101. The United States in the Czech Foreign Policy

Abstract:
The year 2017 was mainly a transition year for Czech foreign policy towards the United States, as the Czech side was gradually getting acquainted with and monitoring the positions and perspectives of the new administration. President Trump’s often ambivalent rhetoric regarding transatlantic relations and various multilateral frameworks has brought increased uncertainty as to what role Washington intends to play in the world and how it plans to co-operate with its global partners. Due to personnel changes in key offices in the executive branch of the US government, higher-level bilateral security, foreign policy and economic dialogues between the Czech Republic and the US did not take place during the year, albeit with a positive outlook for their resumption in 2018. During 2017, a part of the bilateral agenda consisted of preparations for the commemoration of one hundred years of official ties between the two countries, which will be celebrated throughout 2018. The bilateral trade with the US increased but ended with a deficit for the Czech side. The two countries’ defence and security co-operation can also be rated as strengthened mainly due to the continuing activities of the Czech Republic in the Middle East.

The current state of India-U.S. relations marks a complete turnaround of the diplomatic stalemate that marked the two countries’ relationship during the Cold War. A quintessential example of this strategic transformation can be found through India’s quest to build an aircraft carrier. The United States has come a long way from its 1971 decision to send the USS Enterprise to the Bay of Bengal to deter India. In 2015, the United States began cooperating with India to build a carrier at Kochi port.

103. American Jews and Israel: The End of ‘Israel, Right or Wrong’

Abstract:
Although Jews make up just 2 percent of the United States population, they have exercised a disproportionate influence on the relationship between the United States and Israel. The strength of the U.S.-Israeli alliance is driven by numerous strategic, political, cultural, and economic factors, but American Jews have played a key role in the promotion and defense of the U.S.-Israel alliance in large part through the work of the pro-Israel lobby (represented by powerful groups like the American Israel Public Affairs Committee). Today, however, American Jewish political support for Israel can no longer be taken for granted, as growing numbers of American Jews become increasingly critical of Israel. In contrast to the old attitude of “Israel, Right or Wrong,” more and more American Jews, especially younger ones, are challenging the Israeli government’s policies and actions, particularly those concerning Palestinians. In short, the age of unconditional American Jewish support for Israel is over.

104. Foreign Investment in Cuba: From Conflict to Resolution

Abstract:
This manuscript originates from research initiated in 2010 at the University of Vigo in International Private Law with a specific focus on International Investment Law. The objective was to analyze the impact of the new paradigm of sustainability on this sphere of the law, with an emphasis on developing countries, and more specifically Cuba. This line of research has resulted in several publications intended for a Spanish-speaking scientific-juridical audience. Yet there is no scholarly work directly aimed at US investors as a prioritized target group. Being the first single Foreign Direct Investor in the world, and given its geopolitical and economic proximity, the US is bound to play a prime role in the field of investments in Cuba—despite political complications. As a consequence, we opted for a bilingual monograph on this topic with a dual purpose. The first part of the book, which is aimed at reaching a wide audience, examines the role played by foreign investment in Cuba and the country’s interest in attracting it by providing investors with a modern, stable, and coherent legal framework that is in line with current international standards. The second part of the book delves into specific technicalities of international investment law— with an emphasis on the conflict resolution system, which finds in arbitrage its main mechanism. This part, technical in nature, is not directly aimed at potential investors as much as their legal advisers, legal firms, arbitrators, and specialized scholarly communities—without whose input the success of foreign direct investment would be impossible. The text also engages critically with the specificities of US-Cuba relations in the context of Foreign Direct Investment. As shown in the first part of this monograph, it seems clear that the strategies pursued by different US administrations have thus far failed. It would be to the US’ benefit to forego the current policy of confrontation in favor of one of cooperation, as exemplified by the approaches taken by Latin America, xiv Europe, and Canada. The US should not lag, if it wants to attain a strategic position in the global repositioning toward the developing Cuban market. There is a need for targeted diplomatic and legislative efforts aimed at strengthening cooperation between the two countries in terms of investment. Among the challenges is the absence of a Bilateral Investment Treaty (BIT) between Havana and Washington. The obstacles faced by the Trump administration in the political, diplomatic, and financial sphere indicate that excessive isolationism and protectionism are not only counterproductive from a financial viewpoint, but they also imply for the US a loss of sovereignty and a diminished capacity to influence the international context. Should the US not change its current policy, it will be outperformed by other international actors such as the European Union and the BRICS (Brazil, Russia, India, and China) as investors in Latin America and in Cuba.

