1. Uzbekistan’s New Parliament: Real Reform or Just the Will of the ‘President’s Men’?

Abstract:
The first meeting of the Senate of Uzbekistan’s Oliy Majlis took place in Tashkent January 22, 2020 to carry out its functions for the new term until 21 December 2024. In his keynote speech, President Shavkat Mirziyoyev congratulated the senators on this high status, while the new council includes representatives from diverse professional fields. He also argued it was “imperative to strengthen the role of the Upper House of Oliy Majlis in delivering an atmosphere of the irreconcilable fight against corruption and crime in general in society, as well as boost control over the activities of government bodies aimed at enhancing the role of women in society.” In Uzbekistan, political parties are traditionally seen to serve a symbolic function with their main mission being to mobilize and maintain support for a strong presidential system. Harnessing popular support for the poll could be seen as a crucial step in Mirziyoyev’s strategy of building support in the run up to the next presidential elections, which will be due in Uzbekistan in 2021. This aim will remain a higher priority compared to the pursuit of political transformation, which could allow the new parliament evolve as an autonomous institution and the democracy to mature. This first part of this paper explains the significance of the parliamentary elections held in Uzbekistan on 22 December 2019. The second part brings to the readers’ attention a range of reactions and responses on how the campaign, polling and outcome was seen by voters, party representatives and election observers. The third and final part of the report will conclude with the findings and recommendations of the observers in addition to some projections of how the conduct and outcome of the election may affect the future course of the country’s politics.

Abstract:
This book examines the role of clans in Central Asia from the 19th century up to 2004. Most studies of regime transition focus on formal institutions. However, Collins claims that modern clans, defined as networks of individuals linked through kinship and fictive kin identities (p. 17), function as informal political actors which has initiated or undermined political change in Central Asia. Moreover, clan membership frequently determines career prospects, especially in the public sector, influences social status, and functions as a defense mechanism against outside competitors. To begin with, the author does a very good job of providing a theoretical framework to understand clan politics (p. 24-53). From her point of view, understanding clans requires the comprehension of both rational and cultural elements. In addition, she adequately explains why and how clans survived during the Soviet period, despite efforts to eradicate them and impose new national identities among Central Asia's indigenous population (pp. 62-134).

There is very little agreement either within the policy community in the United States or in Central Asia itself as to what Islamic radicalism is and who among devout Muslims should be considered as posing a threat to the secular regimes.

Abstract:
After the indiscriminate killing of civilians by Uzbek security forces in the city of Andijon in 2005, the European Union imposed targeted sanctions on the government of President Islam Karimov. EU leaders called for Uzbekistan to allow an international investigation into the massacre, stop show trials and improve its human rights record. Now a number of EU member states, principally Germany, are pressing to lift or weaken the sanctions, as early as this month. The Karimov government has done nothing to justify such an approach. Normalisation of relations should come on EU terms, not those of Karimov. Moreover, his dictatorship is looking increasingly fragile, and serious thought should be given to facing the consequences of its ultimate collapse, including the impact on other fragile states in Central Asia such as Kyrgyzstan.

Abstract:
The Meskhetian Turks are one of the last of the national groups of the Soviet Union deported by Stalin in 1943–44, who have not yet been able to return to their native region (in southwest Georgia). Currently numbering some 370–400,000 people, the Meskhetian Turks, following pogroms and multiple displacements, find themselves scattered across vast territories of Russia, Ukraine, Uzbekistan, Kazakhstan, Kyrgyzstan, Azerbaijan, Georgia, Turkey and, most recently, the United States. In some of these countries, the Meskhetian Turks are exposed to ethnic persecution and discrimination, while Georgia, so far, has effectively blocked resettlement to their native region. International actors seeking to address these problems encounter severe difficulties in finding solutions, inter alia, due to a lack of consistent knowledge on the Meskhetian Turks' own perceptions of their displacement and their visions for future settlement.

Uzbekistan occupies a key strategic position in Central Asia and has a strong security relationship with the U.S. but its political system is highly repressive and its economy is barely reformed since Soviet times. Economic decline and political sclerosis threaten internal stability and undermine regional security. The international community has long urged political and economic reform, but with little success. With no significant progress on either front in 2003, it is time for the U.S., the EU and international financial institutions to begin to shift policies: reducing lending and assistance to the central government, while increasing engagement with society and the private sector.

Since October 2001, Uzbekistan has been a key ally of the U.S. in the military campaign in Afghanistan. A U.S. base has been established and a far-reaching Agreement on Strategic Partnership was signed in March 2002. Uzbekistan, however, sits uncomfortably in a campaign known as “Enduring Freedom.” It is one of the most authoritarian of the post-Soviet states, with a poor record on human rights and an economy that still owes much more to Soviet central planning than the market.

Of such movements, two – the Islamic Movement of Uzbekistan (IMU) and the Hizb-ut-Tahrir al-Islami (“Party of Islamic Liberation”) – have been of greatest concern to the governments of Uzbekistan, Kyrgyzstan and Tajikistan and to the broader international community.
