161. Nuclear Dimensions of the Iraqi Crisis

Abstract:
In accordance with Resolution 1441, unanimously passed by the UN Security Council, Iraq on November 7th, 2002, submitted a declaration of its activities concerning weapons of mass destruction (WMD). Copies of the declaration were forwarded to the International Atomic Energy Agency (IAEA) and later to the permanent members of the Security Council. The declaration described the various methods used by Iraq in trying to produce nuclear material suitable for weapons, as well as the many sites involved in the nuclear program. In the nearly 12,000-page document Iraq claimed that it had no current WMD programs. However, intelligence analysts from the United States and other nations immediately began to scrutinize the document, and senior US officials quickly rejected the claims made by Iraq.

Chief among these is building the necessary consensus on a common vision for the future of Iraq. Only a few short years have passed since we bade farewell to the 20th century and ushered in a new millennium. Generalised assessments always include the question of whether the glass is half empty or half full; and so there have been differing evaluations put forth on the outcomes of the passing century and the prospects of the new one. However, we can quite safely say that we bid farewell to the 20th century - the century of two world conflicts, totalitarian ideologies and systems, of the holocaust, concentration camps, the gulag-with a sense of relief. The cold war came to an end, the Soviet empire collapsed, and the spread of democracy and freedom around the globe seemed to justify proclamations of the advent of a Hegelian "end of history". The United Nations Millennium Declaration announced the undertaking of new and effective action that would liberate the world's population from the plagues of hunger, poverty and fear.

Abstract:
As pillars of the transatlantic community, the United States and the European Union often talk about their shared values derived from their common heritage in the western liberal democratic tradition. Both claim to base their domestic and external policies on their values; and both play a role in international affairs. Their common values suggest that they would support similar policies on international human rights issues. Yet on the international stage they have surprisingly different approaches. This paper will analyze areas of commonality and divergence in United States and European Union policies on international human rights and examine the implications of these differences for human rights and for transatlantic relations.

Abstract:
The impassioned controversy that surrounded the decision to invade Iraq had the unfortunate consequence of impeding coordination of humanitarian relief operations. Now that the war has begun, it is important to deal with the urgent task of meeting the needs of the Iraqi people. That will require steps by those who were opposed to the war, in particular European governments and NGOs, to agree to work in close coordination with the United States and put their plans and their funding on the table. And it will require steps by the United States to eschew a dominant role in the post-conflict humanitarian effort and hand coordination over to the United Nations.

The policy dilemmas posed by the Iraqi crisis are much more acute, and the issues much more finely balanced, than most of those publicly supporting or opposing war are prepared to acknowledge. There is still broad international agreement about the objectives to be pursued: ensuring that Iraq does not constitute a threat, disarming it of the weapons of mass destruction it still retains (as demanded by Security Council Resolution 1441), and improving the condition of the Iraqi people (as demanded both by common decency and the Iraqi people themselves). But following the inspectors' reports to the UN Security Council on 14 February 2003 and the extraordinary scale of the worldwide anti-war demonstrations over the following days, achieving international consensus on how to achieve these objectives appears as difficult as ever.

Concerns are growing that Iraq may be rebuilding its capacity to develop and use weapons of mass destruction. After more than three years without UN inspections, the uncertainties and risks associated with Iraq's weapons programs have increased. The urgency of these issues has prompted widespread calls for the resumption of UN weapons inspections, and has led U.S. officials to threaten military attack. The U.S. threats are also motivated by a desire to overthrow the government of Iraq. Pundits in the United States have raised a chorus of calls for military action to topple Saddam Hussein. Many leaders in the region support the goal of disarming Iraq, but as U.S. vice president Dick Cheney learned during his March trip to the Middle East, most of these same leaders oppose U.S. military action against Iraq. States in the region fear the consequences of a U.S.-led war, especially in light of the profound security crisis in the Middle East. These realities suggest the need for viable alternative strategies to resolve the Iraq crisis and protect regional security. This report presents policy options available to the United States for addressing security concerns in Iraq. It examines the issues associated with the threat of weapons development in the region and offers a series of policy options for reducing and containing that threat without resort to military force. The report does not dwell on the uncertainties and risks of waging war on Iraq without international consent. These have been amply examined in other articles and commentaries. The paper concentrates instead on robust alternatives to the use of force. The policy options outlined here include: Reforming UN sanctions to tighten controls on oil revenues and military-related goods while further easing restrictions on civilian economic activity; Facilitating the return of UN weapons inspectors to complete the UN disarmament mandate and reestablish an Ongoing Monitoring and Verification (OMV) system; and Creating an "enhanced containment" system of externally based border monitoring and control if Iraq refuses to allow the resumption of weapons inspections. The report begins with an assessment of Iraq's capacity for developing weapons of mass destruction. It then examines options for controlling Iraq's weapons potential through economic statecraft, United Nations weapons inspections and diplomatic engagement with neighboring countries.

In the fall of 2000, the International Peace Academy commissioned a series of nine case studies examining the practice of preventive action. This study builds on earlier work by IPA identifying important issues for further examination in preventive practice. The cases examined were representative of the broad and increasing scope of preventive action geographically and in terms of approaches deployed—from structural prevention to post conflict peacebuilding as prevention. These cases were Kenya, Fiji, Tanzania (Zanzibar), Tajikistan, Burundi, Georgia (Javakheti), East Timor, Liberia, and Colombia. The cases are being edited and compiled for publication in a subsequent book; this report seeks to draw out central policy lessons for preventive action by the United Nations (UN). Important lessons can be drawn out with implications for each specific situation; more cross-cutting lessons for the UN and other preventive actors can also be derived from the collected cases.

The United States and its European allies often found themselves at loggerheads in the 1990s. Disputes over arms control, peacekeeping operations in the Balkans, the environment, and the role of the United Nations (UN) were frequent. European governments repeatedly accused the United States of being disengaged and not living up to its responsibilities as a global power. When it did, they feared U.S. power and its disdain for multilateral approaches to international problems.
