361. The Azerbaijan-Russia-Turkey Energy Triangle and its Impact on the Future of Nagorno-Karabakh

Abstract:
Following the dissolution of the Soviet Union, the Caucasian-Caspian region has become a stage for the collision of opposing foreign security and energy policies. After 16 years of a very fragile ceasefire, the peace process between Azerbaijan and Armenia over the disputed region of Nagorno-Karabakh continues to depend not only on the attitudes of the conflict parties, but also and perhaps even more on the re-organization of the region at the political, security and energy levels. Three main developments can affect the prospects for conflict resolution in Karabakh: the parties' growing frustration with the OSCE Minsk-Group mediation; the US-brokered Turkish-Armenian rapprochement and the deterioration in US-Azeri relations; and finally, Russia's resurgence in the region. These three inter-related factors could result in a new regional scenario marked by the emergence of an energy triangle between Azerbaijan, Russia and Turkey, which in turn could impact on the destiny of Nagorno- Karabakh.

Abstract:
The United States is being outmaneuvered in the international forums that will determine the future of the Internet. Led by Russia and China, nondemocratic regimes are organizing into a united front to promote a vision of the Internet that is tightly controlled by states. That vision is increasingly attractive to many Western nations wrestling with interrelated threats of cybercrime, industrial espionage, and cyber warfare. The United States must actively combat these threats while it works to protect U.S. national interests in the preservation and extension of the Internet as a platform for increased efficiency and economic exchange. Protecting this interest requires far more extensive engagement within Internet governance forums to shape the future of the network in a way that addresses security concerns without resulting in a cure that is worse than the disease.

Abstract:
The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

Abstract:
Exerting influence in the wider Black and Caspian Seas region is becoming a crucial element in Russia's current geopolitical strategy. Energy and security are two of Moscow's primary concerns relating to the region. Turkey, the EU, and the United States, as well as international energy companies will have to be aware of the operational instruments which Moscow has been deploying as part of its geopolitical strategy in the region, which include: 1) inserting itself into the domestic political affairs of its post-Soviet neighbors; 2) simultaneously acting as a crisis mediator/peacekeeper and fostering regional tension to provoke further crisis; 3) behaving as the regional “strong man” in the name of protecting Russian minorities; 4) strengthening energy ties with other former-Soviet Republics in the region; and 5) striking bilateral commercial deals with select Western corporate partners and governments. The deployment of such instruments will ensure that Moscow's approach to regional geopolitics will remain purposefully unpredictable and full of intrigue, and will invariably continue to take other regional actors by surprise.

Abstract:
Since the late 1990s, Japan has sent increasing numbers of its military forces overseas. It has also assumed a more active military role in the U.S.-Japan alliance. Neither conventional constructivist nor realist approaches in international relations theory can adequately explain these changes or, more generally, changes in Japan's security policy since the end of World War II. Instead, Japan's postwar security policy has been driven by the country's powerful antimilitarism, which reflects the following normative and realist factors: pacifism, antitraditionalism, and fear of entrapment. An understanding of the influence of these three factors makes it possible to explain both Japan's past reluctance to play a military role overseas and its increasing activism over the last decade. Four case studies-the revision of the U.S.-Japan Security Treaty in 1960, the anti-Vietnam War period, increases in U.S.-Japan military cooperation during détente, and actions taken during the administration of Junichiro Koizumi to enhance Japan's security profile-illustrate the role of antimilitarism in Japan's security policy. Only through a theoretical approach based on analytical eclecticism-a research strategy that considers factors from different paradigms-can scholars explain specific puzzles in international politics.

368. State of Affairs: Three Years After Nisoor Square: Accountability and Oversight of U.S. Private Security and Other Contractors

Abstract:
On September 16, 2007, Black water Worldwide (now X e) private security contractors working for the U.S. Department of State killed 17 unarmed civilians and wounded 24 more in an unprovoked incident in Baghdad's Nisoor Square. A political firestorm immediately ensued in Iraq, the United States and around the world. The incident exposed what had been clear for several years: The United States lacked a coordinated, systematic policy for overseeing private contractors abroad and holding them accountable for serious violent crimes. Now, the United States' reliance on private security contractors in zones of armed conflict is increasing as is the urgent need for effective contractor oversight and accountability. Private contractors continue to outnumber U.S. military forces in Iraq and Afghanistan, and both the surge in Afghanistan and the drawdown in Iraq require additional support from private security and other contractors. It is estimated that up to 50,000 contractors will be required to support the Afghan surge and, with the military drawdown in Iraq, the Department of State plans to more than double the number of private security contractors it employs from 2,700 to 7,000. As Iraq and eventually Afghanistan move from military to civilian control and private contractors replace military forces there, the so-called jurisdictional gap over non-Defense contractors widens. If we learned anything from Nisoor Square it is that oversight and accountability gaps must be filled prior to increasing our private contractor force in conflict zones.

In spite of a 1998 declaration of their interest in joint leadership of global responses to cyber security challenges, the two countries have acted more often than not like enemies guarding sensitive national security secrets rather than as allies committed to protecting common interests in the global digital economy and the socially networked world.

370. Juggling the New Triad--Energy, Environment and Security: A Case Study of the Canadian Oil Sands

The desire to acquire reliable and cheap sources of energy has long been linked to security objectives. When the British fleet transferred from coal to oil, First Lord of the Admiralty Winston Churchill saw to it that the British government acquired a controlling interest in the Anglo-Persian oil company (the forerunner of today's BP). In more recent years President Nixon argued for energy independence in the face of the Arab oil embargo and skyrocketing oil prices that increased twenty fold in less than a decade. And if the U.S. Department of Defense today were considered as an independent energy consumer similar to sovereign states it would outrank more than 100 countries, including such states as Sweden. Among the great powers, China in particular has linked geostrategic calculations with acquiring secure and affordable energy sources. Acquiring such sources is thus for most states a desirable objective which enhances a state's autonomy and security. Similarly, further development of such supplies is expected to correlate with enhanced security. Both objectives, however, stand in uneasy tension with new environmental concerns. Pending dramatic advances in renewable energy production, fossil fuels, such as oil and natural gas, remain key sources of energy. Indeed, in the United States 95% of the energy used in the transportation sector derives from oil. Consequently, the desire to become more energy independent or acquire reliable supplies of such energy will for the foreseeable future lead to the continued use and even further exploitation of fossil fuels. Yet, the consumption and production of fossil fuels has been one of the key sources of greenhouse gases.And if, environmental degradation in turn leads to conflict, as, for example, the work of Homer Dixon has suggested, then environmental concerns must also enter into the agenda that is usually reserved for traditional security calculations (Homer Dixon 1999).
