81. A transatlantic agenda for homeland security and resilience beyond COVID-19

Abstract:
The ongoing COVID-19 pandemic has disclosed the importance of resilient power – a society’s capability to absorb unexpected major shocks, handle and adapt to these, and then, most importantly, bounce back. As the pandemic still rages, endurance has become a major challenge for individuals, institutions, companies, and societies. It emphasizes another dimension of resilience: it is not only about how fast society is able to bounce back and recover at a certain moment, but also how it can withstand repeated shocks over time. The pandemic also brought the notion of solidarity to the forefront and exposed the connection between strong resilience and solidarity in open societies. Solidarity was repeatedly tested within and between nations, as well as between different parts of society. Fragmentation and competition flourished amid weak resilience and discouraged tendencies toward cooperation, despite potential gains. To successfully handle modern challenges to homeland security and resilience, such as climate change and pandemics, there is no way around efficient cooperation. For resilience to be strong, it must be developed not only among states but also in partnership with the private sector, as resilience must be ensured for individuals, communities, private businesses, and public institutions, and at all levels of authority. Furthermore, the pandemic has heightened other threats to modern societies, including disinformation, cyber operations, attacks on election systems, and social media manipulation. Ultimately, these threats are targeted to undermine democracy itself. They differ in character, magnitude, and scope, but are often non-military. This new report, “A Transatlantic Agenda for Homeland Security and Resilience Beyond COVID-19”, highlights some of these modern challenges, which could be possible focus areas for transatlantic cooperation, as well as ideas for building and enhancing capabilities. This report is the result of a half-day online workshop held on January 28, 2021. This report aims to help shape a transatlantic agenda on homeland security and resilience that encompasses everything from policy and capabilities to future science and technology in a time when the transatlantic relationship is ideally positioned to be revitalized and deepened.

Abstract:
There is no credible emissions pathway towards limiting global warming to 1.5°C without significant movements from China over the next decade to accelerate its energy transition and decarbonisation. China aims to become carbon-neutral by 2060. Yet Beijing is hedging in the near term, in part due to an uncertain global macro and geopolitical environment, and in part due to domestic threats of social instability and economic stagnation. China’s negotiating position at COP26 in Glasgow stands to benefit from support from many developing countries — unless the United States and other rich countries make an effective alternative appeal to the Global South with respect to climate finance, mitigation and adaptation.

Abstract:
Economic sociologists have rarely studied organizational reasons why market design pro- cesses fail. Drawing on the organizational literature on mistakes and accidents, the paper identifies such reasons for a fatal design decision during the creation of California’s first electricity markets. Designers proposed weak oversight structures even though their mod- els called for active and permanent regulatory control. Sellers like Enron could therefore manipulate the market without fear of detection, prolonging the western energy crisis. A process of “structural abstraction” explains this mistake. Designers were split into three groups that worked in different divisions and relied on local frames to understand the over- sight requirements. Each group missed information the others were aware of and arrived at the conclusion that minimal oversight would suffice. Higher levels of the hierarchy should have discovered and resolved these discrepancies. However, these levels considered the is- sue at a higher level of abstraction. Such structural abstraction made room for ambiguities that obscured the local disagreements.

Abstract:
Addressing America’s severe infrastructure needs—finally—must be at the top of the nation’s agenda. Improving infrastructure is one of the few issues that enjoys strong bipartisan support among the American public. Eighty percent of Americans support rebuilding our nation’s infrastructure—more than almost any other top issue facing the nation—and roughly two-thirds of Americans rate their own local roads as in fair or poor condition.1 A similar proportion say that the country is not doing enough to meet infrastructure needs.2 Modern, effective infrastructure is essential for virtually all US commerce and, therefore, for growth and prosperity that is widely shared among all Americans. Transportation and other forms of infrastructure must remake themselves to remain productive as the economy changes around them. But the devastating impact of the COVID-19 pandemic on the US economy makes improving our infrastructure, keeping America competitive, and getting Americans back to work that much more urgent. The pandemic has forced an accelerated integration of technology into the work, school and personal lives of many Americans. But that has revealed inequities in access to reliable, high-speed internet. This experience is one more example of how our nation’s deficient infrastructure slows our economic growth generally. Around 24 million US households lack access to reliable, affordable, high-speed internet. If not addressed, weak infrastructure can deprive many Americans of equal access to opportunity. And at the same time, climate change threatens the foundations of our economy.

