91. Come Home, NATO? The Atlantic Alliance's New Strategic Concept

Abstract:
This DIIS Report provides an overview of the political and military issues that are likely to shape the coming discussions about NATO's new Strategic Concept. NATO's current Strategic Concept dates back to 1999 and over the last couple years an increasing number of policy-makers have suggested that it is time to take stock of the transatlantic Alliance. The exercise is significant because the Strategic Concept represents the operational view of the Washington Treaty - the basic text of NATO - and because it will bequeath a new strategic direction to the Alliance. The Report presents three arguments. One is that the Strategic Concept serves several functions: it codifies past decision and existing practices; it provides strategic direction; and it serves as an instrument of public diplomacy. The second argument is that the new Strategic Concept must balance the push and pull of two competing visions of NATO, one being 'Come home, NATO;' the other being 'Globalize, stupid.' The contest between these diverging visions has consequences for a number of issues that the Strategic Concept must address. Lastly, it is argued that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.

Abstract:
Precious metals and gemstones have long been valued for their aesthetic properties and ability to retain (or increase) their value. Many precious metals today are also used in the manufacture of high technology commodities. Their high value makes precious metals and precious gems attractive to criminals. They have several functions in the criminal economy: They are attractive goods for theft and other forms of criminal acquisition, calling for special protection on the part of the owners and governments. They can be used for re-circulating stolen goods, including jewelry, antiques, and works of art, through fragmentation, smelting, and other forms of destruction or transformation. Such processes reduce or even destroy the commercial or cultural value of the material, but they also increase the difficulties for police and other authorities to trace the material and bring criminals to justice. They can be used for transporting and transferring valuables outside regular channels and thus finance war, civil conflicts, terrorism, and other forms of dangerous crime. They can be used to hide criminal assets and thus make recovery more difficult. They can be used for tax evasion through smuggling, hiding of assets, etc. The full extent or value of criminal activities with precious metals and precious gems has not been fully investigated. It can safely be assumed, however, that the criminal market in these goods is considerable.

93. Turkey and Armenia: Opening Minds, Opening Borders

Turkey and Armenia are close to settling a dispute that has long roiled Caucasus politics, isolated Armenia and cast a shadow over Turkey's European Union (EU) ambition. For a decade and a half, relations have been poisoned by disagreement about issues including how to address a common past and compensate for crimes, territorial disputes, distrust bred in Soviet times and Armenian occupation of Azerbaijani land. But recently, progressively intense official engagement, civil society interaction and public opinion change have transformed the relationship, bringing both sides to the brink of an historic agreement to open borders, establish diplomatic ties and begin joint work on reconciliation. They should seize this opportunity to normalise. The politicised debate whether to recognise as genocide the destruction of much of the Ottoman Armenian population and the stalemated Armenia-Azerbaijan conflict over Nagorno-Karabakh should not halt momentum. The U.S., EU, Russia and others should maintain support for reconciliation and avoid harming it with statements about history at a critical and promising time.

After eight years of non-engagement, the new administration and the U.S. Congress, led by a majority in the President's party, are rapidly developing climate policy legislation. This paper summarizes past efforts to establish a national climate policy in the United States as well as the major forces influencing the current debate. While this debate is largely shaped by domestic considerations, it takes place as the international community moves to agree on a post-Kyoto policy regime in Copenhagen next December. Whether the United States is willing to take strong action will significantly influence the actions of other nations.

95. Increasing the Focus on Iran's Corruption

Abstract:
Although Iran has formally accepted the U.S. offer to meet on October 1, expectations are low, particularly since Tehran has made clear that the nuclear issue is not negotiable. The United States and its allies have already begun to prepare for the possibility of failed negotiations by developing potential sanctions packages that could be imposed on Tehran. Unfortunately, due to Chinese and Russian opposition, pushing a strong resolution through the UN Security Council appears unlikely. Washington, however, can adopt other multilateral approaches to increase the pressure on Iran, such as ramping up its anticorruption enforcement efforts against companies doing business in Iran, and encouraging other countries to do the same. Given the widespread corruption in Iran, and the powerful anticorruption legislation in place in many countries worldwide, this approach could have a significant impact on the regime.

Two and a half months after U.S. president Barack Obama and Israeli prime minister Binyamin Netanyahu first hit an impasse over the settlement issue, the dispute has not only continued, it has also grown more complex. Saudi Arabia has now rebuffed requests from Special Envoy for Middle East Peace George Mitchell to pursue confidence-building measures toward Israel, even in return for a moratorium on settlement construction. Although the Obama administration has not yet leveled any public criticism against Riyadh, it continues to be critical of Israeli settlements. To move diplomacy forward, Washington will have to engage in some creative policymaking.

Women represent the great majority of the world's poor. With this poverty comes a range of well-documented problems: low educational attainment; low income and earning potential; inferior social power, status and influence compared with men; and importantly, poor health outcomes for both women and their children. High rates of maternal mortality and morbidity remain apparently intractable problems in many countries, particularly developing countries. The World Health Organization (WHO) reports that every minute, at least one woman dies from complications related to pregnancy and childbirth; and 20 more suffer injury, infection or disease.

98. Agricultural Dumping Under NAFTA: Estimating the Costs of U.S. Agricultural Policies to Mexican Producers

Abstract:
With the opening of the Mexican economy under the North American Free Trade Agreement (NAFTA), Mexican agriculture came under new competitive pressures from U.S. exports. It was widely recognized at the beginning of NAFTA that Mexico had geographically-based comparative advantages in supplying off-season fruits and vegetables to a hungry U.S. market. NAFTA's liberalization of agricultural trade produced the expected results, with more staple crops and meats flowing south and more seasonal fruits and vegetables flowing north. In agriculture, tariffs and quotas have now mostly been eliminated. Not so agricultural subsidies, which were left largely undisciplined by NAFTA. High U.S. farm subsidies for exported crops, which compete with Mexican products, have prompted charges that the level playing field NAFTA was supposed to create is in fact tilted heavily in favor of the United States.

99. Sudan: Preventing Implosion

Sudan is sliding towards violent breakup. The main mechanisms to end conflicts between the central government and the peripheries – the Comprehensive Peace Agreement (CPA), the Darfur Peace Agreement and the East Sudan Peace Agreement – all suffer from lack of implementation, largely due to the intransigence of the National Congress Party (NCP). Less than thirteen months remain to ensure that national elections and the South Sudan self-determination referendum lead to democratic transformation and resolution of all the country's conflicts. Unless the international community, notably the U.S., the UN, the African Union (AU) Peace and Security Council and the Horn of Africa Inter-Government Authority on Development (IGAD), cooperate to support both CPA implementation and vital additional negotiations, return to North-South war and escalation of conflict in Darfur are likely.

The fifteenth Conference of Parties to be held in Copenhagen in December 2009 has been set as the political deadline for establishing a comprehensive regime to address the dramatic threat of climate change and follow up the Kyoto Protocol. The EU has a convening role in the position formation for the negotiations as the newly elected presidential administration of the US will need all the time available to establish its position for Copenhagen.
