111. Joe Biden’s Strategy in the Asia-Pacific Region: Change or Continuity. A Comparative Analysis

Abstract:
The election of Joseph Biden for the office of the President of the United States has brought expectations of fundamental change in American foreign policy, including policy toward the Asia-Pacific/Indo-Pacific region. As observed in the last few months, the reality has been more complex as definite changes in the US Indo-Pacific policy are not as visible as expected. It is especially in respect of the US policy toward China being more a continuation than a change from Donald Trump’s approach. Changes are rhetorical rather than actual policies. The situation is different in the case of alliances, as Joe Biden offers much more commitment to allies like Japan or South Korea. Also, multilateral dimensions (both regional and global) witness some – however still limited – change. The main goal is to make a comparative analysis of Joe Biden’s policy toward Asia, referring to the administrations of Barack Obama and Donald Trump. Hence the strategies of pivot/re-balance toward the Asia of Obama, and the free and open Indo-Pacific strategy of Trump, will be examined. The analysis refers to the complex interdependence theory and the power transition theory. Methodologically, it is based on document analysis with comparative analysis.

Abstract:
The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:
What is causing the uncertainty about when US ground forces will exit Afghanistan. The Biden administration insists that logistical factors explain its breach of the 2020 US-Taliban agreement, which reset the exit date from May to September. Logistical factors are also supposed to explain why the date may now be walked back to July. Actually, logistical issues explain neither. Using current data and historical precedent, this short analysis shows why. An alternative explanation for the delay is that it gave Washington more time to pursue some of its unfinished goals regarding Afghanistan. In this, the lingering troop presence serves as leverage. What goals? Improve Kabul’s military posture, polish plans and preparations for US forces to “fight from afar,” and pursue dramatic new international initiatives aiming to lock the Taliban into a cease-fire, peace settlement, and government reform plan substantially defined by the USA. This high risk-gambit won’t succeed, but it might prolong the conflict and America’s involvement in it.

Joe Biden, as presidential candidate, is on record as having stated that “the biggest threat to America right now in terms of breaking up our − our security and our alliances − is Russia.” As president, he asserted, “the days of the United States rolling over in the face of Russia’s aggressive actions are over.” The first months of his tenure in office have given some substance to such claims and confirmed that the new administration aims at containing and counteracting Russian malign behavior and to impose costs so as to affect the Kremlin’s risk calculus. Can Germany − and most likely will it − be a viable partner in such a U.S. strategy?

In There Is Nothing for You Here, a celebrated foreign policy expert and key impeachment witness reveals how declining opportunity has set America on the grim path of modern Russia—and draws on her personal journey out of poverty, as well as her unique perspectives as an historian and policy maker, to show how we can return hope to our forgotten places. Fiona Hill grew up in a world of terminal decay. The last of the local mines had closed, businesses were shuttering, and despair was etched in the faces around her. Her father urged her to get out of their blighted corner of northern England: “There is nothing for you here, pet,” he said. The coal-miner’s daughter managed to go further than he ever could have dreamed. She studied in Moscow and at Harvard, became an American citizen, and served three U.S. Presidents. But in the heartlands of both Russia and the United States, she saw troubling reflections of her hometown and similar populist impulses. By the time she offered her brave testimony in the first impeachment inquiry of President Trump, Hill knew that the desperation of forgotten people was driving American politics over the brink—and that we were running out of time to save ourselves from Russia’s fate. Fiona Hill is the Robert Bosch Senior Fellow at the Center on the United States and Europe in the Foreign Policy program at the Brookings Institution. From 2017 to 2019, she served as deputy assistant to the president and senior director for European and Russian affairs on the National Security Council. From 2006 to 2009, she served as national intelligence officer for Russia and Eurasia at the National Intelligence Council. She has researched and published extensively on issues related to Russia, the Caucasus, Central Asia, regional conflicts, energy, and strategic issues. Coauthor of Mr. Putin: Operative in the Kremlin and The Siberian Curse: How Communist Planners Left Russia Out in the Cold, she holds a master's degree in Soviet studies and a doctorate in history from Harvard University and a master's in Russian and modern history from St. Andrews University in Scotland. Abstract:
Many of the underlying causes and drivers of instability and conflict in Afghanistan have existed for a long time and have been well recorded in IEP indices and registers, and these causes and drivers had shown exacerbation recently, making instability and conflict more likely. There is a long history of resource degradation leading to conflict and conflict further degrading the resources – a vicious cycle. Our analysis is that these underlying causes and drivers of instability are likely to continue to frustrate efforts for peace and federalised governance in Afghanistan into the future with the Taliban likely to struggle with its own challenges to peace. For the United States and its coalition partners, recent events in Afghanistan may be the closing of a chapter, but for the people of Afghanistan this is part of a continuum of conflict and crisis that will likely continue.
