12. U.S.-China Technological “Decoupling”: A Strategy and Policy Framework

- A partial “decoupling”2 of U.S. and Chinese technology ecosystems is well underway. Beijing plays an active role in this process, as do other governments and private actors around the world. But the U.S. government has been a primary driver in recent years with its increased use of technology restrictions: export controls, divestment orders, licensing denials, visa bans, sanctions, tariffs, and the like. There is bipartisan support for at least some bolstering of U.S. tech controls, particularly for so-called strategic technologies, where Chinese advancement or influence could most threaten America’s national security and economic interests. But what exactly are these strategic technologies, and how hard should the U.S. government push to control them? Where is the responsible stopping point—the line beyond which technology restrictions aimed at China do more harm than good to America? These are vexing questions with few, if any, clear answers. Yet the United States cannot afford simply to muddle through technological decoupling, one of the most consequential global trends of the early twenty-first century. The U.S. technology base—foundational to national well-being and power—is thoroughly enmeshed with China in a larger, globe-spanning technological web. Cutting many strands of this web to reweave them into new patterns will be daunting and dangerous. Without a clear strategy, the U.S. government risks doing too little or—more likely—too much to curb technological interdependence with China. In particular, Washington may accidentally set in motion a chaotic, runaway decoupling that it cannot predict or control. Sharper thinking and more informed debates are needed to develop a coherent, durable strategy. Today, disparate U.S. objectives are frequently lumped together into amorphous constructs like “technology competition.” Familiar terms like “supply chain security” often fail to clarify such basic matters as which U.S. interests must be secured and why. Important decisions are siloed within opaque forums (like the Committee on Foreign Investment in the United States [CFIUS]), narrow specialties (like export control law), or individual industries (like semiconductors), concealing the bigger picture. The traditional concerns of “tech policy” and “China policy” receive outsized attention, while second-order implications in other areas (such as climate policy) get short shrift. And as China discourse in the United States becomes more politically charged, arguments for preserving technology ties are increasingly muted or not voiced at all. This report aims to address these gaps and show how American leaders can navigate the vast, perilous, largely unmapped terrain of technological decoupling. First, it gives an overview of U.S. thinking and policy—describing how U.S. views on Chinese technology have evolved in recent years and explaining the many tools that Washington uses to curb U.S.- China technological interdependence. Second, it frames the major strategic choices facing U.S. leaders—summarizing three proposed strategies for technological decoupling and advocating a middle path that preserves and expands America’s options. Third, it translates this strategy into implementable policies and processes—proposing specific objectives for U.S. federal agencies and identifying the technology areas where government controls are (or are not) warranted. The report also highlights many domestic investments and other self-improvement measures that must go hand in hand with restrictive action.

- The first Strategy on Countering Corruption, adopted on 6 December 2021, assumes that by making better use of existing international regulations and organisations, as well as by establishing new mechanisms, the U.S. will tighten global anti-corruption cooperation. The American goal is to limit the freedom to conduct financial operations by authoritarian states, mainly China and Russia, and at the same time to strengthen democratic countries and promote democracy. For Poland, this is an opportunity to tighten bilateral and multilateral cooperation with the United States.

- If it wasn’t clear three months ago, it is clear now: the next global era will be defined by democracy versus autocracy. In this competition, a new and decisive divide pits America’s approach of “digital democracy” against China’s approach of “digital autocracy.” This great divide places the US and allies on one side and China's unfettered access to sensitive data on the other. China’s digital authoritarianism has been described as "one giant QAnon" and is ubiquitous among the 1.4 billion inhabitants of the country. Moreover, one of the greatest threats to American national security interests is if China prevails in exporting and normalizing its model of digital supremacy. China’s global network of surveillance systems is antithetical to liberal democratic values, as it monitors, punishes, and conditions citizens, as well as influences them through automated disinformation campaigns. China’s ambition for global digital supremacy is real and supported by aggressive diplomatic efforts and massive financial investments. The effort by the United States and like nations to maintain a peaceful and prosperous world order will require a level of sophistication and commitment unrivaled in our history. China is not only an adversary. It is sometimes a partner whose massive economy is deeply entwined with that of the US and other friendly nations. This is not the zero-sum game of the Cold War conflict, and the hope is that it never becomes so. Will liberal democracies strengthen and proliferate or weaken and dwindle in the 21st century? The Chinese state intends to shape the global digital order in its image by redrawing technological norms and standards. Ultimately, the US-China national security competition may hinge on who sets the digital world order.

