611. A Fresh Approach to US Energy Security and Alternative Fuels: The Western Hemisphere and the Ethanol Option

Abstract:
Spurred by world events, energy security has vaulted to the top of the US political agenda. Concerns about supply interruptions and rising prices sped approval of an energy bill which Congress had in the works for nearly five years. Moreover, the growing prominence of the nation's energy challenges, drew special attention from President Bush in his 2006 State of the Union Address, sparking a renewed search for viable alternative fuels. Of those, ethanol is receiving the lion's share of attention. This paper will argue that the new US focus on energy alternatives will undoubtedly impact the ethanol and agriculture markets. However, this discussion will also advance the notion that a key element of an effective ethanol strategy from both cost and environmental perspectives lies in forging technological and open trading relationships in the Western Hemisphere, particularly with Brazil and Canada.

Abstract:
Many observers have been predicting that Ramzan Kadyrov will assume the Chechen Republic's presidency soon, after he reaches the constitutionally-mandated minimum age of 30 on October 5. On August 10, for example, Kommersant quoted Frants Klintsevich, deputy chairman of the pro-Kremlin United Russia party's faction in the State Duma, as saying he had no doubts that Kadyrov, who is currently Chechnya's prime minister, would become Chechnya's president this fall. Other observers, however, have begun to express doubts about whether Kadyrov will become Chechnya's president, at least in the near term.

The Financial Times reported on April 19 that Russian Deputy Foreign Minister Sergei Kislyak had lodged a formal protest with the U.S. Ambassador to Moscow, William Burns, the previous day over The Jamestown Foundation-sponsored conference held in Washington on April 14 entitled "Sadullaev's Caucasian Front: Prospects for the Next Nalchik." RIA Novosti reported on April 18 that the Foreign Ministry had summoned the U.S. ambassador to, in the news agency's words, "hand him a note of protest against a seminar in Washington which it said called for new terrorist attacks in Russia." According to RIA Novosti, the ministry claimed that during the conference "the floor had been given to speakers who called for new terrorist acts in Russia." The news agency quoted the ministry as saying that "[t]he organization of such events in the United States contradicts the country's international obligations in the sphere of counter-terrorism" and that "[s]uch concessions on the part of Washington to Chechen militants and separatists also run counter to the spirit of partner-based bilateral anti-terrorist cooperation, and damage bilateral relations."

614. The Rise and Fall of the Bush Doctrine: the Impact on Transatlantic Relations

Abstract:
Between 2002 and 2005, a relatively coherent and profoundly renewed strategic approach to international relations was developed by the Bush administration. Premised on an optimistic assessment of great power relations (”a balance of power that favors freedom”), it emphasized the importance of promoting democracy as a way to solve many of the long-term political and security problems of the greater Middle East. It rested on the view that American military power and assertive diplomacy should be used to defeat tyrannies, challenge a pernicious status quo and coerce states into abandoning weapons of mass destruction and support for terrorism - without worrying too much about legitimacy or formal multilateralism. The Bush doctrine led to tensions with the Europeans, who for the most part shared neither the world view that underpinned it nor its optimism about possible results, especially as far as geopolitical stability, terrorism and weapons of mass destruction were concerned. Then, in 2005, two silent developments took place: the Bush administration, while insisting on staying the course rhetorically (through “transformational diplomacy”), reverted to classical realism in its actual diplomacy - largely for reasons of expediency. China and India, on the other hand, imposed themselves on the global agenda, bringing multipolarity back into the picture of the world to come. While generally closer to European views, the new American realist line remains distinct from the European insistence on strengthening the rules and institutions of global governance.

