11. Understanding US Foreign Policy: A Theoretical Analysis

Abstract:
From the point of view of International Relations theory, understanding “America and the world” is mostly about the world: the U.S. is an important actor, but it acts mostly in response to international trends. However, from the point of view of theories of American politics and domestic politics theories of foreign policy, “America and the world” is mostly about America: American actions are primarily the result of domestic political institutions and the political processes they help to structure. In that manner, this articles surveys three selected theories of International relations namely, realism, liberalism and constructivism and three selected theories of American politics namely, mass politics, psychological explanations, and institutional approaches to provide a thorough analysis of US foreign policy studies. Further, it argues that international relations theories usually explain why US foreign policy acts in a particular way while American politics theories explain why US foreign policy specifically acts that way and why it does not act in an alternative way. Hence, this article argues that while international relations theories are useful to explain general trends in US foreign policy, American politics theories are better to capture the complexity of US foreign policy.

Modest invest­ments of U.S. diplomatic capital, economic aid, and security assistance can help these three countries and advance American interests. In the third in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Robert Satloff and Sarah Feuer look at the U.S. relationship with Morocco, Algeria, and Tunisia. All three countries are facing sharp challenges, from economic strains exacerbated by the pandemic to potential instability arising from the conflicts in Western Sahara and Libya. But this far corner of the region also offers strategic opportunities for the Biden administration to help these countries and, in turn, advance a range of key U.S. interests. “In contrast to many other areas of the Middle East, northwest Africa offers a realm in which relatively modest invest­ments of American diplomatic capital, economic aid, and security assistance can yield substantial returns, and the point of departure for the incoming administration’s bilateral engagement will, for the most part, be not one of tension but rather of opportunity,” write the authors. In the coming weeks, TRANSITION 2021 memos by Washington Institute experts will address the broad array of issues facing the Biden-Harris administration in the Middle East. These range from thematic issues, such as the region’s strategic position in the context of Great Power competition and how to most effectively elevate human rights and democracy in Middle East policy, to more discrete topics, from Arab-Israel peace diplomacy to Red Sea security to challenges and opportunities in northwest Africa. Taken as a whole, this series of memos will present a comprehensive approach for advancing U.S. interests in security and peace in this vital but volatile region.

Abstract:
By committing to long-term investments in Jordan’s communities through support for social enterprises, the United States can contribute to the country’s stability and economic growth. In Jordan, one of the United States’ most reliable allies in the Middle East, economic volatility is a major threat to stability and has led to recurrent protests since 2011. High youth unemployment rates and a large refugee population contribute to its economic woes and political tensions, all of which are now exacerbated in the Covid-19 pandemic. The United States can support Jordan’s recovery from the pandemic through long-term investment in social entrepreneurship. The country’s entrepreneurship ecosystem is in a developing stage, with most resources focused on short-term funding and training, so a shift in U.S. aid to longer-term support can make a significant difference. Increasing funds and providing multi-year mentorship and operational support to select social enterprises (SEs) will allow them to become powerful forces for positive change and civic engagement in their communities.

Ahead of Prime Minister Bennett's first visit to Washington, Council data show partisan divides on the Israeli-Palestinian conflict, support for a Palestinian state, and more. In recent years, the US-Israel relationship was stewarded by Israel’s longest-serving leader, former Prime Minister Benjamin Netanyahu, and the man whom he referred to as “the greatest friend that Israel has ever had in the White House,” former President Donald Trump. This week, the first meeting between the two countries’ newly elected leaders, President Joe Biden and Prime Minister Naftali Bennett, will set the tone for a new era of US-Israel relations. New data from the 2021 Chicago Council Survey indicate that some differences in ideas about US policy toward Israel on Capitol Hill—heightened by the 11-day clash between Israel and Hamas last May—have corresponding divisions among the American public. The US public is sharply divided along partisan lines on key issues, including whether to take a side in the Israeli-Palestinian conflict, support for a Palestinian state, and restrictions on the uses of military aid to Israel. Moreover, it’s not just Americans who are at odds with each other. A comparison of the recent Chicago Council Survey and a Viterbi Family Center poll shows that the American public and Jewish Israelis have opposing views on what might be acceptable solutions to the Israeli-Palestinian conflict, while Israeli Arabs and Americans are broadly aligned on acceptable political outcomes.

Abstract:
It is my opinion that the interest of the United States is best served in most African countries by improving the basic welfare of their people. The effectiveness of U.S. aid in Africa can be enhanced by focusing on the least developed countries. Helping address basic human needs, notably in the areas of education and health, should be top priority, especially the education of girls. Increasing agricultural production to improve nutritional health also deserves greater attention. Assistance funding needs to be stable and independent of political and diplomatic considerations. The composition of U.S. overseas missions and cumbersome bureaucratic processes must be revised to permit the effective and timely implementation of this new strategy. These changes are necessary to raise hopes for a better future for millions of Africans and to strengthen the role of the U.S. in Africa.

What is a Diplomat in Residence in 2020? In order to reach out to potential future Foreign Service Officers (FSOs), the Department of State places experienced officers at colleges and universities in sixteen regions of the United States. The FSOs assigned as Diplomats in Residence (DIRs) offer guidance and advice on careers, internships and fellowships to students and professionals in the communities they serve. Although one might compare their roles to those of recruiters for corporations or universities, in fact, the DIR’s responsibilities are much broader. Based on my position as Diplomat in Residence at Howard University 2001-2002, the DIR is a counselor, a teacher, a mentor and sometimes a parent.

Special attention is given to U.S. foreign aid rationale and contemporary trends, recapturing the last thirty years of growth in democracy assistance since the end of the Cold War.

Ghaddar is the Institute's Friedmann Fellow and a former journalist with the Lebanese media. Levitt is the Institute’s Fromer-Wexler Fellow, director of its Reinhard Program on Counterterrorism and Intelligence, and creator of its newly released Hezbollah Select Worldwide Activity Interactive Map and Timeline.
