Abstract:
Each year, The International Security Studies Program (ISSP) at the Fletcher School, Tufts University conducts SIMULEX, a major crisis management exercise where participants assume the roles of national policy makers in an international scenario. Throughout this three-day event, the exercise focuses on a highly realistic, near-future scenario involving key players on the world stage. SIMULEX exposes participants to the constraints and opportunities facing policy makers in the quest of making the best possible decisions and enacting associated actions. As representatives of various national and international teams, participants are charged with developing strategy and the necessary tasks required to achieve their country specific goals while driving efforts to bring the global crisis to a preferred end state. In an atmosphere of conflict escalation, SIMULEX stresses leadership in uncertainty, crisis management, team building, adaptability, and policy negotiation skills.

Abstract:
While the US prepares to withdraw its troops from Syria, it considers redeploying its troops in Iraq. Although this might not have caused a crisis between the two countries, as the US troops have been in Iraq for the past 15 years, the US president Donald Trump justification for the move, to “watch Iran”, has pushed relations between Washington and Baghdad to this path. To make things worse, this move was accompanied by selecting a site in the Anbar governorate for that purpose, which is to reduce Iran’s movements towards Syria through the Iraqi territory, putting Baghdad in trouble with its frenemies.

A tumultuous month in north-eastern Syria has left a tense standoff among the regime, Turkey and the YPG, mediated by Russia and, to some degree, still the U.S. All parties should respect the ceasefire as the regime and YPG negotiate more stable long-term arrangements. What’s new? The U.S. withdrawal announcement and subsequent Turkish incursion in north-eastern Syria shattered an awkward but fairly stable stalemate that had persisted for several years. A Russian-brokered ceasefire and partial reversal of the U.S. withdrawal have restored the impasse, but in far more fragile form. Why does it matter? The ceasefire leaves the biggest question unanswered: who will govern and police the north east? As the Syrian regime, Turkey and the People’s Protection Units (YPG) all stake potentially irreconcilable claims, and the U.S. stays put at the area’s oil fields, the emerging dispensation is highly volatile. What should be done? All sides should respect the ceasefire. The U.S. should protect its Kurdish and Arab partners in the Syrian Democratic Forces and prioritise stability in the north east in discussions with Russia and Turkey. The YPG should reassess its exclusive reliance on U.S. protection and pursue mutually beneficial arrangements with Damascus.

Abstract:
The protracted conflict between the US and the former USSR demonstrated that deterrence stability is improved by détente. South Asia‟s environment is characterized by mutual hostility; conventional military balance tilting in favor of India; and lack of a transparent and nonaggressive nuclear doctrine. The aforementioned factors are the missing components of détente. Both the provocative Indian expansion in its nuclear weapons programme, and Pakistani retaliatory notion of the short-range weapons option, is problematic not only in the South Asian context, but also contradictory to the decades-long experience acquired during the Cold War. Pakistan and India must move towards nuclear CBMs, doctrinal clarity, and risk-reduction measures in the light of new technological advancements, and changing US role in the region.

Abstract:
Despite recent positive developments making forward progress on the Secretary-General’s call for a more preventive approach to crisis, in New York, discussions on prevention remain focused on difficult moments of crisis and must navigate deepening divisions in the Security Council. Member states agree that more effort should be made to prevent violent conflicts farther upstream, rather than to address them mainly when they are imminent or in progress (or on the Security Council agenda). However, as described in our previous briefing, “prevention” at the UN has not had enough conceptual clarity, which has raised sensitivities over a wide range of issues. This, in turn, has hindered implementation of a more strategic approach to prevention—especially upstream prevention—at the practical level. Indeed, the prevention agenda arrived at the UN just at the moment when the forces shaping multilateralism were shifting underneath it. The period of liberal internationalism ushered in by the end of the Cold War—with the United States in the lead—has receded in the wake of more statist and sovereigntist approaches to multilateralism. While member states support prevention as a general idea, they have a wide range of concerns regarding its implementation—making it difficult for member states to rally around it.

The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

Abstract:
As the North Korean nuclear crisis escalates, the media is filled with an endless rehashing of the old inutile options. Typically articles in Globe and Mail and others will restate all the traditional options from multilateral diplomacy to tougher sanctions to unilateral US military action but then recount the long acknowledged problems with each option. This paper suggests a simple but revolutionary diplomatic move. It agrees with the many commentators who have said that China is the only actor with the leverage to effectively halt or even roll back Pyongyang’s nuclear and missile program (or even to attempt regime change.) But unlike some of these analyses, I will argue that so far China has not had sufficient motivation to fully exercise its leverage on North Korea. Therefore the key is to develop a threat plausible enough to provide that motivation. If the US is to face a nuclear deterrent from North Korea, then China should face a similar deterrent and threat from Taiwan.

Abstract:
The American military strike on a Syrian airbase has rather demonstrated President Trump’s burning desire to adopt a more hawkish stance – both at home and abroad – than has been launched merely in retaliation for the terrible chemical attack. At home, it was a gimmick to consolidate his position in Congress, secure bipartisan support (primarily GOP’s approval), cement his voting base, and shed the image of the Kremlin’s lackey, which has increasingly been weakening his presidential mandate and left little room for political maneuver. Moreover, this step was due to receive the approbation of the major “domestic sponsors”, including the military-industrial complex, the oil industry, and financiers. Finally, it can be treated as the comeback of the “strong leader”, the translation of Trump’s election pledge into a policy.
