Abstract:
US national security experts worry the United States is falling behind China in the competition for 5G mobile communication dominance. While US companies led establishment of today’s 4G networks, they are not the frontrunners in setting 5G standards, building 5G equipment, or deploying 5G infrastructure. The lead in 5G implementation belongs instead to China’s Huawei, which exploited a combination of regulatory protection, government subsidies, and capable technology to rapidly gain one-third of the global 5G market.

Abstract:
The economic ramifications of COVID-19 will accentuate the technological innovation gap between Latin America and the rest of the world. In a region already suffering from chronic underinvestment in research and development, the strain placed on government budgets by the pandemic-induced economic crisis will push innovation further back down the agenda. The region has compensated for a lack of domestic resources with foreign capital and technology imports from China and the United States. As the US–China relationship becomes more adversarial in the face of COVID, however, Latin America will emerge as a geopolitical battleground whose countries may be forced to choose sides and potentially lose out on capital inflows or technology imports. Navigating this potential storm will involve the region in a search for other options. Public–private partnerships with European Union firms represent one valuable possibility, but Europe and Latin America should first align their innovation agendas.

223. U.S.-China Technological Rivalry and Its Implications for Korea

Abstract:
Recent developments in advanced technology are changing the concept of hegemonic competition. The key feature of technologies in the 4th Industrial Revolution is dual-use. Emerging technologies such as 5G, AI, big data, robotics, aerospace, supercomputers, and quantum computer-related technologies can be used for both civilian and military purposes. The more you invest in the development of advanced technologies, the closer you will be to economic and military hegemony. Therefore, it is no wonder that the U.S. harbors great concerns facing the rise of China in these advanced technologies. To estimate and compare the innovation productivity of the U.S. and that of China, this study constructs a structural estimation model in which each country produces international patents using R&D expenditures and R&D researchers. Empirical results have presented novel findings indicating that China’s innovation productivity has surpassed that of the U.S. since 2015. At the same time we can observe that the U.S. has the world’s largest intellectual property surplus and keeps expanding it, while China’s intellectual property deficit has been growing every year. Given the two contradictory facts - China’s high innovation productivity and low intellectual property balance - we can conclude that China is strong at “innovation” but weak at “invention.” Knowing this, the U.S. eventually began to target this vulnerability. This is the U.S.’ Tech-Decoupling strategy. To achieve U.S.-China tech decoupling, the U.S. has been strengthening trade and investment sanctions against China. In specific, the U.S. has been utilizing the Export Control Reform Act (ECRA), Section 889 of the 2019 National Defense Authority Act, and the Foreign Investment Risk Review Modernization Act (FIRRMA). In return, China is responding to the U.S. sanctions with the new “Long March” strategy rather than a tit-for-tat strategy. In other words, China has been setting long-term aims and responding to the U.S. sanctions by improving institutional arrangements, refining industrial policies, and developing its own technologies such as “Dual-circulation strategy” and “New Infrastructure Plan.” Ironically, increasing pressure from the U.S. is expected to further strengthen China’s R&D capabilities in advanced technology and accelerate its competitiveness in emerging industries. With the onset of the 4th Industrial Revolution, China is rapidly closing the quality gap and technology gap in major industries where Korea has a comparative advantage. If Korea does not adequately respond to changes, it may be difficult to maintain a comparative advantage over China. Thus, now that U.S.-China tensions are intensifying, Korea is facing a pivotal moment in determining the future path of its economy.

224. Educating English Learners during the COVID-19 Pandemic: Policy Ideas for States and School Districts

Abstract:
As schools closed their physical classrooms in March 2020 due to COVID-19, educators across the United States reported that English Learners (ELs), immigrant students, and students in low-income families were particularly difficult to reach with online instruction. The pandemic and the sudden, forced transition to remote learning have brought into sharp relief the inequities that many of these students face in often under-resourced schools. Despite significant effort on the part of educators to support their students’ continued learning through Spring 2020, these efforts fell short for many ELs and students in immigrant families. Among the most notable barriers: a lack of access to digital devices and broadband, school–family communication gaps, parents’ limited capacity to support home learning, and inadequate remote learning resources and training for teachers on how to use them effectively. With the 2020–21 school year underway, and many schools continuing to operate partly or entirely remotely, this policy brief takes stock of the impact schools’ response to the pandemic is having on ELs and immigrant-background students. It identifies key challenges states and school districts must overcome, and outlines policy recommendations to help them ensure these students are adequately supported in this academic year and beyond. These include prioritizing ELs for in-person instruction when schools buildings begin to reopen, professional development on digital instruction that includes a focus on working with ELs, strategies for strengthening parental engagement, and funding mechanisms to shield high-needs students from the brunt of expected budget cuts. As the authors note, “depending on how states and districts adapt in the coming year, schools could emerge from this crisis having built stronger and more resilient systems on a foundation of equity for ELs and immigrant-background students.”

