Abstract:
On July 19, 2006, Brig. Gen. (ret.) Moshe Yaalon, David Schenker, and Dennis Ross addressed The Washington Institute's Special Policy Forum. General Yaalon, a distinguished military fellow at the Institute, is the former Israel Defense Forces (IDF) chief of staff. Mr. Schenker, a senior fellow in Arab politics at the Institute, served until 2005 as Levant country director of the Office of the Secretary of Defense. Ambassador Ross, the Institute's counselor and Ziegler distinguished fellow, is a former U.S. Middle East peace envoy and author of The Missing Peace: The Inside Story of the Fight for Middle East Peace. The following is a rapporteur's summary of their remarks.

Abstract:
Government policies are routinely subjected to rigorous cost analyses. Yet one of today's most controversial and expensive policies—the ongoing war in Iraq—has not been. The $212 billion allocated by the U.S. Treasury has been widely reported. But the real, direct economic costs include more than budgetary allocations. Other costs include lives lost, injuries, and lost civilian productivity of National Guard and Reserve troops mobilized for the conflict. The conflict, however, also has gene rated cost savings, especially in terms of resources no longer being used to enforce UN sanctions and people no longer being killed by Saddam Hussein's regime.

In January 2005, a group of fifty peace activists from the Vietnam and Iraq eras issued a global appeal to end the war (online at http://www.alternet.org/waroniraq/20996/). The appeal proposed undermining the pillars of war (public opinion, funding, troop recruitment, international allies) and building the pillars of peace and justice (an independent anti-war movement linked to justice issues, a progressive Democratic opposition, soldiers and families against the war, a global network to stop the US empire). This is an update on implementation of the strategy.

For an anti-war activist of the Vietnam era, the current search for a political strategy for ending the U.S. occupation of Iraq brings to mind the very similar problems facing the movement to end the Vietnam War in 1968-69. In fact, a review of the strategy that the anti-war movement pursued at that juncture of the Vietnam War helps clarify the choices before the present movement and their likely consequences. It should serve as a warning against ignoring the possibility of embracing the negotiation of a compromise peace agreement with those resisting the U.S. occupation as an anti-war strategy.

Abstract:
U.S. defense policy today rests heavily on two basic assumptions: that the American armed forces will make perfect decisions and take perfect actions, and that the enemy will never surprise us or offer us unexpected opportunities to exploit. These assumptions can be seen in the elimination of reserve forces from all echelons of the military structure and the heavy burden that the current war has placed on the Army Reserves and National Guard. The result of these decisions has been to leave the United States with little ability to react to unforeseen difficulties, either in Iraq or Afghanistan or elsewhere. If this policy continues, it will place American national security in grave jeopardy for years to come.

339. U.S. Military Concepts of War and their Impact on Foreign Interventions

Abstract:
This essay argues that military doctrine shapes the nature of United States foreign interventions. In particular, the U.S. military's concepts of “war” and “Military Operations Other Than War” (MOOTW), and the resulting institutional orientation of the Pentagon towards such contingencies, have had a profound impact on the planning and execution of contingencies around the world since the U.S. became a great power. Before World War II, MOOTW-like military interventions were commonplace and mostly successful in the conduct of U.S. foreign policy. Most military interventions such as the Philippines War of 1899-1901 and in the Caribbean (Cuba, Haiti, Dominican Republic, Panama, Nicaragua) between 1899 and 1941 were successful limited campaigns that helped consolidate the United States as a regional and global power. U.S. military doctrine and capabilities in counterinsurgency, peace enforcement, and foreign internal defense, were robust. This core competency of the U.S. military was lost in the large scale and conventional struggles against the Axis powers and later the Soviet Union.

CIAO: There has been considerable discussion lately among analysts of U.S. foreign policy on the insurgency in Iraq. Although you have not dealt with the local insurgents or foreign fighters operating in Iraq, previously you managed to observe up close the preparations made by Serbian nationalist groups in Republika Srpska, Bosnia and Herzegovina, and by Yugoslav military, security services, and Serbian nationalist paramilitary groups in the Kosovo-Metohija province of Serbia for long-term insurgencies against the U.S. and NATO. Using that expertise, and your knowledge of events in Iraq, could you share some thoughts on the insurgency in Iraq?
