Abstract:: Drones. Global data networks. The rise, and eventual primacy, of non-international armed conflict. All things the framers of the Geneva Conventions could have never fully conceived when doing their noble work in 1949; all things that rule warfare in the world today. So, how do we legally employ these new tools in these new circumstances? In her latest book, Antonia Chayes, former Under Secretary of the Air Force, explores the current legal underpinnings of counterinsurgency, counterterrorism, and cyber warfare, rooting out the ambiguities present within each realm, and telling the narrative of how these ambiguities have come to shape international security today. The grounded and creative solutions that she offers in terms of role definition and transparency will provide crucial guidance as the United States continues to navigate the murky modern military-legal landscape. Abstract:: Armed unmanned aerial vehicles—combat drones—have fundamentally altered the ways the United States conducts military operations aimed at countering insurgent and terrorist organizations. Drone technology is on track to become an increasingly important part of the country’s arsenal, as numerous unmanned systems are in development and will likely enter service in the future. Concerned citizens, academics, journalists, nongovernmental organizations, and policymakers have raised questions about the ethical consequences of drones and issued calls for their military use to be strictly regulated. This level of concern is evidence that the future of drone warfare not only hinges on technical innovations, but also on careful analysis of the moral and political dimensions of war. Regardless of whether drones are effective weapons, it would be difficult to sanction their use if they undermine the legitimacy of U.S. military forces or compromise the foundations of democratic government.

Abstract:: This manuscript focuses on the present threat posed by terrorist and insurgent use of unmanned aerial vehicles (UAVs) as well as associated future threat potentials. This work presents a counterintuitive analysis in the sense that armed drones are typically viewed as a component of America’s conventional warfighting prowess—not a technology that would be used against U.S. troops deployed overseas or against civilians back home. The emerging threat of such UAV use against the United States is investigated, and the unique analysis and creative approach related to the threat scenario variants generated are very informative. Hopefully, the larger implications posed by this analysis related to semi-autonomous and autonomous UAV type robotic systems will be of benefit.

Abstract:: Drone strikes on militants capture the negative headlines, but increasingly UAVs are winning fans amongst war fighters and civilians by other means. From providing eyes in the sky to taking on high-risk life support missions, the use of unmanned platforms is growing with no slowdown in sight. There are five fronts where UAVs are supporting the troops in ways that exploit their capabilities beyond offensive missions: surveillance/reconnaissance, intelligence, logistics, chronological reach back, and perhaps most surprisingly, community engagement. While context specific intelligence analysis is inseparable from its acquisition via surveillance and reconnaissance missions, it is separable for the purpose of this discussion about UAVs and how they are challenging traditional practices. UAVs can be both tactical and strategic assets – they are not only informing today’s missions, and they do not solely provide data that informs theater level decision making. These systems are achieving both tactical and strategic objectives, and they are sometimes doing so with the same machine in the same mission.

Abstract:: Aerial surveillance and remote sensing are nothing new in the world of combat reconnaissance, but they are new tools in the arsenal of the humanitarian relief and development communities. And they are rapidly evolving. Complex, disaster, and rapidly evolving environments all require the capability to promptly collect, analyze, and disseminate critical information that UAVs can gather and exploit in ways and quantities that other resources cannot rival.