85. Crowdsourcing for Climate-Smart Agriculture: Insights from the Bolivian Andes

Abstract:
The vast majority of family and smallholder farmers in developing countries do not have access to locally relevant weather forecasts, undermining their capacity to adapt to climate change. Anticipating climate related risks reduces farmers’ vulnerability as they can plan ahead and limit the damage caused by storms, extreme temperatures, pests and other weather-related events. A recent pilot experiment in the Bolivian Andes – run by a consortium of international and national non-profit organisations, research centres and Bolivia’s productive development bank – found that encouraging smallholder farmers to crowdsource agro-climatic information enhances the accuracy of local weather forecasts, increasing their adoption of climate-smart practices. As a cost-effective system, crowdsourcing can be harnessed to broaden the coverage of agro-climatic information services, while enhancing their local relevance by responding to actual needs. The basic principle of crowdsourcing is that of outsourcing a task traditionally performed by a designated agent to individuals, groups of people or a platform that share a common goal. Encouraging smallholder farmers to utilise technology to send reports from their farmlands fosters a sense of ownership and collaboration, thereby favouring forms of collective knowledge production and sharing.

Seven years of mismanagement and political purges, the dismantling of Petróleos de Venezuela S.A.’s (PDVSA) managerial structures and deviations in longstanding company policy implemented by the government of Nicolás Maduro since 2014 have undermined the sector and destabilised the national economy.

Abstract:
The initial months of the Biden administration’s foreign policy have underscored the importance of defining the type of relations with China (cooperative in some areas, adversarial in others) and revamping relations with Europe on areas of common interest. However, the United States should look closer to home, where it can find some major opportunities for international policy advancement. The Biden administration has a window of opportunity to rethink its relations with and policy toward Latin America and the Caribbean (LAC). In particular, there are very good reasons—political and economic—for putting the energy and climate change agenda at the center of the hemispheric partnership. On the political front, building a hemispheric bloc will increase the influence of its members in global negotiations. On the economic front, the countries in the region offer significant opportunities for trade and investment for the United States. Canada, which earlier in the year pledged to work with the United States on addressing climate change,[1] could also have an interest in promoting and potentially participating in this initiative. Prior to the arrival of the pandemic, the economies of LAC had already been confronting a complex series of economic growth challenges after the end of the commodities supercycle. Many countries in the region faced high levels of public indebtedness, currency depreciation, credit rating risk, insufficient tax revenue bases, and low investment rates.[2] The appearance of the COVID-19 crisis only served to exacerbate these conditions. The LAC region contains 8.4 percent of the world’s population but represents 30 percent of COVID-19 fatalities to date.[3] Forecasts now predict that per capita GDP will remain below the 2019 level at least until 2023.[4] The continuing surge of undocumented immigration into the southern border of the United States, the social and economic impacts of COVID-19, and the growing influence of China in the region could increase political pressure on the United States to develop a coherent policy toward LAC. These urgent and competing dynamics represent an opportunity for the United States to recast its policy toward the region as one of engagement. The United States could utilize the tools of technology and financing focused on energy and climate to put the region on a path toward sustained economic growth and social progress. LAC needs technology and financing to build clean infrastructure, develop alternative energies, and reduce energy poverty.

