1. Continuity vs. Overreach in the Trump Peace Plan (Part 1): Borders and Jerusalem

Abstract:
If the latest U.S. effort winds up backing the Palestinians into a territorial corner from the outset, then Washington may not be able to move the process any closer to direct negotiations. The newly released U.S. peace plan marks a very significant shift in favor of the current Israeli government’s view, especially when compared to three past U.S. initiatives: (1) the Clinton Parameters of December 2000, (2) Secretary of State Condoleezza Rice’s “Annapolis Process” of 2007-2008, and (3) Secretary of State John Kerry’s 2013-2014 initiative. The message is clear: the Trump administration will no longer keep sweetening the deal with every Palestinian refusal, a criticism some have aimed at previous U.S. efforts. Yet the new plan raises worrisome questions of its own. Will its provisions prove so disadvantageous to the proposed Palestinian state that they cannot serve as the basis for further negotiations? And would such overreach enable Palestinian Authority president Mahmoud Abbas to sway Arab states who have signaled that they want to give the proposal a chance, convincing them to oppose it instead? If so, the plan may wind up perpetuating the current diplomatic impasse and setting the stage for a one-state reality that runs counter to Israel’s identity as a Jewish, democratic state. This two-part PolicyWatch will address these questions by examining how the Trump plan compares to past U.S. initiatives when it comes to the conflict’s five core final-status issues. Part 1 focuses on two of these issues: borders and Jerusalem. Part 2 examines security, refugees, and narrative issues.

Natalie Scenters-Zapico is a poet from the United States-Mexico border towns of El Paso, Texas, and Ciudad Juarez, Chihuahua, Mexico. Her work, like her origin, is about borders. In her debut collection, The Verging Cities, Scenters-Zapico explores immigration, marriage, and femicide in the realm of border culture and identity [1]. She expands these themes in her second collection, Lima :: Limón, where she creates a scathing depiction of the brutal machismo that conditions a Mexican woman’s experience. Lima :: Limon is especially personal to Scenters-Zapico. Her lyrical passages draw from the music of her childhood. In an age where distorted narratives about immigration lead to family separation and threaten asylum seekers, Lima :: Limon’s intimacy is especially critical. Unlike the efficacy of border policy or trade negotiations, Scenters-Zapico’s personal narrative is undeniable—as are the harrowing experiences of millions of Mexican women.

The surprise arrival of massive migrant contingents (known as “caravans”) to the border between Guatemala and Mexico constituted a watershed in the history of Central American migration to the United States through Mexican territory. This text is published by the Mexican Council on Foreign Relations (COMEXI) in order to contribute to the discussion in Mexico, in the United States and in Central America itself. The contribution of Central American social activists and academics with their local perspectives enhances and complements their Mexican counterparts’ reflections and proposals. The Middle East Studies Association (MESA) recognized early on that the “Muslim Ban”—so called for its banning of individuals from predominantly Muslim countries from entering the United States—posed specific threats to its mission and its commitments to academic freedom, intellectual exchange, and the fostering of scholarly research. As the current and past presidents of MESA, we take great pride in the fact that the association decided to take a clear and active stand against all iterations of this ban.

Despite a profound global impact over the first half of the twentieth century, polio is largely an afterthought throughout the developed world. Vaccines engineered in the late 1950s paved the way for a precipitous drop in global disease burden with the onset of the World Health Organization-led (WHO) Global Polio Eradication Initiative (GPEI) starting in 1988. Recent indicators of the program’s success include a declaration of eradication in India[1] and a teeteringly low infection rate in Nigeria;[2] two of the disease’s last bastions. This progress, however, has been notably stifled by the steady persistence of a wild poliovirus reservoir centered in northern Pakistan along the Afghanistan-Pakistan (Af-Pak) border. Throughout significant portions of recorded history this region’s volatility has been well-documented, including a currently sustained network for the training of terrorist fighters dating back to the period of the 1979 Afghan-Soviet War.[3] These networks serve to both attract fledgling radical jihadist recruits and supply fighters globally, markedly providing many of the transnational fighters taking part in the Syrian Civil War. Their movement in and out of the Af-Pak region has provided a major disease vector for poliovirus. The location of a terrorist network transit hub in by far the world’s largest remaining reservoir of wild poliovirus poses a major challenge for policymakers. Due to several factors, including a decline in healthcare infrastructure throughout the western world, the situation presents a legitimate epidemiological threat. However, the issue is more importantly an exemplar of the morphing nature of multidimensional threats, which are likely to become more prevalent in an era of globalization, failed states, and an inability to effectively address social issues amidst the threat of kinetic warfare...

Abstract:
India has long been obsessed with its rivalry with Pakistan, and for many years India viewed Pakistan as its principal security threat. Pakistan continues to support terrorist attacks directed against India and India-controlled Kashmir, and is continually increasing its nuclear arsenal and delivery systems for nuclear warheads. Despite this, Indians have come to feel more self-assured and no longer see Pakistan as the country’s principal security threat.China now occupies this position. India no longer views itself simply as the predominant regional power in South Asia, but as an aspiring world power and is gearing up for what many in India believe is an inevitable conflict with its neighbor the Peoples Republic of China. India has embarked on an outreach program to solidify friendly ties to other Asian nations that feel threatened by China, and is devoting a lot of attention to the ASEAN states (particularly Viet Nam), Taiwan, South Korea, and Japan. There is increasing speculation that this relationship could develop into a formal alliance, especially if the United States becomes less active in Asia.

Abstract:
Large international differences in the price of labor can be sustained by differences between workers, or by natural and policy barriers to worker mobility. We use migrant selection theory and evidence to place lower bounds on the ad valorem equivalent of labor mobility barriers to the United States, with unique nationally-representative microdata on both U.S. immigrant workers and workers in their 42 home countries. The average price equivalent of migration barriers in this setting, for low-skill males, is greater than $13,700 per worker per year. Natural and policy barriers may each create annual global losses of trillions of dollars.

During my long career, I heard many colleagues reflect on their first Foreign Service assignment—usually recalling it as a highly positive experience. Unfortunately, my first post left me disillusioned by the Foreign Service and vowing to leave it as soon as feasible. Many of us who have served in Mexican border posts encountered work and management issues quite different from those who witnessed the full range of foreign service life in a large or medium-sized capital. For slightly more than one year (April 1963-May 1964) I decided the futures of large numbers of poor Mexicans anxious to move to the U.S., observed the human tragedy encountered by a duty officer on the border and participated in a sub-rosa rebellion by junior staff against the imperial management style of the Consul-General (CG). Fortunately, the following 36 years in the Foreign Service were very different. The people I worked with and the intellectual challenges offered were sufficient to keep me from walking away from what turned out to be a satisfying career.

All things the framers of the Geneva Conventions could have never fully conceived when doing their noble work in 1949; all things that rule warfare in the world today. So, how do we legally employ these new tools in these new circumstances? In her latest book, Antonia Chayes, former Under Secretary of the Air Force, explores the current legal underpinnings of counterinsurgency, counterterrorism, and cyber warfare, rooting out the ambiguities present within each realm, and telling the narrative of how these ambiguities have come to shape international security today. The grounded and creative solutions that she offers in terms of role definition and transparency will provide crucial guidance as the United States continues to navigate the murky modern military-legal landscape.
