261. Roles at Odds: The Roots of Increased Iran-U.S. Tension in the Post-9/11 Middle East

Abstract:
This article investigates the main roots of tension between Iran and the United States in the post-9/11 Middle East. Since 9/11 and especially after the 2003 Iraqi crisis, Iran's role has sharply risen in the region. The evolution of Iran's role and power in the regional system has led Iran to seek a bigger weight and role more in tune with its acquired stature and capabilities. The conflict between Iran and the United States has been generally attributed to either a political-ideological clash and mutual hatred, or to a simple aggregation of a number of distinct policy disputes including: Iran's nuclear program, Iran's state support for organizations that Washington regards as terrorist groups, human rights issues, and Iranian involvement in the new Iraq, the Levant, and Afghanistan. While accepting these explanations, the author takes a step further and argues that the conflict, especially since 2003, has been essentially focused on a dispute over the growth of the two sides' role in Middle Eastern politics which both regard against each other's national interests and security. The author concludes that complex and interdependent nature of regional security necessitates, on the one hand, Iran's cooperation in the wake of the end of the U.S. combat role in Iraq in Summer 2010, and on the other, that the United States recognize and respect Iran's legitimate security concerns and accept the evolution of Iran's role in the region.

Abstract:
India faces the real prospect of another major terrorist attack by Pakistan-based terrorist organizations in the near future. Unlike the aftermath of the November 2008 attack on Mumbai, in which 166 people died, Indian military restraint cannot be taken for granted if terrorists strike again. An Indian retaliatory strike against terrorist targets on Pakistani soil would raise Indo-Pakistani tensions and could even set off a spiral of violent escalation between the nuclear-armed rivals. Given Washington's effort to intensify pressure on al-Qaeda, the Taliban, and associated militants operating from Pakistani territory, increased tensions between India and Pakistan would harm U.S. interests even if New Delhi and Islamabad stop well short of the nuclear threshold because it would distract Pakistan from counterterror and counterinsurgency operations, jeopardize the U.S. mission in Afghanistan, and place new, extreme stresses on Islamabad.

Abstract:
Until the late 1990s, the United States often ignored India, treating it as a regional power in South Asia with little global weight. India's weak and protected economy gave it little influence in global markets, and its nonaligned foreign policy caused periodic tension with Washington. When the United States did concentrate on India, it too often fixated on India's military rivalry with Pakistan. Today, however, India is dynamic and transforming. Starting in 1991, leaders in New Delhi -- including Manmohan Singh, then India's finance minister and now its prime minister -- pursued policies of economic liberalization that opened the country to foreign investment and yielded rapid growth. India is now an important economic power, on track (according to Goldman Sachs and others) to become a top-five global economy by 2030. It is a player in global economic decisions as part of both the G-20 and the G-8 + 5 (the G-8 plus the five leading emerging economies) and may ultimately attain a permanent seat on the United Nations Security Council. India's trajectory has diverged sharply from that of Pakistan. With economic growth, India acquired the capacity to act on issues of primary strategic and economic concern to the United States. The United States, in turn, has developed a growing stake in continued Indian reform and success -- especially as they contribute to global growth, promote market-based economic policies, help secure the global commons, and maintain a mutually favorable balance of power in Asia. For its part, New Delhi seeks a United States that will help facilitate India's rise as a major power. Two successive Indian governments have pursued a strategic partnership with the United States that would have been unthinkable in the era of the Cold War and nonalignment. This turnaround in relations culminated in 2008, when the two countries signed a civil nuclear agreement. That deal helped end India's nuclear isolation by permitting the conduct of civil nuclear trade with New Delhi, even though India is not a party to the Nuclear Nonproliferation Treaty. Important as the agreement was, however, the U.S.-Indian relationship remains constrained. For example, although U.S. officials hold standing dialogues about nearly every region of the world with their counterparts from Beijing, Brussels, and Tokyo, no such arrangements exist with New Delhi.

Abstract:
Children in Latin American (LA) countries were among the most vulnerable groups that suffered from the adjustment policies promoted by the “Washington Consensus” in the 1980s and 1990s. In that context, several organizations started initiatives to ensure and promote resources allocated by public budgets to children and women. This paper describes and analyzes the characteristics and main activities of such initiatives in a dozen LA countries, with in-depth analysis provided for three countries: Argentina, Brazil and Ecuador. A number of lessons are enumerated, which can serve as orientation for other regions, in particular for Africa.

On april 12-13, 2010, U.S. President Barack Obama hosted the Washington Nuclear Security Summit. The final communiqué released from the summit, and agreed to by the 47 countries in attendance, stated that “nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.”With this commitment, the bar has been raised for all countries to reassess their current levels of engagement with one another in an effort to achieve a greater level of nuclear security. As President Obama stated in Prague in April 2009, “one nuclear weapon exploded in one city—be it New York or Moscow, Islamabad, or Mumbai, Tokyo or Tel Aviv, Paris or Prague—could kill hundreds of thousands of people. And no matter where it happens, there is no end to what the consequences might be—for our global safety, our security, our society, our economy, to our ultimate survival.”

In recent weeks, calls for additional sanctions against Iran and increased prosecutions of violators have highlighted the need for effective enforcement mechanisms. Although enhanced sanctions may be valuable, they will have little effect if there is no penalty for violations. As part of its effort to reinforce sanctions regulations and ensure that U.S. national security interests are preserved, the Justice Department has sought to disable Iranian procurement networks that may involve U.S. companies, citizens, or goods.

On May 6, Britain went to the polls to elect a new government, producing no clear result but forcing the resignation of Labor Party leader Gordon Brown. Within hours of taking over as prime minister, Conservative Party leader David Cameron had created a new body, a British national security council, whose first meeting focused on "discuss[ing] the situation in Afghanistan and Pakistan, and review[ing] the terrorist threat to the UK." Development is back. U.S. President Barack Obama has put it high on his strategic agenda. It is at the center of the State Department's much ballyhooed “Quadrennial Diplomacy and Development Review.” These aspirations come with real backing—Obama's fiscal year 2010 budget promises to double foreign aid to nearly $50 billion. Perhaps more importantly for supporters of development, across official Washington accord is growing that development must play a greater role not just in conflict zones but in general U.S. global strategy. It is not only the typical aid constituencies calling for greater attention. Even Secretary of Defense Robert Gates has urged a continuation of the emphasis on development that characterized policies of his last boss, former President George W. Bush. Almost assuredly, a pattern of bigger budgets, needed policy focus, and reform to the disjointed aid mechanisms within the U.S. government will emerge. Complementing (although not always supporting) this U.S. activity internationally is a collection of groups ranging from nongovernmental organizations (NGO)s to the United Nations (UN) and the World Bank. Overall, the place of aid U.S. foreign policy has not been so prominent or secure since the end of the Cold War. Development is once again, as Secretary of State Hillary Clinton characterizes it, “a core pillar of American power.”
