131. Migration Management and Border Security: Lessons Learned

Abstract:
Two decades into the 21st century, both the European Union and the United States have faced considerable challenges in managing migration and borders. Globally, the number of international migrants has grown considerably, reaching 281 million as of 2020. And large-scale irregular migration has strained the infrastructure, legal systems, and often the social and political fabric of the nations encountering it. This personal reflection, written by a former high-ranking official in the U.S. Department of Homeland Security, examines the strategic lessons that can be learned from recent migration events that have severely stressed border authorities in North America and Europe. Among the topics it explores are: the changing nature of borders and how nation states enforce them; the value of networks and cooperation within government, internationally, and with nongovernmental partners; the challenges of migrant smuggling and trafficking; and the importance of messaging and advanced preparation.

132. A transatlantic agenda for homeland security and resilience beyond COVID-19

Abstract:
The ongoing COVID-19 pandemic has disclosed the importance of resilient power – a society’s capability to absorb unexpected major shocks, handle and adapt to these, and then, most importantly, bounce back. As the pandemic still rages, endurance has become a major challenge for individuals, institutions, companies, and societies. It emphasizes another dimension of resilience: it is not only about how fast society is able to bounce back and recover at a certain moment, but also how it can withstand repeated shocks over time. The pandemic also brought the notion of solidarity to the forefront and exposed the connection between strong resilience and solidarity in open societies. Solidarity was repeatedly tested within and between nations, as well as between different parts of society. Fragmentation and competition flourished amid weak resilience and discouraged tendencies toward cooperation, despite potential gains. To successfully handle modern challenges to homeland security and resilience, such as climate change and pandemics, there is no way around efficient cooperation. For resilience to be strong, it must be developed not only among states but also in partnership with the private sector, as resilience must be ensured for individuals, communities, private businesses, and public institutions, and at all levels of authority. Furthermore, the pandemic has heightened other threats to modern societies, including disinformation, cyber operations, attacks on election systems, and social media manipulation. Ultimately, these threats are targeted to undermine democracy itself. They differ in character, magnitude, and scope, but are often non-military. This new report, “A Transatlantic Agenda for Homeland Security and Resilience Beyond COVID-19”, highlights some of these modern challenges, which could be possible focus areas for transatlantic cooperation, as well as ideas for building and enhancing capabilities. This report is the result of a half-day online workshop held on January 28, 2021. This report aims to help shape a transatlantic agenda on homeland security and resilience that encompasses everything from policy and capabilities to future science and technology in a time when the transatlantic relationship is ideally positioned to be revitalized and deepened.

133. Transatlantic tools: Harmonizing US and EU approaches to China

Close cooperation between the United States and the European Union is essential if advanced economies are to develop effective responses to the array of challenges presented by China. Washington and Brussels share concerns regarding competitive distortions arising through the state’s role in the Chinese economy, the use of advanced technologies to repress ethnic minorities and fuel its military, and the spread of authoritarian influence through the Belt and Road Initiative (BRI). However, there has been a lack of coordination and cooperation in recent years between the US and EU when it comes to responding to China’s policies and behaviors. Washington’s focus on risks to US economic and national security contrasts with an emphasis in Brussels on ensuring reciprocity and leveling the economic playing field. But, with the transatlantic relationship back on a better footing under the Biden administration, new structures for transatlantic dialogue being put in place, and a greater focus on the Indo-Pacific in both Washington and Brussels, this paper argues there is now an opportunity for the United States and Europe to learn from each other and harmonize some of their China-related efforts.

