71. Harnessing Digital Technology for Frontline Worker Mobility: Eat’n Park’s Partnered Approach

Abstract:
Online upskilling programs have the potential to support continuous, lifelong learning that can help adults learn new skills and advance in a changing labor market. Yet the online learning landscape can be difficult to navigate. Many workers face challenges balancing digital courses with work and personal commitments, accessing and using technology, and determining which of the many available programs signal value to employers. Companies can play an important role in making online upskilling accessible and relevant to frontline workers. Our latest report documents one partnered approach to designing and piloting an online training program for incumbent workers, led by a food service company, a civic leadership organization, and a local university in Pittsburgh, Pennsylvania. It explores how Eat’n Park partnered with Robert Morris University and the Allegheny Conference on Community Development to design and deliver digital training to frontline Eat’n Park employees. Our profile shares findings from a pilot customer service training program, focusing on the experiences of workers who participated and their managers. It includes information on program content and design, and the business case for launching training. It also offers four key practices that workers noted were important to their motivation and ability to complete the program

Abstract:
During the 1947 Duncan & John Gray Memorial Lecture then-minister of external affairs, Louis St. Laurent, outlined guiding principles for Canada’s engagement with the world. In his address, he recognized that Canada could not maintain the standard of living Canadians had come to enjoy in isolation from the rest of the world. He said, “[we] are dependent on markets abroad for the large quantities of staple products we produce and cannot consume, and we are dependent on supplies from abroad of commodities which are essential to our well-being.” This irrefutably remains true today. Canada’s ability to utilize its vast wealth of resources has afforded it the opportunity to become one of the most affluent and developed nations in the world, making the preservation of such ability of vital national interest. However, trade in the 21st century is more complex than ever before. Technology allows for transactions between parties scattered across the globe to occur near instantaneously, and complicates the tracking and classification of many goods and services. Moreover, global political developments and economic transformation are threatening the liberal world order built and protected by the United States since the Second World War. China’s emergence as an economic juggernaut is shifting the global economic centre of gravity. Furthermore, reactionary domestic political forces within much of the western liberal democratic world, including the United States, question the value of continued support for the status quo. Tectonic change is afoot. In response, Canada is charting its path to navigate the challenges of 21st century global trade. Prime Minister Justin Trudeau’s Liberal government is pursuing a progressive trade agenda as it seeks to modernize existing agreements, implement newly minted agreements, and explore potential future opportunities. The lead package of this issue examines a multiplex of challenges and opportunities presented to those currently crafting Canadian trade policy. Geographically, it spans not only the management of relations with the United States and NAFTA renegotiation, but also the geopolitical considerations of bolstered engagement with Asia and the underappreciated opportunities present in Africa and South America. In addition to "with whom", this package also addresses the "how and why" of trade: the difficulty of adapting trade practices to the digital age and the costs, benefits and limitations of projecting Canadian values via trade relations. In computer simulated and professional chess matches white consistently wins more often than not. The lack of first-mover advantage is a formidable deficit to overcome. Those who are not leading, are fated to play catch-up. The challenges facing Canada’s policy-makers responsible for protecting and advancing our national interest via trade are legion. To optimally address these challenges, Canada is best served by being proactive at the forefront of negotiations. The benefits of cultivating a proactive posture are enticing, and the costs for failing to do so are avoidable. Canada must adapt to the dynamism of the global economic order, or fight to catch-up.

76. Worker Training Tax Credit: Promoting Employer Investments in the Workforce

Abstract:
Rapid advances in technology, including artificial intelligence and automation, are transforming industries and reshaping the skills necessary to secure and keep a job. In response, U.S. workers will need to acquire skills that are not easily automated or that complement ever-changing technology. Yet, data suggest an alarming trend: there is a steady decline in the amount employers are investing in their workforce.[1] Federal and state policymakers should consider using tax incentives to encourage additional workforce training investments. To accomplish this, in May 2017 the Future of Work Initiative proposed the Worker Training Tax Credit. Modeled on the popular Research and Development (R&D) Tax Credit, this new tax credit could be used by small and large businesses to invest in training for their low- and middle-income workers. Based on economic modeling recently conducted by District Economics Group, the Worker Training Tax Credit would cost roughly $146.5 million over ten years, and lead businesses to increase training investments by 8.5 percent. Because the tax credit excludes training provided to high-income workers, these induced training investments would provide greater opportunity to low- and middle-income workers.

This IFPA National Security Update examines electromagnetic pulse (EMP), the potentially catastrophic threat it poses to the United States, the potential impacts of an EMP event, and sets forth as a national priority a two-pronged strategy to counter the EMP threat that includes ballistic missile defenses and the protection of critical U.S. infrastructures. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. The issues that faced the Obama administration and will face the Trump administration—as well as the basic policies and programs—had roots in previous generations, some of them going back to the 1970’s and President Richard Nixon’s administration. Many programs conceived and developed during previous administrations continued, evolved, and were expanded during subsequent administrations. These programs include antiterrorism training for American and foreign law enforcement officials, the interagency Counter Terrorism Financing (CTF) and Countering Violent Extremism (CVE) programs, and the ever pressing need for improved international cooperation and intelligence sharing. In a world of diverse transnational priorities across the globe, the advancement of science is seen by many countries as a solution to promote a knowledge-based economy, yet few resources are actually committed to this policy. For example, countries in the Middle East face a range of social, political, economic and security challenges that are unparalleled in the world. Many of these countries are trying to manage their economies during declining oil and gas prices which have now had a negative impact on their ability to make local investments in science and technology. Unemployment is high, political upheaval is often at the core of civil war, and the last priority of government officials is the development of science and technology expertise. Except for Israel, most Middle East nations are underperforming in science in this region of the world where only 1% of their expenditures include research and development (R&D). Science diplomats and/or health attaches have tried to assist countries in the Middle East to address the short-falls in scientific and technological program development. These efforts have been welcomed, but the results have been marginal. One way to remedy the situation is for these countries to grow their scientific communities, and this includes the encouragement of a highly under-developed workforce, viz., women and ethnic minorities. Enabling this largely neglected and under-utilized intellectual resource to pursue careers in Science, Technology, Engineering and Mathematics (STEM) is the focus of this article.