Abstract:
This paper is part of CTR's Working Paper Series: "Russia and the West: Reality Check." U.S. domination in global politics provided a powerful incentive for the post-Cold War rapprochement between Russia and China. The worsening of Russia’s relations with the West since 2014 made Moscow even more willing to offer significant concessions to Beijing. However, closer Russian-Chinese cooperation predates the Russian-Western crisis over Ukraine and reaches back to the 2008-2009 global economic crisis. Even the growing power asymmetry has not dissuaded Moscow from deepening its cooperation with China. This challenged widespread Western expectations that Russia would be eager to cooperate with the West in order to compensate for China’s increasing advantage. Hence, a potential improvement of Russian-Western relations is highly unlikely to result in the weakening of Russian-Chinese ties

106. Image of USA in Urban Pakistan: An Empirical Assessment

Abstract:
Image plays an important role while devising a country‘s foreign policy. Therefore, all the nations whether small or big try to portray their positive images for the achievement of desired goals. USA, a dominant political actor in world politics is facing an image problem throughout the globe. Pakistan‘s alliance with the USA during and after the Cold War makes it an ideal nation to evaluate the image of USA. This empirical study designed to investigate the factors affecting, molding and promoting the positive or negative images of USA in Pakistan. Five urban centers selected to evaluate the US image including four provincial capitals namely Karachi, Lahore, Peshawar, Quetta and the federal capital Islamabad. Survey method used to collect and analyze the data. The image of USA evaluated in five selected areas: violation of Pakistan‘s sovereignty, US policies towards Muslim world, US policies in Afghanistan, mounting Indo-US relations, and US aid to Pakistan. Results of the study show that the factor where the image of USA was extremely negative is violation of Pakistan‘s sovereignty. US policies towards Muslim world, the issue of Afghanistan and rising strategic ties with India especially after the end of cold war are not welcomed by the Pakistani masses and viewed the American image as negative but with less intensity as compared to the factor of violation of Pakistan‘s sovereignty. Public supported the US aid program to Pakistan and viewed it as supportive for country‘s frail and flimsy economy.

Abstract:
The United States is the European Union’s most important trade and bilateral investment partner, which has, until now, supported a multilateral trade system and European integration and has provided a security guarantee to the countries of the EU. But like other advanced economies, the US’s relative weight in the global economy has declined. The new US administration seems intent on replacing multilateralism with bilateral deals. In trade, it aims to secure new trade deals in order to reduce bilateral trade deficits and to protect, in particular, the US manufacturing sector. In climate policy, the US commitment to the Paris Agreement is being questioned. In defence, the security umbrella appears less certain than previously. The overall promise behind this change of direction is to put ‘America first’ and deliver better results for US citizens.

But recently a “perfect storm” of factors, including a year of increased exports with the ending of the 2006 SLA (Softwood Lumber Agreement) restrictions in October 2015, the recent fall in the Canadian dollar and the unexpected election of the protectionist Donald Trump, all have conspired to make this fifth round of disputation, front-and-centre to the challenged US-Canada bilateral relationship.

The buzz surrounding the so-called “Russian trace” in the U.S. elections, started by former presidential candidate from the Democratic party Hillary Clinton during her 2016 failed presidential campaign, continues to evolve. New accusations spring up, leading to new investigations. Started in mid-2016 by Clinton’s claims about the Russian hackers, who allegedly disclosed information contained on the Democratic Party National Committee servers, it increasingly targets the members of President Donald Trump’s inner circle, including some of his family members. Appointed to deal initially with a narrow set of issues, the Independent Prosecutor Robert Mueller, the former FBI Director, has to deal with the quickly expanding set of claims and accusations.

Pakistan-Iran relations have been complex and uncertain due to United States tremendous influence since 9/11. National interest remains a dominant factor to form the core of bilateral ties between the states. The change of governments in these states resulted in to reassess the foreign policy which gave a new dimension to the suspected and hostile relations between both the Muslim States which successfully undermined the United States hegemonic pressure. This paper is an attempt to explore Pakistan’s foreign policy towards Iran after Musharraf Presidency till now and the factors due to which it deterred and challenged the US influence.
