21. Russian Foreign Policy in the Middle East: New Challenge for Western Interests?

Abstract:
This paper is part of CTR's Working Paper Series: "Russia and the West: Reality Check." The current level of Russian presence in the Middle East is unprecedented for the region since the fall of the Soviet Union. Records of diplomatic and political contacts show increased exchange of multilevel delegations between Russia and the main regional countries. After 2012, Moscow has attempted to cultivate deeper involvement in regional issues and to establish contacts with forces in the Middle East which it considers as legitimate. Moreover, on September 30, 2015, Russia launched air strikes against Syrian groupings fighting against the regime of Bashar al-Assad. Before that time, Russia had tried to avoid any fully-fledged involvement in the military conflicts in the region. It was also the first time when it adopted an American military strategy by putting the main accent on the use of air power instead of ground forces. Under these circumstances, the turmoil in the Middle East, which poses a political and security challenge to the EU and United States, makes it crucial to know whether Russia could be a reliable partner in helping the West to stabilize the region or whether, on the contrary, Moscow will play the role of a troublemaker.

Economic development lags behind its neighbors and unemployment and emigration are enduring problems.

Abstract:
During the presidential campaign, Trump said he “[doesn’t] like Assad at all” and described the Syrian leader as “a bad guy.” But he compared Assad favorably to the alternatives. “Assad is killing ISIS,” Trump stated, whereas “we don’t even know who they [the rebels] are.” Trump even claimed Assad to be “much tougher and much smarter” than political rivals Hillary Clinton and Barack Obama. Unsurprisingly, Assad and his admirers took heart in Trump’s surprise victory last November, with an adviser to the Syrian president saying the American people had “sent a great, a very important message to the world.” Yet Assad supporters – as well as the Syrian president himself – are taking a cautious approach to the new US administration, unsure of whether, and to what extent, Trump will overhaul American foreign policy. Aleppo is a landmark in the Syrian conflict and has become the strongest signal of the failure of the western approach to diplomacy and other means of influence to end the conflict. This failure calls for a dramatic change in the approach if we want to preserve Syria as one country, safeguard its diversity, and ensure the rebuilding of the nation. The moment fighting in Aleppo ends and the current government, along with the Russians and the Iranians, feel they have the upper hand in this conflict, the immediate goal and challenge is to rebuild. Yet, how do we deliver services and create jobs? How do we support reconstruction? How do we ensure stability after “military achievement”?

Abstract:
The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. Moreover, this step was due to receive the approbation of the major “domestic sponsors”, including the military-industrial complex, the oil industry, and financiers. Finally, it can be treated as the comeback of the “strong leader”, the translation of Trump’s election pledge into a policy.

On April 22, 2015, CCAS Visiting Lecturer Dr. Mohammad AlAmad and his family left their home and lives in Syria behind. “Human smugglers drove us to the Turkish border,” says AlAhmad, “and then my wife and I carried our two young children, walking through barbed wire and muddy water into Turkey. We were full of trepidation, fear, and the pain of being displaced.” Though AlAhmad left Syria because he had been accepted to participate in the Institute of International Education’s Scholar Rescue Fund, which provides support for threatened scholars and places them with visiting appointments at partner academic institutions, he did not yet know his family’s ultimate destination. Once in Turkey, AlAhmad learned that his appointment would be at Georgetown, starting in August.

Abstract:
The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.
