Abstract:
Just as the Maginot Line created an illusion of security, guaranteed standoff, and physical protection that made its shattering during the blitzkrieg of 1940 all the more shocking to the French polity, the pursuit of militarized robotics and autonomous systems (RAS) and artificial intelligence (AI) has led many to believe that the key to a more efficient and secure future lay within these technologies. The United States Armed Forces owe themselves and their civilian leaders honesty regarding a prudent approach to integrating AI and a pragmatic vision of the threats and risks associated with relying on these systems to achieve future policy goals.

Abstract:
Students of International Relations (IR) and Foreign Policy Analysis (FPA) have been confused as to what factors influence foreign policy. FPA focuses mostly on human decision-makers. However, generally speaking, IR theories, realism in particular, instead have focused mostly on the nation-state as the level of analysis to explain foreign policy or foreign policy behaviour. Both fields have found shortcomings within each other. The author of this article, however, applied a number of decision-making approaches from FPA to inform his study of George W. Bush, Barrack Obama and Donald Trump Administrations’ decision-making towards Afghanistan and the broader region and found the discipline of FPA to be extremely helpful. Based on the personal experience of the author, this article attempts to provide a comprehensive introduction to FPA with the aim that students of IR and FPA learn answers to the following questions: What is FPA? How is FPA different from IR? How can decision- making approaches from FPA be employed to inform a foreign policy choice? What (and how) methods can be used to access primary and secondary sources? What are the weaknesses of FPA and is it applicable as an analytical framework outside of the United States (US) or the West (in a country like Afghanistan)? The main objective is to make it easier for students to learn how to apply approaches from FPA as analytical frameworks to analyse a foreign policy decision.

Abstract:
The knowledge regarding nuclear technology represented a new reality for the generation of energy and international security. The nuclear attacks of Hiroshima and Nagasaki in 1945 represented the beginning of the so-called nuclear era and of the “balance of terror” as presented by many analysts such as Raymond Aron, deepened by the arms race in the US-Soviet bipolarity after 1947. Besides the superpowers, different countries had begun to develop their nuclear programs. The cases of Brazil and India stand out, since they develop their research agendas n the 1950s and 1960s, in the Cold War context, as a path to enhance their autonomy and bargaining power. The spread of the nuclear knowledge represented a challenge for the superpowers, and the talks for mechanisms of nuclear proliferation control such as the Non-Proliferation Treaty (NPT) started. This is the context in which Brazil and India develop their nuclear programs under the impact of its bilateral relations with the US. Although, these programs were convergent at first, in the search for nuclear autonomy, adjustments are going to be observed on both policies after the end of the Cold War. The article aims to understand the importance and history of Brazil and India nuclear programs and US weight on these agendas.

Russia and China are terraforming the maritime environment as part of their warfare. In both cases the actions are illegal and the performance is offensive to its actual nature. In the case of China, the practice is construction of artificial islands in the South Chinese Sea and in the case of Russia it is about the infamous bridge built over the Kerch strait, Ukraine. Neither Russia nor China expects an armed conflict with the West in the near future. That is a reasonable assumption, which is weaponized at the political-strategically level. The attack of this weaponized situation is that the trust in the West. Primarily the EU (European Union) and NATO (North Atlantic Treaty Organization), is eroded for every day which these countries challenges the international system which the western democracies say that they present and defend. China and Russia offer their authoritarian systems as a replacement and there are a lot of pseudo-democratic or even out-right authoritarian regimes on the sideline watching this challenge unfold. The article highlights the difference for the NATO-countries in logic of practice when it comes to the political social field on one hand and the military political field on the other hand. The article uses material from a previously unpublished survey made on NATO-officers then attending courses at NATO Defense College (NDC).