On June 3, 2021, Columbia University’s Center on Global Energy Policy (CGEP) and the Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs), in cooperation with the European Climate Foundation (ECF) and the European Union (EU) Delegation to the US, cohosted a private virtual roundtable focusing on energy security issues during a period of heightened action on climate goals. This document summarizes the June 3 roundtable, which was conducted on a not-for-attribution basis. Participants in the roundtable included just over 50 senior corporate executives, civil society representatives, academic and think tank experts, energy analysts, and government officials from the European Union and United States. In June 2021, President Joe Biden traveled to Europe, his first overseas trip since his inauguration as president, and he met with European heads of state and government in the context of a British-hosted G7 meeting, a North Atlantic Treaty Organization (NATO) Summit, and a US-EU Summit.[1] The journey signaled a concerted effort by the United States and the European Union to rebuild bilateral relations, which were battered during the Trump administration. Protecting the global climate and accelerating the transition to clean energy are objectives that unify top leaders on both sides of the Atlantic today. The European Union has a legislated mandate of climate neutrality by the year 2050 and is implementing its comprehensive European Green Deal and elaborating a corresponding legal and regulatory framework for an enhanced 2030 target. In the United States, the Biden administration reentered the Paris climate agreement and announced plans to reach net-zero emissions by midcentury, though climate protection still faces significant political challenges in the US Congress and in certain states. If the European Union and the United States proceed as these plans indicate, their energy systems face a period of accelerating, unprecedented, and sustained change—new technologies, new supply chains, new business models, and new interdependencies between economic sectors.

89. Advancing Corporate Procurement of Zero-Carbon Electricity in the United States: Moving from RE100 to ZC100

Abstract:
Corporate pledges to purchase renewable electricity have led to significant new solar and wind capacity investments and driven down the carbon intensity of the power sector in the United States. Participating companies have increasingly procured this power, many with a goal of procuring quantities that are equal or proportional to the amount of electricity that they consume at their facilities on an annual basis.[1] Corporate buyers can reap many benefits from renewables procurement, including hedging against power price fluctuations and enjoying positive brand association, helping them meet shareholder demands around climate or other environmental, social, and governance (ESG) goals. However, the reality is that commitments to buy 100 percent renewable electricity may not equate to a company actually reducing its power carbon footprint to zero. This report from Columbia University’s Center on Global Energy Policy quantifies the mismatch between companies’ contracted variable renewable electricity (VRE) and their actual use of electricity to highlight the degree to which these companies still rely on a partially fossil-fueled power grid to bridge the gap. A modeling exercise and analysis done in collaboration with The NorthBridge Group reveals a significant shortfall between electricity demand and VRE supply, leaving companies that contract for 100 percent renewables to in fact draw between 20 percent and 50 percent[2] of their annual electricity from the regional electric grid, depending on their location, demand profile, and mix of contracted renewable supplies. This disparity presents a number of challenges to corporations that wish to achieve deep decarbonization and are unable to curtail operations to match renewable energy supplies. There are several approaches to get closer to a true zero-carbon power footprint. Installing storage capacity either on-site or at the power plant to provide stored electricity when renewables are not sufficient, such as with a battery,[3] is one option. However, this only reduces the minimum shortfall by half, requiring a customer to continue to rely on electricity from the regional electric grid for 10 percent to 28 percent of its annual load.[4] Resolving the shortfall by procuring extra renewable power (e.g., to 150 percent of annual electricity demand with renewables) can drive costs up substantially without closing the gap.

Managing and adapting to flood risk is an increasing concern of policymakers globally, as anthropogenic climate change contributes to sea level rise and the rising intensity and frequency of coastal storms. Moreover, it is critically important that policymakers design and implement equitable adaptation processes that are based in environmental justice principles. In the United States, the primary instrument for flood risk management is the National Flood Insurance Program (NFIP)—but the program already suffers from debt, low participation rates, outdated flood risk assessments, and myriad other structural issues. By integrating several models of policy development, this analysis offers explanations for why NFIP reform attempts of the past decade have repeatedly failed and offers the present moment (in the early months of the Biden Administration and as the pandemic crisis continues) as a potential policy window for realigning reform efforts. Achieving true NFIP reform remains crucial to ensuring that all coastal residents have affordable options for low-risk housing, despite the expected growth in high-risk flood zones.
