271. The Washington Consensus: Assessing a Damaged Brand

Abstract:
In this paper we analyze the Washington Consensus, which at its original formulation reflected views not only from Washington but also from Latin America. We trace the life of the Consensus from a Latin American perspective in terms of evolving economic development paradigms. We document the extensive implementation of Consensus-style reforms in the region as well as the mismatch between reformers' expectations and actual outcomes, in terms of growth, poverty reduction, and inequality. We then present an assessment of what went wrong with the Washington Consensus-style reform agenda, using a taxonomy of views that put the blame, alternatively, on (i) shortfalls in the implementation of reforms combined with impatience regarding their expected effects; (ii) fundamental flaws—in either the design, sequencing, or basic premises of the reform agenda; and (iii) incompleteness of the agenda that left out crucial reform needs, such as volatility, technological innovation, institutional change and inequality.

At the time of finalizing this report, the US and Russia have signed an agreement on a replacement to the Strategic Arms Reduction Treaty (START), just days before the opening of a high-level Nuclear Security Summit in Washington, D.C. After years of divisiveness and lack of progress, it is tempting to conclude that the nuclear nonproliferation and disarmament regime is on the upswing.

Abstract:
For the past 18 months, the G-20 summit countries have worked together to contain the global economic crisis and encourage a sustainable economic recovery. As part of these efforts, the G-20 leaders have sought to constrain the protectionist pressures that invariably arise during times of economic stress and to maintain an open international trading regime. The G-20 trade agenda, as enunciated in the three summit declarations, has covered two specific trade actions: a “standstill” on new protectionism and a charge to complete the Doha Round of multilateral trade negotiations.

274. Beyond Population: Everyone Counts in Development

Abstract:
This essay reviews some of the most important demographic trends expected to occur between 2010 and 2050, indicates some of their implications for economic and global development, and suggests some possible policies to respond these trends and implications. The interactions of population, economics, the environment, and culture are central. In the past decade, for the first time in history, old people outnumbered young people, urban people outnumbered rural people, and women of reduced fertility outnumbered women of high fertility. The century from 1950 to 2050 will have included the highest global population growth rate ever, the largest voluntary fall in the global population growth rate ever, and the most enormous shift ever in the demographic balance between the more developed regions of the world and the less developed ones. In the coming half century, according to most demographers, the world's population will grow older, larger (albeit more slowly), and more urban than in the 20th century, but with much variance within and across regions. No one knows what numbers and demographic characteristics of humans are sustainable, but it is clear that the prodigious stain of a billion or so chronically hungry people at present results from recent and ongoing collective human choices, not biophysical necessities. Concrete policy options to respond to demographic trends include providing universal primary and secondary education, particularly education for global and household civility; eliminating unmet needs for contraception and reproductive health; and implementing demographically sensitive urban planning, particularly construction for greater energy efficiency and friendliness to older people.

If there is a role for the government to play in restoring financial harmony it would have to be quite the opposite from the role Washington has played over the last decade, which has produced financial chaos. But the chances at this point that Washington will reverse its past practices and quietly withdraw to the sidelines so that the markets can make necessary corrections are quite slim, or, more precisely, non-existent. It is the nature of governments to first interfere with market forces and then make the problem worse by addressing the resulting confusions and dislocations by interfering still more.

Africa's fragile states create political and security environments that enhance the leverage of Islamist extremists in their ongoing struggle with moderates for influence. Countering extremism in Africa, therefore, cannot be separated from building stronger, more legitimate states. Robust state security operations can neutralize extremists in the short term. However, they are an insufficient long-term counterextremism strategy unless coupled with opportunities for moderates to engage in the political process. In fragile states, maintaining moderate Islamist support for the state should be a central stabilization objective.

Secretary of State Hillary Clinton's January 6 address at the Center for Global Development in Washington, DC, called for the “elevation” of the development mission and an end to the old debates that have divided the diplomatic and development communities. She urged a new “mindset” to “replace dogmatic attitudes with clear reasoning and common sense.” Her remarks were a welcome reflection of this approach; they were based on sound development thinking and set forth a serious challenge for her State Department and U.S. Agency for International Development (USAID) colleagues.

On September 21, 2009, the Washington Post published an article entitled "McChrystal: More Forces or 'Mission Failure.'" The basis for the piece was a leaked copy of General Stanley McChrystal's "Commander's Initial Assessment," dated August 30, 2009. In asking for additional forces for Afghanistan, General McChrystal stated that his conclusions were supported by a rigorous multidisciplinary assessment by a team of civilian and military personnel and by his personal experience and core beliefs. A week before the Washington Post article appeared, Senators Lindsey Graham, Joseph Lieberman, and John McCain made a similar call for more forces in the Wall Street Journal. In an editorial labeled "Only Decisive Force Can Prevail in Afghanistan," the senators argued that General McChrystal was an exceptional commander and that he, the new Ambassador and a new deputy commander composed a team that could win the war.

Unlike Caesar's Gaul, this article consists not of three parts but of five. The first explains how advancing military technology has contributed to military stalemate among the world's most important states. The second deals with the progress of military technology from 1945 on. The third argues that, in the kind of "complex" wars that have been most common since that date, the technology in question has been largely useless. The fourth focuses on the type of technology that can be used and has proved useful in that kind of war, as well as some of the ways in which it should be used. Finally, the fifth part summarizes conclusions.
