Ismail Haniyeh's government, elected in January 2006, until that government was ousted in June 2007. This essay appeared as an op-ed in the Washington Post during a regional tour by former president Jimmy Carter, who met informally with Hamas leaders in Damascus, Cairo, and Ramallah (see Carter's trip report in Doc. D4, below). The same day the Washington Post ran Zahar's piece, its lead editorial criticized Zahar for his "hatred of Israel" and Carter for "embrac[ing] Hamas terrorists," denouncing Hamas as "a group that advocates terrorism, mass murder or the extinction of another state [Israel]." Abstract:
In 2004, Pres. George W. Bush signed the Global Anti-Semitism Review Act into law, establishing the Office to Monitor and Combat Anti-Semitism within the State Department and requiring the secy. of state to submit an occasional report to Congress on anti-Semitic activity around the world that covers events; the responses of the respective government, including measures taken to enforce laws that ensure freedom of religion for the Jewish people; efforts of each government to promote anti-bias education; and media that propagate, promote, or justify acts of racial hatred against Jewish people. The first Global Anti-Semitism Report was issued on 15 December 2004. The second report, excerpted below, was released on 14 March 2008 and is available in full at www.state.gov. At the conclusion of the final summit meeting between Presidents George Bush and Vladimir Putin at the Russian resort of Sochi in early April, relations between Moscow and Washington appeared to have righted themselves. The cordial meeting between the outgoing presidents left a sense of optimism in both Moscow and in the West that U.S.-Russia relations would improve until at least the fall presidential elections in the United States. Things have quieted down between the two nations over the last quarter, as the leadership of both countries has gone about business at home and has lessened (though not ceased) the often-negative rhetoric. But when the summer concludes, Russia will again loom large in U.S. political debates, and the big questions of U.S. foreign policy – whether they revolve around Iran, Iraq, Afghanistan, Northeast Asia, or even Venezuela – will necessarily include Russia policy. And as President Dmitry Medvedev unveils his own version of “sovereign democracy,” U.S. foreign policymakers will be forced to address the fundamental question of whether U.S. policy toward Moscow is centered on its strategic interests, or on democratic values.

The PfP Consortium was born in 1999 at NATO's Fiftieth Anniversary at the Washington Summit, although the idea of the Consortium was first tested in 1998 at ISF in Zurich. Bulgaria had the privilege of hosting the Second PfP Consortium Annual Conference in Sofia—the first gathering dedicated to the new initiative to define the roadmap for the future “troika council” that had been established to provide continuity between the annual conferences.
