He praises India for its “statesman like” behavior following the Mumbai terrorist attacks, refers to a “syndicate” of terrorism, and assures India that the US would not depart from Afghanistan precipitously. Jan. 19-20, 2010: Indian Home Secretary G.K. Pillai holds talks with Myanmar about cooperation on the insurgency situation in northeast India. Jan. 19-23, 2010: Malaysian Prime Minister Najib Razak makes a state visit to India, the first in six years by a Malaysian leader. Jan. 24-26, 2010: President Lee Myung-bak of the Republic of Korea (ROK) makes a state visit to India as the chief guest at India"s annual Republic Day celebration. Abstract:
With a rise in terrorist activity spreading fear through highly publicized attacks, Pakistan's media landscape has increasingly been used as a battleground between those seeking to promote violent conflict and others seeking to manage or deter it. Pakistan's media community has not yet developed an adequate or widely accepted strategy for responding to this context of persistent extremism and conflict. The rapid rise of extremist radio stations in the Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KPK) provinces has paralleled an increase in terrorist attacks, facilitated by affordable access to FM radio, loose government regulation of broadcast media and militant control of pockets in KPK and FATA. Negative media attitudes toward the Pakistan-U.S. relationship often reflect national political differences and market incentives for sensationalist coverage. These attitudes can be transformed through changes in the diplomatic relationship between the countries based on open communication rather than institutional media reform.

123. Secret Weapon: High-value Target Teams as an Organizational Innovation

Abstract:
This study argues that interagency teams were a major catalyst in turning around the Iraq War, and that they will disappear from America's arsenal unless the knowledge base supporting the innovation can be secured. Most explanations credit the dramatic reduction in violence in Iraq between 2007 and 2008 to new U.S. leadership, the surge in U.S. forces, and/or U.S. financial support to Sunni tribal leaders. In contrast, we argue that the United States employed an underappreciated organizational innovation—interagency teams—to put insurgent clandestine organizations on the defensive and give population security measures a chance to take effect.

Abstract:
The Ethiopian invasion of Somalia in 2006, supported by the U.S, had the unintentional consequence of fueling splinter insurgent groups including Al-Shabab and Hizbul Islam. Currently Somalia faces a humanitarian crisis with 3.6 million people displaced. Countering the insurgency and alleviating the humanitarian crisis in Somalia demands a creative rethinking of international policy. While the 2008 Dijbouti Accord created a more inclusive Transitional Federal Government (TFG), the international community must weigh whether continued support for the TFG will bring real progress in governance or if it will strengthen popular support for the insurgency. If the international community sees support for the TFG as beneficial, they could consider policies including: Flooding Somalia with development aid and investing in civil society; Expanding the African Union (AU) peacekeeping mission to include representation from other Muslim countries; Finding creative solutions for inter-Somali governance and reconciliation. If the international community calculates that support for the TFG is not beneficial because it will only fuel the insurgency, they should consider a policy of "constructive disengagement," withdrawing support from the TFG and the AU peacekeeping mission, while simultaneously investing in local and regional development projects.

Yemen's reemergence in the headlines as a crucial player in the fight against al-Qaeda raises questions about Washington's next steps. What sort of relationship will the Obama administration have with President Ali Abdullah Saleh, the longtime leader of what could be the world's next failed state? Saleh spoke with President Barack Obama by telephone on December 17, 2009, and later met in Sana with General David Petreaus, the head of U.S. Central Command, on January 2. But the lessons of Saleh's relationship with the Bush administration suggest that close ties can be matched by sharp policy differences.

126. Strengthening the IAEA: How the Nuclear Watchdog Can Regain Its Bark

Abstract:
The United States has a great interest in the success of the International Atomic Energy Agency (IAEA), given the important role it can play in reducing the risks of nuclear proliferation and nuclear terrorism. Stalled investigations of Iran and Syria have put the credibility of the IAEA at stake. The agency detected neither Iran’s hidden uranium enrichment facility near Qom nor the reactor being constructed by Syria near al Kibar. These examples underscore the importance of strengthening the agency’s verification capability, by both increasing its authority and sharing more information. The IAEA can also help shape the global growth of nuclear power, ensuring the highest levels of safety and security, while discouraging the spread of sensitive technologies that can be misused to build nuclear weapons. The IAEA Board of Governors’ recent decision to establish a nuclear fuel bank in Russia is a step in the right direction. Success requires a new “Spirit of Vienna”—a willingness of delegates to work toward consensus on even difficult topics—surrounding the agency’s important role in nonproliferation. It also requires a conscious effort by the new Director General to remove the politics from IAEA business and return the agency to its technical mandate.

Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.

Abstract:
Although al-Qaeda in the Arabian Peninsula (AQAP) is not the biggest problem -- or even the biggest security challenge -- facing the Yemeni government, the United States and much of the international community still place it above other issues. Successful counterterrorism is directly linked to state stability. If Yemen becomes a failed state within the next few decades, U.S. counterterrorism objectives would be decisively undermined. The challenge for U.S. policy is finding a way to bolster the struggle against AQAP without exacerbating other aspects of Yemen's overlapping security, economic, and political crises.
