Abstract:: The Lord's Resistance Army (LRA) remains a deadly threat to civilians in three Central African states. After a ceasefire and negotiations for peaceful settlement of the generation-long insurgency broke down in 2008, Uganda's army botched an initial assault. In three years since, half-hearted operations have failed to stop the small, brutally effective band from killing more than 2,400 civilians, abducting more than 3,400 and causing 440,000 to flee. In 2010 President Museveni withdrew about half the troops to pursue more politically rewarding goals. Congolese mistrust hampers current operations, and an African Union (AU) initiative has been slow to start. While there is at last a chance to defeat the LRA, both robust military action and vigorous diplomacy is required. Uganda needs to take advantage of new, perhaps brief, U.S. engagement by reinvigorating the military offensive; Washington needs to press regional leaders for cooperation; above all, the AU must act promptly to live up to its responsibilities as guarantor of continental security. When it does, Uganda and the U.S. should fold their efforts into the AU initiative.

Abstract:: To most Americans with the exception of those few who, for whatever reason, have an attachment to the North African country of Tunisia, the name Fahem Boukadous, foreign to American ears, means nothing. It means a good deal more to "Reporters Without Borders” and to the US State Department that actually issued a statement (half way down the page) on his behalf, to the US intelligence agencies and military that have carefully followed the Spring, 2008 uprising in the Tunisian region of Gafsa–deemed the most extensive and militant social protest in that country's history in the past quarter century.

Abstract:: Political leaders, lawyers, and scholars have long grappled with questions of how to protect fundamental freedoms in times of national crisis. Supreme Court chief justice William Rehnquist observed that “the government's authority to engage in conduct that infringes civil liberty is greatest in time of declared war.” This observation is highly relevant in today's national security context. In an environment shaped by the terrorist attacks of September 11, 2001, securing the U.S. homeland from fur the attacks and confronting terrorist networks abroad are central priorities of U.S. foreign and domestic policy. Yet the transformation of the U.S. security apparatus after 9/11 and a range of new national security programs have generated widespread concern over the protection of international human rights, democratic norms, and a number of rights enshrined in the U.S. Constitution that form, collectively, the civil liberties of the American people.

Abstract:: As the administration of Barack Obama begins, the role of the United States in the international legal system will come under great scrutiny. The United States will seek to strengthen its relations and enhance cooperation with its traditional allies. In doing so, it should work to restore the confidence of those allies that the United States will work with them to strengthen the international legal system and international institutions and resume its historical role of leadership in this task. Announcing its intention to close the Guantanamo detention camp is a significant step in the right direction, but only a first step.

Abstract:: Throughout 2006, allegations of U.S. involvement in "renditions" of suspected terrorists from Europe to prisons in Afghanistan and elsewhere reverberated around European capitals. Charges that the United States had established secret prisons in some European countries raised the temperature even further. The European Parliament and the Council of Europe initiated investigations, while some European leaders called for the United States to close its detention facility in Guantanamo, describing the facility as contrary to international law.
