121. Northern Populism: Causes and Consequences of the New Ordered Outlook

Abstract:
Canada has not been left untouched by a new authoritarian, or ordered, populism that has seen the election of Donald Trump as U.S. president and the United Kingdom vote to leave the European Union. Based on measurements of public opinion and other means developed to assess the phenomenon, this paper finds that populism in Canada is a significant political force, replacing the traditional left-right political spectrum. Not only has northern populism created a heightened partisan polarization in Canada, but it also proved to be a strong predictor of the outcome of the 2019 federal election. The authors’ research shows that 34 per cent of Canadians maintain a populist outlook. Older, less-educated, working-class Canadians are the most likely to sympathize with ordered populism, and it is more prevalent in Alberta and Saskatchewan. It is also more closely aligned with Canadians whose political sympathies lie with conservative political parties. A number of factors have contributed to the rise of ordered populism. These include economic stagnation, the growing disparity between the wealthy and the middle and working classes, a sense that society is headed in the wrong direction and a backlash against the loss of traditional core values. Ordered populism rests on the belief in a corrupt elite, and the idea that power needs to be wrested from this elite and returned to the people. Oriented toward authoritarianism, ordered populism emphasizes obedience, hostility toward outgroups, a desire to turn back the clock to a time of greater order in society, and a search for a strongman type to lead the return to a better time. Nothing about ordered populism serves the public interest. Instead, its anti-democratic nature makes it incapable of solving the problems that spawned its rise in the first place. Ordered populism is xenophobic, mistrustful of science and journalism, and unsympathetic to equality and gender issues. Arising out of fear and anger, ordered populism is ultimately unhealthy for Western democracies and their societies and economies. Canada has yet to accord the rise of ordered populism the attention it deserves, although this paper explains why it is a critical force in this country that needs to be addressed. Currently, attitudes toward ordered populism are generally limited to sneering, derisiveness and denial, all of which do nothing to address the problem. Solving it requires understanding its roots. And if its origins lie in the collapse of the middle-class dream, then policy-makers will need to focus on creating a new economics of hope. Ordered populism is at the heart of stark divisions in Canada, and the 2019 federal election did little, if anything, to mend the rupture. Dissatisfaction with the election’s results could forecast an even worse polarization in the near future, and increase the appeal of authoritarianism, if populism is left unaddressed.

Abstract:
This article investigates the impact of interpreters on the US foreign policy that is defined with a tradition of anti- diplomacy in the Trump era. The literature in both International Relations and Translation Studies often overlooks the impact of interpreters on diplomacy and fails to consider interpreter as an actor per se. In this context, the study will investigate the initiatives undertaken by interpreters in order to fill the emerging gap in the diplomatic sphere in terms of diplomatic language, customs and actors in the Trump era. Accordingly, the article first comparatively examines the role of interpreters and diplomats and then, discusses the key roles of interpreters in diplomacy under two main categories: “communication filter” involving time-gaining strategy, moderation and gatekeeping and “conciliation” that includes the roles of scape goat, crisis prevention and mediation. Overall, this study demonstrates that interpreters have a greater space of manoeuvre than is generally assumed in terms of influencing diplomatic processes. By establishing the missing link between International Relations and Translation Studies, this study aims to become a pioneering work that contributes to the debate about whether interpreters can be considered as an important diplomatic actor.

