11. Special Commentary: The Impact of COVID-19 on Civil-Military Relations

Abstract:
There has been a great deal of speculation regarding how the current COVID-19 pandemic could affect civil-military relations in the United States. Oona Hathaway observes that after the terrorists attacks on September 11, 2001, which killed approximately three thousand Americans, the United States “radically re-oriented” its security priorities and embarked on a two-decadelong global war on terror that cost $2.8 trillion from 2002 to 2017. Given that COVID-19 could kill more than one hundred thousand Americans, she argues that it is time to re-orient those priorities again.1 Of course, simply re-orienting security priorities by themselves will not be transformative. Nora Bensahel and David Barno, for example, argue that diminished defense budgets resulting from shrinking revenues will make less funds available to maintain expensive forward bases and legacy weapons programs. Moreover, they argue, the increased sense of vulnerability will give the National Guard and reserve components a greater priority than active forces given their more prominent role in addressing the current crisis.2 They are probably right that these things will occur. However, a smaller active force and an empowered National Guard and reserve components will not fundamentally alter the role the military plays in American society. That kind of transformation requires not only taking on new missions, but more importantly, taking on new expert knowledge. Since a profession’s status is contingent on a distinct body of expert knowledge, and the autonomy to apply that knowledge within a given jurisdiction, prioritizing human security will require developing expertise in more than the use of force. Doing so will shift the military’s focus from lethality to the prevention, or failing that, the alleviation of suffering, potentially blurring the lines between military and civilian realms. Of course, such an outcome is not inevitable and the US military has played a role in disaster response before without re-orienting its security priorities. However, the COVID-19 pandemic may prove a pivotal moment but not simply because of reduced funding for military expenditures or increased vulnerability to pandemics. Diminishing external security threats, due in some part to the effects of the virus, coupled with increasing demand to assure human well-being both in the United States and abroad, could lead to a rethinking of the military’s role in American society. This rethinking could include the redistribution of roles between the military, civilian agencies, and other organizations, which extends beyond simply decreasing funds spent on defense.

12. The U.S. Department of Defense’s Role in Health Security

Abstract:
Protecting the homeland against biological threats begins with preventing those threats from reaching our shores. The Department of Defense (DOD) contributes to overall U.S. health security through programs specifically aimed at countering biological threats from all sources—through public health activities coordinated with civilian counterparts at home and abroad and through research and development of medical countermeasures aimed at protecting U.S. Forces against health risks throughout the world. Civilian and military scientists, public health experts, and disaster planners are somewhat familiar with DOD’s health security capabilities, yet most lack a clear understanding of the breadth, depth, and limitations of DOD’s capacities. A solid and consistent U.S. policy framework has steadily evolved over the past few decades that identifies health as a national security issue and calls for a broad-based, inclusive national response to addressing the issue of health security. Now is the time to more fully integrate DOD’s unique expertise and capabilities in a more cohesive and efficient manner. This paper provides a broad overview of DOD health security activities and capabilities and also offers select concrete recommendations for strengthening the coherence and integration of DOD activities, with a special emphasis on leadership, novel diseases and new dangerous forms of resistance, surveillance, building host country capacities, and expanded exercises.

13. Understanding DoD’s Defense-Wide Zero-Based Review

Abstract:
On August 2, Deputy Secretary of Defense David Norquist issued a memo calling for a “comprehensive zero-based review of all defense-wide (DW) functions and activities” in the Department of Defense (DoD). The goal of this ongoing effort, led by the deputy secretary, is to ensure the alignment of resources with the National Defense Strategy (NDS) through the FY 2021 program review cycle and to “support a longer-term focus on structural reform” that generates future savings. In line with Norquist’s call to “begin immediately and move forward aggressively,” the review kicked off on Saturday, August 10, only eight days after the memo was issued. This brief explains what the review entails, which defense-wide organizations are subject to it, and previous efforts at driving efficiencies in the “Fourth Estate.”

Annually, CSIS Senior Adviser Mark Cancian publishes a series of papers on U.S. military forces--their composition, new initiatives, long term trends, and challenges. The overall theme of this year's report is the struggle to align forces and strategy because of budget tradeoffs that even defense buildups must make, unrelenting operational demands that stress forces and prevent reductions, and legacy programs whose smooth operations and strong constituencies inhibit rapid change. Subsequent papers will take a deeper look at the strategic and budget context, the military services, special operations forces, DOD civilians and contractors, and non-DOD national security organizations in the FY 2020 budget.

