61. Special Commentary: Not So Fast: Why the Call to Expand the Reserve Components is Premature

Abstract:
The effects of the COVID-19 pandemic will have significant implications for the military and the US Army. Some experts have suggested that massive budget cuts are likely and will force the Army to increase the size of the reserve components. After all, the reserve components have performed the majority of the military’s work during the pandemic, and have argued for years that they are a low-cost alternative to active forces. However, there are several reasons this should not happen—at least not without a major shift in America’s global military presence and a significant revision of our National Security Strategy. There is no doubt that the Army’s reserve components have played an important role in the nation’s coronavirus response. Over forty-six thousand National Guard troops have been mobilized across the country, and the Army Reserve mobilized over three thousand soldiers. This was most notable in the Urban Augmentation Medical Task Forces, which deployed to various cities in need of additional manpower. They have provided vital services and a visual reminder of the Army’s homeland responsibilities. The importance of their efforts have led some to suggest that the reserve components will become more important and that resources should be diverted to them or that their numbers should grow. After all, reserve units in reserve status cost less. The National Guard consumes 12 percent of the Army’s base budget, and the Army Reserve only a paltry 6 percent, the major savings being the full-time pay, additional benefits, housing, installation, training, and operations and maintenance costs required by their active counterparts.

The global pandemic known as the novel Coronavirus Disease 2019 (COVID-19) has been wreaking havoc upon the world since it was first detected in Wuhan, China, at the end of December 2019. The disease rapidly spread to all provinces in China, as well as a number of countries overseas, and was declared a Public Health Emergency of International Concern by the Director-General of the World Health Organization on 30 January 2020. The Congressional Research Service (CRS) contends that the COVID-19 pandemic is having widespread economic, social, and political effects on Latin America and the Caribbean, a region with strong economic and political ties to the United States. Brazil has been particularly hit hard by COVID-19. It has become a global epicenter for the disease with the second most COVID-19 positive cases in the world after the United States. Brazil’s President Jair Bolsonaro announced July 8, 2020, that he had contracted the virus.

The Global Fragility Act (GFA), passed by Congress and signed into law in 2019, requires the State Department, USAID, and other agencies to put in place for the first time a comprehensive strategy to address state fragility, violent conflict, and extremism, relying on best practices that are key to more effective and integrated U.S. policy. This report focuses on six key themes in the legislation, drawing on the expertise of leading peacebuilding and development experts to help generate practical solutions for advancing the GFA.

The coronavirus pandemic and efforts to suppress it (the Great Lockdown) will lead to the collapse of the global economy. In the short term, the reduction in production and consumption in the countries most affected by the pandemic will lead to a global recession. In the long run, the crisis may result in a partial retreat from globalisation, higher indebtedness, and narrowing the differences in economic potential between the EU and the U.S., and China. A positive side effect may be the acceleration of the development of the digital economy, including the services market.

The COVID-19 pandemic threatened to damage China’s international reputation just as the Chinese government under Xi Jinping was peaking in its promotion of China as a model political system and superior international citizen. Beijing launched a massive diplomatic effort aimed at both foreign governments and foreign societies. The goal was to overcome initial negative publicity and to recast China as an efficient and heroic country in the eyes of international public opinion. The crisis created an opening for China to make gains in its international leadership credentials as the world saw the superpower United States falter. Ultimately, however, Chinese pandemic diplomacy contributed to a net decrease in China’s global prestige, largely because domestic political imperatives motivated behavior that generated international disapproval and distrust for the Chinese Communist Party (CCP) government. This paper summarizes the content of Chinese pandemic diplomacy through the key period of January through May 20201, identifies specific strengths and weaknesses of China’s effort, and briefly assesses its global impact.

In April 2020, how did Californians of all demographic groups want to cast their ballots during the COVID-19 pandemic, what changes to the electoral process would they support during this critical moment, and how would reforms made in 2020 reshape our state’s electorate in the future? We address these questions by analyzing a statewide survey of a diverse sample of 12,276 eligible voters (adult citizens) conducted April 8-22, 2020. As a whole, California’s eligible voters plan to vote by mail more than ever before in November 2020. Voting by mail is the method that gives them the most confidence in the integrity of election results, and they are strongly supportive of policies that expand access to voting by mail. The level of support for voting by mail differs across California’s diverse racial and ethnic groups. Consistent with past studies, our survey found that Latino and African-American eligible voters are generally less likely to prefer this method of voting than non-Latino whites and Asian Americans. It will be important to consider the potentially disparate impacts that any election administration changes could bring and to conduct broad outreach efforts. When presented with scientific projections predicting a fall peak in the impact of COVID-19, eligible voters were even more likely to prefer voting by mail and to express concerns about waiting in line or working at a polling place that did not adhere to social distancing protocols. In April, 2020, was there a partisan divide between eligible voters from California’s major parties over whether they preferred to vote in person or through mail ballots in the November election, and what percentage of likely voters from each party said they would not vote if the election were held exclusively through the mail? Did partisans divide over policy proposals about how to conduct this election? We investigate these questions by analyzing a statewide survey of a diverse sample of 12,276 eligible voters conducted April 8-22, 2020. When we asked eligible voters how they wanted to cast their ballots this November, we found no significant divide between the Republican and Democratic eligible voters. More than half of eligible voters in both parties prefer to cast a ballot by mail, with nearly another two in ten voters preferring to drop off a ballot that has been sent to them in the mail. Gaps of eight to twelve percentage points emerge between partisans over support for policies that advance voting by mail, though there is still a strong consensus supporting these changes among all partisan affiliations.