615. The Unraveling of the Atlantic Order: Historical Breakpoints in U.S.-European Relations

The argument of this paper is that the Atlantic order is in the midst of a fundamental transition. The transatlantic discord that has emerged since the late 1990s marks a historical breakpoint; foundational principles of the Atlantic security order that emerged after World War II have been compromised. Mutual trust has eroded, institutionalized cooperation can no longer be taken for granted, and a shared Western identity has attenuated. To be sure, the Atlantic democracies continue to constitute a unique political grouping. But as scholars and policy makers alike struggle to diagnose the troubles that have befallen the Atlantic community and to prescribe mechanisms for redressing the discord, they would be wise to recognize the scope of change that has been taking place in the Atlantic order.

616. The Idea of the West:: Changing Perspectives on Europe and America

America owes its origins to Europe and is unthinkable without Europe, but there has always been a strand of American thinking which has downplayed the connection and wished to assert the exceptionalism of the American experience and the need for America to keep Europe at a distance to involve contamination from its old, corrupt power politics. Europeans were fascinated by the new world unfolding in America, which contrasted so sharply with their own, yet was so intimately related to it. At the same time they regarded America as for the most part a novice and outsider in world politics. Recently roles have been reversed, with many Europeans condemning America as a new Empire, while many Americans accuse Europe of refusing to share the burdens and make the hard choices needed for global leadership. The idea of the West which for four decades united Western Europe under American leadership after 1945 has been undermined. Different current meanings of the 'West' are explored through recent arguments about the nature of the relationship between Europe and America, focusing on narratives of security, modernity and ideology. A number of possible scenarios for the future of this relationship are then outlined.

617. North Korea's Nuclear Test: The Fallout

Abstract:
The North Korean nuclear standoff entered an even more troubling phase with Pyongyang's test of a nuclear device on 9 October 2006. Condemnation was nearly universal, and the UN Security Council moved quickly to pass Resolution 1718 unanimously less than a week later. The test stirred China to take an unusually strong line against its ally, joining UN sanctions and dispatching a senior envoy to Pyongyang. On 31 October, after talks in Beijing with the U.S. and China, Pyongyang agreed to return to the six-party talks. The resumption of a diplomatic process is welcome but will likely face the same pitfalls as earlier rounds in which progress was undermined by a lack of clear understandings between North Korea and the U.S. While the six-party talks are a useful forum, resolving the nuclear issue will also require committed bilateral negotiations that address in detail North Korea's security concerns and U.S. demands for complete disarmament and intrusive verification. China's strong response may prove to be a major new factor pressing North Korea to offer more concessions in the talks, but only if the U.S. is prepared to set the table with a far more specific and appetizing menu than it has thus far.

Abstract:
The war in Afghanistan represented an eastward shift in the United States' international focus. Previously concentrated on the Middle East, the United States has reconfigured its foreign policy directives to include interests east of the Middle East. The shift was long overdue. Central Asia is a rising regional security concern, and Chinese and Russian actions therein have cultivated robust political ties. Resulting cooperatives and agreements promote Chinese and Russian regional objectives. The Shanghai Cooperation Organization (SCO) originally consisted of five Central Asian and Asian countries (the Shanghai Five), ostensibly to unify signatories on economic, social and political platforms. However, the SCO is often a proxy to advance Chinese and Russian interests.

Abstract:
On Oct. 2 two U.S. and one Afghan soldier were killed in an insurgent attack in Kunar province. Three Americans were also wounded. A U.S. patrol was targeted by a suicide bomber in eastern Afghanistan on Oct. 7 – the five-year anniversary of the launch of Operation Enduring Freedom – no casualties were reported. Six men delivering aid from American forces were killed by a roadside bomb in eastern Afghanistan on Oct. 14. U.S.-led coalition and Afghan troops raided an insurgent hideout in Ghazni Province on Oct. 17; one soldier was wounded and three militants killed.

This report is prepared annually to provide Congress with official, unclassified, quantitative data on conventional arms transfers to developing nations by the United States and foreign countries for the preceding eight calendar years for use in its various policy oversight functions. All agreement and delivery data in this report for the United States are government-to-government (FMS) transactions. Some general data are provided on worldwide conventional arms transfers by all suppliers, but the principal focus is the level of arms transfers by major weapons suppliers to nations in the developing world.