Abstract:
From 2011 to 2017, similar processes played out in Iraq and Afghanistan that are deeply significant yet understudied. Between 2011 and 2014, after much effort and some success, the United States drew down its military forces in both countries. Hopes were high that the Iraqi and the Afghan government could take over. Their armies and police were vastly superior in numbers, equipment, and training to those of their adversaries. Nevertheless, the Iraqi and Afghan states both came to the brink of collapse. Gains that had come at high cost and sacrifice for the United States unraveled. Terrorist threats re-emerged. The United States re-entered the conflicts. So far, it has not fully withdrawn. Why these events came to pass has not yet been fully studied. This article explores what happened and the implications for U.S. strategy.

Abstract:
Russia and China are terraforming the maritime environment as part of their warfare. In both cases the actions are illegal and the performance is offensive to its actual nature. In the case of China, the practice is construction of artificial islands in the South Chinese Sea and in the case of Russia it is about the infamous bridge built over the Kerch strait, Ukraine. Neither Russia nor China expects an armed conflict with the West in the near future. That is a reasonable assumption, which is weaponized at the political-strategically level. The attack of this weaponized situation is that the trust in the West. Primarily the EU (European Union) and NATO (North Atlantic Treaty Organization), is eroded for every day which these countries challenges the international system which the western democracies say that they present and defend. China and Russia offer their authoritarian systems as a replacement and there are a lot of pseudo-democratic or even out-right authoritarian regimes on the sideline watching this challenge unfold. The article highlights the difference for the NATO-countries in logic of practice when it comes to the political social field on one hand and the military political field on the other hand. The article uses material from a previously unpublished survey made on NATO-officers then attending courses at NATO Defense College (NDC).

Abstract:
The proposed creation of a new military service for space, known as the Space Force, is likely to be a hotly debated issue in the FY 2020 legislative cycle. One of the central questions about this proposal is how much it will cost and what the overall size and scope of the Space Force will be. This brief provides rough estimates for the number of military and civilian personnel, the number and locations of bases, the budget lines that would transfer to the new organization, and the additional personnel and headquarters organization that would be needed for the new military service.

19. Nuclear Governance and Legislation in Four Nuclear-Armed Democracies

The report presents a set of comparative raw data on the question of how four Western democratic nuclear-weapon states— the United States, the United Kingdom, France, and Israel—handle the essential tension between nuclear weapons (which require secrecy) and liberal democracy. The initial intent of this work was to assist Dr. Cohen in his preparations for an unprecedented hearing at the Israeli High Court of Justice in September 2017, whereby the Court would hear a petition, signed by over 100 Israeli citizens, calling for regulation and oversight of the Israeli Atomic Energy Commission. The petitioners cited the legal lacuna under which Israel’s nuclear activities operate, devoid of oversight and beyond the realm of law, in violation of fundamental democratic principles. In particular, the study assesses the comprehensiveness—the breadth and depth—of the legislative, regulatory, scientific, and policy mechanisms that each of these four democratic states have created to govern its nuclear affairs in the following categories or parameters: legislation, organizations (directly responsible for either civilian and military applications of nuclear materials or both), regulation, oversight, secrecy, and policy making. Such material has never before been publicly available in a condensed form in one location, making this study of use to anyone interested in the problem of governing the atom. It will be updated as structures and policy change.

20. Women in Special Forces: The Debate on Combat Exclusion

Abstract:
The Combat Exclusion Policy is a U.S. congressional policy based on a 1988 Department of Defense restriction on women’s military service that created the “Risk Rule” for assignment of women in the military, preventing women from being assigned to units that had the risk of exposure to direct combat, hostile fire, or capture. The policy has been revised over the past 24 years but still precludes women from being assigned to direct ground combat units such as serving at the battalion level, as infantry, and in the Special Forces. Women’s roles supporting military missions have significantly evolved during the past ten years of warfare in Iraq and Afghanistan. The realities of modern day warfare and currently fighting in an asymmetric environment have women fighting on the front lines in specialty positions such as medics, mechanics, and military police. Additionally, to avoid the Combat Exclusion Policy as written, women are being “attached to” and not “assigned to” battalions as intelligence officers and communications officers and yet are not getting any credit for being in combat arms. Not allowing women the opportunity to receive acknowledgement for their combat experience and contributions to front-line battalions ultimately denies them from choice assignments and hinders their career advancement opportunities. The recent partial lift of the Combat Exclusion Policy, currently under consideration, will now allow women to be “assigned to” jobs at the battalion level. However, it continues to prevent women from serving as infantry or in the Special Forces. This partial lift is the first time the Department of Defense has recognized the contributions that our female service members have been and will continue to contribute to our front line combat units, and indicates that future changes to this 24-year old Department of Defense restriction are being considered. This shows signs of progress, but until the Combat Exclusion Policy is completely lifted the military will not be able to establish a level playing field for qualified women to enter all military positions and specialties, which will greatly impact the realities and necessities of modern day warfare.