Abstract:
Though much of the scrutiny into foreign interference in US political debates focuses on long-term election operations, foreign actors have now turned to social media to conduct short-term tactical operations. These operations aim to affect American attitudes toward specific US foreign and military policy, and ultimately affect the policy itself. In recent years, state actors and loosely affiliated patriotic operators have inorganically inserted themselves into the political discussion surrounding US intervention in Syria following the use of chemical weapons. Through continually evolving techniques, these “synthetic actors” are likely the main driving force behind shaping the character of the counternarrative discussion surrounding the use of chemical weapons in Syria. “All the World is Staged: An Analysis of Social Media Influence Operations against US Counterproliferation Efforts in Syria,” CNS Occasional Paper #37, seeks to analyze the tradecraft, trends, themes, and possible effects of disinformation produced by suspected synthetic actors (i.e., bots, trolls, and cyborgs) on Twitter concerning chemical weapons use in Syria. Although it is highly likely these synthetic actors exist on other social media platforms as well, this analysis focuses exclusively on Twitter, since the open nature of the platform allows for study without special access. Furthermore, we aim to improve public and academic awareness of foreign, inorganic disinformation efforts against our domestic decision-making processes. We hope that this text contributes to the efforts to prevent the erosion of the integrity of the political conversations that matter most. It concludes with salient recommendations for both policy makers and social network companies, focusing on how they can prevent synthetic actors from abusing their platforms for influence operations.

250. U.S.-Japan Cooperation on Strategic Island Defense

Abstract:
Japan’s southwest island chain, an archipelago of 1,200 kilometers (750 miles), is known as the Ryukyu Islands. Along with Taiwan and the Philippines, it comprises what the People’s Republic of China (PRC) perceives as the first of three strategic island chains. To China, these island chains represent geostrategic impediments to Pacific Ocean expansion and power projection, which its adversaries—including the United States and Japan—might use to counter Chinese aggression in a conflict. In particular, the first island chain represents the first geostrategic hurdle for the Chinese People’s Liberation Army Navy (PLAN) as it seeks access to sea lanes in the Pacific and Indian Oceans. Two of China’s three PLAN fleet bases are located on the East China Sea. To reach the South China Sea and the Pacific, ships or aircraft from these bases must transit through the choke points of the Taiwan or Miyako Straits, the latter passage through the Ryukyus. Japan’s southwest islands pose a significant strategic and operational challenge for China, and thus their defense is equally strategically and operationally important for Japan. China, to achieve its goal of global superpower status by the mid-twenty-first century, has sought to contest and change the status quo across the Indo-Pacific region by constructing and arming islands from the South China Sea to the East China Sea and beyond. As part of this effort, the PRC has expanded and modernized its armed forces. The immediate objective is to neutralize what Chinese rulers regard as the threat of the first island chain. This has included building a larger and more advanced surface fleet and air force, including the country’s first aircraft carrier, as well as advanced destroyers and more advanced aircraft. It also involves developing and expanding China’s amphibious assault capabilities by means of a larger and more capable PLAN Marine Corps, along with more amphibious warships, amphibious aircraft, and amphibious assault vehicles. In the PRC’s crosshairs is not only Taiwan, the keystone of the first island chain and a vigorous democracy, but also the Senkaku Islands of Japan, whose sovereignty the PRC contests, and the Ryukyu Islands. Any Chinese invasion of Taiwan or military attempt to assert sovereignty over the Senkaku Islands runs the risk of drawing the United States and Japan into a conflict with the PRC. The U.S.-Japan alliance obliges the United States to defend Japan and its sovereign islands. Both countries maintain a security presence in the Ryukyus, principally on the island of Okinawa, where the U.S. Marine Corps (USMC) maintains a nineteen-thousand-strong force, alongside U.S. Air Force, Army, and Navy units. The Japanese Self-Defense Forces (JSDF) and Coast Guard also maintain ground, maritime, and aviation elements on Okinawa and conduct regular air and sea patrols throughout Japan’s southwest islands. In keeping with constitutional restrictions that limit Japan’s security forces to self-defense, Japan’s Ministry of Defense has also recently sought to bolster the country’s amphibious capabilities to counter potential Chinese aggression. In the face of a rising PRC challenge, the United States and Japan have in recent years streamlined and strengthened their security cooperation. This has included participation in bilateral and multilateral exercises to improve interoperability at tactical and operational levels. In addition, the 2015 creation of an alliance coordination mechanism (ACM) provides guidelines for the U.S. and Japanese governments to coordinate defense cooperation, including the defense of Japan’s outlying islands, at a policy level. However, the two countries still lack an integrated means—at the bilateral or multilateral level—to coordinate operations in response to regional contingencies.
