2. From 'Rebalance to Asia' to 'Free and Open Indo-Pacific': The Development of the U.S.-Vietnam Comprehensive Partnership

- Under the Obama administration’s Rebalance to Asia, Vietnam gradually gained importance in U.S. foreign policy as the two countries formed a “comprehensive partnership” in 2013. Despite the Trump administration’s America First policy, the United States prioritizes its partnerships with Vietnam and other Southeast Asian countries in its Free and Open Indo-Pacific Strategy. While a common concern about China’s behavior in the South China Sea has facilitated the growth of U.S.-Vietnam relations, the foundation of the relationship is cooperation on Vietnam War legacy issues. The two countries have made remarkable progress in advancing diplomatic, economic, and defense ties regardless of remaining challenges. The year 2020 would be ideal for the United States and Vietnam to upgrade the relationship to a “strategic partnership”: it marks the 25th anniversary of the normalization of bilateral relations, Hanoi’s ASEAN chairmanship, and the start of Vietnam’s term as a non-permanent member of the United Nations Security Council.

- Under President Obama the bilateral relationship between the United States and Vietnam flourished. Despite some misgivings about the future direction of US policy in the region under President Trump, Hanoi is working hard to ensure that the relationship continues to expand. With the key elements of President Trump’s Southeast Asia policy still unclear, the president’s visit to the region comes at a critical moment. This is especially the case for Vietnam whose bilateral relationship with its former adversary, the United States, developed significantly under the Obama administration. While Hanoi was disappointed with President Trump’s abandonment of the Trans-Pacific Partnership, there are strong signs that the relationship will continue along a positive trajectory.

- The growing consensus among Chinese analysts, both in China and the West, that elements of China's contemporary foreign policy have been self - defeating is important but limited in two significant ways. First, it focuses on China's most divisive policy stances—such as its expansive territorial claims, disruptive diplomacy in the Association of Southeast Asian Nations (ASEAN), or growing use of unilateral economic sanctions. This focus on controversial policies, while important, ignores less litigious policies which are also now contributing to regional instability. Second, analysts who look at China's foreign policy largely confine their work to China's relations with large or medium powers—such as Japan, India, Vietnam, or the Philippines—or with regional organizations such as ASEAN. This focus ignores China's relations with smaller, developing states—such as Cambodia, Laos, Mongolia, or Myanmar—which are, in many ways, the building blocks of China's periphery security.

- Although disputes in the South China Sea are in general under control since 2009, developments show that China-Philippines and China-Vietnam are two key relationships that have experienced incidents leading to fluctuating levels of tension in the South China Sea region. This study reviews the evolution of these two relationships in relation to bilateral disputes in the South China Sea and the respective approaches to managing these disputes, with emphasis on the post-2009 period. By comparing the China-Philippines and China-Vietnam approaches, it intends to analyse the differences/similarities and their implication on the management of the South China Sea disputes, as well as their bilateral relations in a broader sense.

- Today, there is much talk about the „American pivot‟ back to Southeast Asia, and the role that America continues to play in terms of the geo-strategic relations between the countries in the region. That America has been a player in Southeast Asian affairs is well-known, as America‟s presence in countries like Indonesia, Thailand, the Philippines and Vietnam has been well documented since the Cold War. However, there has been less scholarship devoted to America‟s role in Southeast Asia prior to the 20th century, lending the impression that the United States is a latecomer as far as Southeast Asian affairs is concerned. This paper looks at a particular incident – the First Sumatran expedition of 1832 – where America played a visible role in the policing of the waters off Sumatra. Though the event has been largely forgotten today, and is not even mentioned in Indonesian history books, it was important for it marked America‟s arrival – first as a trading nation, and later as a policing power – to the region. Drawing upon contemporary sources, the paper looks at how and why the expedition was launched, and the response of the American public in its wake. It tells us something about American public perception then, and how Americans were then divided over the role that America should play in Asian affairs.

- Vietnamese and Americans joined together in Hanoi last December for a happy celebration, commemorating the tenth anniversary of the entrance into force of the US-Vietnam Bilateral Trade Agreement signed in December, 2001. The gathering of current and former trade negotiators, diplomats, and business leaders exchanged witty anecdotes about who had been the toughest negotiator. However, the main focus for both American and Vietnamese participants was on the positive prospects for future US-Vietnam relations across the spectrum of trade and strategic common interests.

Nixon reached out to the People's Republic of China thirty-five years ago to advance U.S. strategic interests by balancing the Soviet Union and reinforcing the split between two former communist allies. Nixon and his national security adviser, Henry Kissinger, briefed the Chinese on Soviet forces arrayed against China and also discussed the Vietnam War and Taiwan. Nixon and Kissinger sought to change the global U.S. stance from confrontation to détente and to extricate the United States from the Vietnam War. Their mission shifted the globe's geopolitical landscape.

- In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

- In the post-Vietnam era, the nature of American politics and the congressional role in foreign policy have been greatly altered. The role of media, money, lobbyists, political parties, the White House, and Congress—as an institution and as individual members—have collectively established a system that allows special interests to shape the narratives of key foreign policy issues and, in turn, manipulate the manner in which Congress asserts itself. The reaction of the 107th Congress to the second Palestinian intifada, which began in September 2000, is a case in point: Congress selectively viewed the conflict through the lens offered by others. The reaction of Congress has little to do with deep-seated bias toward Israel or instinctive hostility toward Palestinians. Rather, for its own reasons—including self-serving political calculations—Congress sided with Israel. As a congressional staff member during this period, I was privy to inside information—letters to and from members of Congress, “Dear Colleague” internal memos, letters from the administration and foreign governments, letters from interest groups pertaining to Middle East policy—and witnessed or participated in numerous conversations and debates about the Middle East. My first-hand source material and experience gave me a unique perspective on the often misunderstood process of congressional decisionmaking.