Increasingly, authoritarian countries are using economic coercion against democracies. In recent years, China’s economic coercion of Lithuania and Australia stands out as a prominent example. Russia uses economic levers to achieve geopolitical aims, notably by weaponizing its natural resources. The aim of such coercion is to bend the will of democratic countries. This is a test for the free world. In response, we propose an Economic Article 5 among democracies to counter authoritarian coercion.

- In her book, Twilight of Democracy: The Seductive Lure of Authoritarianism, Anne Applebaum explores a political shift that many democracies face today. In her analysis of global democracies, Applebaum explains why authoritarianism is on the rise and how it is being welcomed by many. She argues that the world is becoming more authoritarian, and democracy is starting to slip, especially with the recent election of US President Donald Trump. Through her writing, Applebaum hopes to bring awareness to this phenomenon with the hope of recognizing it and resisting it. Anne Applebaum is a Pulitzer Prize winning journalist, who has worked for several magazines and newspapers. These include The Spectator, The Evening Standard, Slate, The Daily and Sunday Telegraph, The Economist, The Independent, The Washington Post, and currently The Atlantic. Her career provides her with great access to the top decision-making circles both in Europe and the United States during critical times, including the fall of the Berlin Wall, or the Brexit referendum and its aftermath.

- The Joseph Biden Administration has rather famously committed to convene a Summit for Democracy, likely later in 2021 or early in 2022. The Summit has become, as some diplomats have suggested, “the talk of the town,” not only in Washington but also in multiple other national capitals. A cottage industry has sprung up debating the who, the what and the where. More focus is needed on the why — which, in turn, ought to shape the how. To my mind, albeit one preoccupied for over a quarter of a century with human rights and democracy, the why is rather straightforward. The alternatives — bending to the rise of authoritarians, or leaving unaddressed the weakened liberal international order that the United States originally helped create —are not in our or our allies’ national interest. Many democracies are experiencing intense challenges on multiple levels. Chief among these is the global pandemic, which revealed deep socioeconomic inequities in societies that have long been labeled “developed,” when in fact these democracies have not been delivering to many communities. Freedom House has now recorded 15 straight years of decline globally in democracy. The crises at home have been widely broadcast: the new Congress came under physical attack January 6 after a U.S. President attempted, as part of a protracted effort, to overturn the 2020 election and prohibit the peaceful transfer of power. How then the Summit for Democracy can help repair and revive democracy here and among our allies needs more consideration and detail. Numerous factors roll up to a once-in-a-generation opportunity to rethink and refresh exactly how we advance democracy at home and abroad. New approaches, themes and methods can help revitalize strategy and policy. Such new approaches need to connect and account for domestic shortcomings and link progress at home to efforts abroad. In doing so, post-pandemic democracy promotion needs to reflect a comprehensive focus on rights that includes socioeconomic issues and sustainable development (e.g., democracies must deliver dignity). The Biden Administration ought to consider labeling the Summit “Democracies Deliver Dignity and Development” or the 4Ds Summit. The Summit can provide the road map for these new approaches while being informed and shaped by extensive consultations at home and abroad. Finally, new methods should include data-driven, human-centered design shaping foreign assistance as well as elevating local voices. Internationally, that would be a significant change to the dominant modalities, largely Congress-driven, supporting specific types of institution building, such as central election commissions. Such work will undoubtedly continue, given support in Congress and among the U.S.-based NGOs that receive the funding (notwithstanding the damaged credibility of our democracy). At a minimum though, demonstrably demand-driven assistance ought to supplement this older business model in order to better deliver to populations, listening and responding to the multitude of needs.

- Many of China’s technology companies perfect their products in the domestic market by facilitating the party-state’s oppression and data control, and subsequently seek to export the technology to fledgling authoritarian states or nations with fragile democracies. This is part of Beijing’s strategy to enhance its digital instruments of national power, normalize illiberal uses of technology, and equip foreign governments with the tools to replicate aspects of the CCP’s authoritarian governance model. If Washington wants to blunt this strategy, the US government needs to implement a comprehensive strategy of its own to address this.

- A majority of European citizens believe a new cold war with both China and Russia is under way – but they mostly do not think that their own country is involved. Most believe the US is already taking part in these confrontations, and they consider EU institutions as more likely than their own governments to be in a cold war with China and Russia. An optimistic interpretation sees the outsourcing of such great-power competition to Brussels as the arrival of a true EU foreign policy – but a more pessimistic analysis sees a gap emerging between Brussels on the one hand and member state capitals and EU citizens on the other. This difference in views between whether one’s own country is taking part in the brewing conflict, as opposed to whether America and the EU are, suggests there is no European public consensus that the world of tomorrow will be one of growing competition between democracy and authoritarianism. Given this risk, policymakers should find a different, less ideological, framing to generate public support for a strong transatlantic alliance.