Abstract:
The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

124. Iranian digital influence efforts: Guerrilla broadcasting for the twenty-first century

Iran has invested significant resources and accumulated vast experience in the conduct of digital influence efforts. These clandestine propaganda efforts have been used to complement Iranian foreign policy operations for the better part of a decade. Nonetheless, Iranian influence capabilities have gone largely unstudied by the United States, and only came to widespread attention in August 2018 with the first public identification of an Iranian propaganda network. Following the US assassination of Iranian Major General Qasem Soleimani and a sharp escalation in US-Iranian tensions, it is important to understand the perspective, methods, and intent of Iranian influence efforts. For Iran, information dominance represents a central focus of both foreign and domestic policy. Iran sees itself as engaged in a perennial information war: against Sunni Arab powers, against the forces of perceived Western neocolonialism, and particularly against the United States. Should the information conflict be lost, many Iranian officials believe the collapse of the state will soon follow. Accordingly, Iran has prioritized the development of digital broadcast capabilities that cannot be easily targeted by the United States or its allies. Iran has also prioritized information control. Although Iran boasts roughly fifty-six million Internet users, these users must navigate a culture of censorship and frequent state intimidation. Following the 2009 Green Movement, the Iranian government came to see social media activism as enabling an existential threat. Authorities created special cyber-police units, built a new legal framework for Internet regulation, and outlawed most Western digital platforms. They also began to develop systems to remove Iranian users from the global Internet entirely. In pursuit of foreign and domestic information dominance, Iran began operating Facebook and Twitter sockpuppets as early as 2010. As the United States and Iran entered into a period of rapprochement and negotiation, the number of accounts grew exponentially. These accounts have been used to launder Iranian state propaganda to unsuspecting audiences, often under the guise of local media reports. To date, Facebook has identified approximately 2,200 assets directly affecting six million users. Twitter has identified eight thousand accounts responsible for roughly 8.5 million messages. Much of this Iranian content cannot be characterized as “disinformation.” In sharp contrast to the information operations of Russia, which routinely disseminate false stories with the aim of polluting the information environment, Iran makes less use of obvious falsehood. Instead, Iran advances a distorted truth: one that exaggerates Iran’s moral authority while minimizing Iran’s repression of its citizens and the steep human cost of its own imperial adventures in the wider Middle East. As a whole, Iran’s digital influence operations represent a continuation of public diplomacy, albeit conducted through misleading websites and social media sockpuppets. Iran broadcasts a fairly consistent message to many different audiences: in Africa, in Southeast Asia, in Europe, in North America, and, most notably, in Latin America and the Middle East. The aim of these efforts is to “tell Iran’s story,” the same as any Western government broadcaster might strive to do. The difference is that, as an international pariah, Iran must pursue this work through more clandestine means. Global observers have long learned to doubt the truthfulness and sincerity of Iranian-branded media. As the United States considers policies to safeguard its elections and confront Iranian influence activities, three conclusions can be drawn about the nature of Iran’s modern propaganda apparatus. Iran’s digital influence efforts involve centralized goals and disparate agents. Different elements of Iran’s digital propaganda apparatus evidence the involvement of different government agencies. It is not clear how, or if, these agencies coordinate their operations. These goals are closely tied to Iran’s geopolitical interests. Nearly all content spread by Iran’s digital influence efforts relates directly to its worldview or specific foreign policy objectives. Consequently, it is easier to identify the operations of Iran than those of other actors like Russia, whose content is more likely to be politically agnostic. Iran may attempt direct electoral interference in 2020 and beyond. To date, there is little evidence that Iran has sought to affect the outcome of a US election. This does not, however, preclude future such campaigns based on Iranian interest in achieving rapprochement with the United States.

Abstract:
The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. Political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework.

Abstract:
U.S.-China strategic rivalry is intensifying – and nowhere more so than in the Indo-Pacific. This is likely to result in new US requests to close allies like Denmark to increase their security and defense policy contributions to the region. French and British efforts to establish an independent European presence in the Indo-Pacific present Denmark with a way to accommodate US requests without being drawn directly into the US confrontation with China. RECOMMENDATIONS ■ The importance of the Indo-Pacific region for Danish security and defense policy is likely to grow in the coming years. The focus and resources should therefore be directed towards strengthening Danish knowledge of and competences in the region. ■ Several European states, led by France and the UK, are increasing their national and joint European security and defense profiles in the Indo-Pacific by launching new initiatives. Denmark should remain closely informed about these initiatives and be ready to engage with them. ■ Regarding potential requests to the Danish Navy for contributions to the Indo-Pacific, Denmark should prioritize the French-led European naval diplomacy.

From the moment he first declared his candidacy for the presidency of the United States on a strongly nationalist platform promising to “make America great again,” Donald Trump has been dogged by accusations that he is too cozy with explicitly racist, fringe-right figures and movements. Periodically, critics have seized on phrases or images in Trump’s communications that they argue send subtle messages of encouragement or solidarity to Nazis and white supremacists. This began during the 2016 campaign, when former Ku Klux Klan leader David Duke expressed enthusiasm for Trump’s presidential bid. When asked for his attitude regarding the support, Trump at first equivocated and professed insufficient knowledge of Duke and his movement, before explicitly disavowing Duke and the Klan some days later. The issue arose again during Trump’s first year in office, when he asserted that there were “very fine people, on both sides” of clashes in Charlottesville, Virginia between anti-Confederate statue protestors and far-right elements. Trump’s defenders insist that the “very fine people” he was referring to were members of local heritage groups and not the violent extremists who descended on the city from outside (and, indeed, in the same press conference Trump clarified that he was “not talking about the neo-Nazis and the white nationalists because they should be condemned totally”). The issue, however, has not gone away; over the last several years, critics have periodically spotted images in Trump administration communications that they allege hearken back to historical European fascism, and recently he has been accused of using phrases with regard to law enforcement and protests that echo American segregationists. Just recently, the Trump campaign drew criticism for retweeting a video of a parade of his supporters in Florida, during which one participant shouted “White Power!” While the campaign later removed the video and claimed that they had not noticed the offending phrase, the incident reignited critics’ claims that Trump is at best indifferent toward—and at worst actively solicitous of—white nationalist support for his presidency.

Abstract:
This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.