225. Rethinking the U.S.-Mexico Border Immigration Enforcement System: A Policy Road Map

The immigration enforcement regime at the U.S.-Mexico border offers a vivid example of how existing policies, laws, and resource investments are markedly out of step with new migration realities and future needs. A border enforcement system designed to address the once-dominant flows of single adults from Mexico seeking to enter the United States illegally for work is ill prepared to deal with more complex mixed flows of families and unaccompanied children from Central America, some seeking humanitarian protection, others opportunity. Consistent with its world view of immigration as threat, the Trump administration has responded by shutting down any meaningful access to humanitarian protection and asylum, by invoking a public health authority to expel more than 205,000 arrivals during the COVID-19 pandemic, and by constructing hundreds of miles of border barriers. Yet these strategies cannot succeed over the long term, nor are they consistent with U.S. law and international agreements and principles on protection. In this road map, MPI Senior Fellow and former U.S. Immigration and Naturalization Service (INS) Commissioner Doris Meissner outlines some of the steps to a more effective approach, one that builds on border management as an enduring function. Rather than a sole focus on thwarting illegal arrivals, successful border management requires cross-agency and cross-governmental collaboration that marries effective border security with fair, humane enforcement. 226. At the Starting Gate: The Incoming Biden Administration’s Immigration Plans

President-elect Joe Biden pledged during the campaign to reverse some of the most restrictive immigration actions undertaken during Donald Trump’s four years in office, including family separation and a travel ban on nationals from majority-Muslim countries. He also vowed to temporarily halt deportations, reinstate the Deferred Action for Childhood Arrivals (DACA) program, increase refugee admissions, and halt construction of the border wall. This policy brief outlines some of the incoming administration’s top immigration priorities and examines challenges and opportunities ahead. Drawing on existing and forthcoming policy ideas from MPI’s Rethinking U.S. Immigration Policy initiative, the brief sketches several proposals that could begin to shape a U.S. immigration system that advances the national interest going forward. The near-total shutdown of asylum at the U.S.-Mexico border, for example, does not represent a long-term strategy nor is it consistent with longstanding U.S. values. Effective long-term solutions to deal with mixed flows of economic and humanitarian migrants entail processes to provide fair, efficient processing of asylum cases, including by having the U.S. Citizenship and Immigration Services (USCIS) Asylum Division oversee the merits of border asylum cases to completion—an MPI recommendation the Biden campaign embraced. The brief, among other proposals, also recommends the creation of multiagency reception centers near the border for one-stop screening of arrivals and speedy turnover to the relevant agencies.

Synthetic biology is a relatively new scientific field that aims to make biology easier to engineer and, thus, more useful. It is already delivering on its enormous promise, yielding FDA-approved chimeric antigen receptor (CAR) T-cell cancer therapeutics, as well as non-medical products such as laboratory-produced fabrics, flavorings, adhesives, and detergents.[1][2] Despite such progress, however, the rapid growth and democratization of synthetic biology — almost all of which is taking place in the private sector — brings security challenges. Like all areas of the life sciences, it is “dual-use” and able to be exploited. Each year, The International Security Studies Program (ISSP) at the Fletcher School, Tufts University conducts SIMULEX, a major crisis management exercise where participants assume the roles of national policy makers in an international scenario. Throughout this three-day event, the exercise focuses on a highly realistic, near-future scenario involving key players on the world stage. SIMULEX exposes participants to the constraints and opportunities facing policy makers in the quest of making the best possible decisions and enacting associated actions. As representatives of various national and international teams, participants are charged with developing strategy and the necessary tasks required to achieve their country specific goals while driving efforts to bring the global crisis to a preferred end state. In an atmosphere of conflict escalation, SIMULEX stresses leadership in uncertainty, crisis management, team building, adaptability, and policy negotiation skills.

 The Effects of the Diffusion of Dual-Use Enabling Technologies on Strategic Stability

Left unchecked, the diffusion of dual-use enabling technologies—such as additive manufacturing, artificial intelligence, and advanced communication technologies—may pose threats to strategic stability. The rapid development of these technologies by the United States and its allies and partners has taken place primarily in the private sector, and is largely stored and transported in easily-diffused digital formats. If diffusion occurs, it could lead to significant innovation in, or even transformation of, competitors’ military forces. Enabling technologies can be particularly dangerous since they can have a feedback effect by accelerating innovation itself. Rapid shifts in the balance of military forces due to adoption of these technologies by competitors can, in turn, threaten strategic stability. To counter these threats, the United States and its allies and partners need a common awareness of the factors that enable and constrain technological diffusion, adoption, and transformation. In order to deepen understanding of how these developments are most likely to impact international security and contribute to the creation of mitigating policies, this paper develops a model of the pathways through which enabling technologies could affect strategic stability, drawing on the literatures on technological invention, innovation, and evolution; nuclear proliferation; and conventional arms flows. Diffusion of inventions can occur through four pathways: buy, beg, steal or copy; yet none of these pathways guarantee successful diffusion of technological inventions, and are subject to a variety of countermeasures. Moreover, there are significant downstream hurdles to adopting these technologies and using them to transform military forces. Consequently, while some diffusions may have a significant multiplicative effect, many may have little or no net effect on strategic stability. Policymakers must carefully and consider specific technologies and strategically act to effectively limit those that pose the greatest danger.