134. A new direction for the European Union’s half-hearted semiconductor strategy

A basic component in electronic devices, semiconductors are essential to the production of many products, from smartphones to cars. Securing reliable supplies of semiconductors to safeguard the production lines of a range of industries has thus become an important policy goal, especially in the context of an increasingly confrontational international environment in which high-technology leadership is also associated with military power and geopolitical reach. The semiconductor sector is highly concentrated, capital- and R&D-intensive, and particularly exposed to bottlenecks and political risks. High-end chip fabrication is centred in Asia, dominated by the duopoly of Taiwan’s TSMC and South Korea’s Samsung. In other parts of the supply chain, companies in the United States and Europe hold relative monopolies that have been leveraged for trade sanctions. The United States has taken steps to block the supply of chips and components to emerging tech giants in China, and to contain China’s ambitions of building its own cutting-edge chip production capacities. Heavy United states and Chinese investment poses a challenge to the European Union, which in response has set the goal of increasing European production beyond domestic demand. To increase its presence in this strategic and thriving sector, the EU needs a more targeted strategy that builds on its existing strengths while accommodating its relatively low domestic needs. Instead of investing public funds in a subsidy war over fabrication capacity, the EU should focus on inputs and chip design. However, no economy can hope to fully achieve independence in the sector and ensuring sustainable supply through diplomatic means should therefore also be a priority. Lastly, Europe’s small role in global semiconductor production is symptomatic of shortcomings in the European environment for high-tech innovation. These shortcomings should be addressed.

135. The missing anchor: Why the EU should join the CPTPP

Abstract:
The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is a twenty-first century trade accord that aims to secure a level playing field and rules-based trade environment in the Indo-Pacific. Yet in the absence of the United States, it risks underachieving on this goal. The European Union (EU) is the only global actor with the trade preferences and requisite economic heft to provide a similar anchoring function for market-orientated trade as was envisioned for the United States in the CPTPP. An EU accession bid to the CPTPP would require overcoming major hurdles and reservations, not least in Brussels. The gains in surmounting them, however, would be considerable. Any EU accession process should avoid jeopardising the possibility of a return of the United States to the multilateral trade agreement. An equivalence regime for regulations where CPTPP members are not in alignment with EU standards could in principle open the possibility of the EU and the United States eventually co-habiting within the CPTPP, however remote or delayed the prospect. Australia should use its status as a founding CPTPP member to advocate for EU accession to the trade agreement. Engaging Europe on the future of the multilateral trade architecture in Asia presents a key area of potential convergence between Brussels and Canberra, following a setback in strategic ties caused by the Australian cancellation of a French-led submarine contract.

The importance of addressing worldwide food waste in terms of combatingclimate change andalleviating food insecurity should not be overlooked(Food and Agriculture Organization of the United Nations[FAO],2011; Food and Agriculture Organization of the United Nations[FAO],2013). According to the FAO, around one-third of certainfood in the worldgoes unconsumedevery year, resulting in a loss of resources, including greenhouse gases (GHGs)(FAO, 2011; FAO, 2013). Considering the world will likely haveoverninebillion people by 2050 (United Nations, Department of Economic and Social Affairs, 2019; United Nations, Department of Economic and Social Affairs, Population Division, 2019), wasting good food is an increasingly egregious act; accordingly, theSustainable Development Goals ofthe United Nations include responsibly using food (United Nations, n.d.). One of the United Nations’ specific goals for 2030 is to “halve per capita global food waste at the retail and consumer levels and reduce food losses along production and supply chains, including post-harvest losses” (United Nations, n.d., Goal 12 targets section, para. 3).It is especially important to addresshouseholdfood waste in higher-income countries, where consumers are often a largecontributor (FAO, 2011).Which of suchcountries can lead efforts to addressthis harmful, household-level consumer food waste and support under-resourced communities? Abstract:
Germany’s plan to return to its debt brake creates a serious risk of premature fiscal tightening. Given that the fiscal divide between Europe and the US will widen sharply in 2021, a hasty return to European and German fiscal rules would stifle recovery and undermine efforts to rebuild transatlantic ties in trade and macroeconomic cooperation. This paper proposes several practical options to attenuate the fiscal drag associated with a return to the debt brake and calls for a broad debate on its reform.
