- President Obama's 2012 budget plan maps out a future of steady increases for the National Defense account (apart from war costs, which the budget presumes will decline). The budget sets the base or peacetime portion of national defense to rise from $551.9 billion in 2010 to $637.6 billion in 2016 - a boost of about 15.5%. This increase exceeds the expected rate of inflation by about seven-tenths of a percent per year.

273. Cyberspace Governance: The Next Step

- After years of dismissing the utility of international negotiations on cyberspace, U.S. officials now say that they will participate in talks to develop rules for the virtual world. But which norms should be pursued first and through which venues? As a start, the United States should issue two “cyber declaratory statements,” one about the thresholds of attacks that constitute an act of war and a second that promotes “digital safe havens”—civilian targets that the United States will consider off-limits when it conducts offensive operations. These substantive statements should emerge from a process of informal multilateralism rather than formal negotiations. Washington should engage allies and close partners such as India first and then reach out to other powers such as China and Russia with the goal that they also issue similar statements. Washington should also reach out to the private corporations that operate the Internet and nongovernmental organizations responsible for its maintenance and security.

275. The EU's Experience with Security Sector Governance

- Civilian oversight ministries are essential to broader efforts to strengthen the performance and responsiveness of security and law enforcement forces. Ministries facilitate coordination among agencies, hold personnel accountable to law and policy, perform administrative functions, shield forces from political interference, and enable civilian oversight through the legislature, civil society, and other mechanisms. Failure to support these roles can undermine efforts to strengthen law enforcement and improve citizen safety in countries affected by conflict or instability. The European Union has extensive experience supporting oversight ministries, having prepared twenty-one ministries of interior to join the EU. The European Commission has assisted ministries in developing countries around the world, while the European Council has deployed civilian missions to crisis environments to establish security and the rule of law. Efforts to develop the laws, procedures, and organizational structures needed for effective oversight ministries face numerous challenges, from limited human capacity to political and organizational resistance, especially in countries transitioning from conflict or authoritarian rule.EU enlargement provided a unique incentive for countries to overcome obstacles to transforming their ministries and improving security sector governance. EU institutions helped translate this incentive into organizational changes by helping candidate countries define a clear structure and vision, deploying experienced experts from EU member states, and managing resistance through coordinated political engagement in support of clearly defined benchmarks. In crisis and stabilization countries, the EU has faced greater challenges. Without a strong external incentive, weak capacity and severe political tensions have undermined assistance efforts. The EU has been enhancing its capabilities for deploying skilled personnel to these environments and for leveraging member states' relationships with countries affected by conflict, to help them overcome political obstacles. Yet the EU has often struggled to achieve the coherence among member states and institutions necessary to support locally driven reforms. The United States can learn from the EU's successes and challenges by paying attention to the role of oversight ministries in the development of security and law enforcement forces overseas. To build its capacity to strengthen oversight ministries and other components of security sector governance, the United States should recruit personnel with broader sets of skills, improve coherence among agencies providing assistance, and deepen cooperation with the EU and other donor countries. Through collaboration in headquarters and in the field, the EU and the United States could complement each other's strengths and pursue common approaches to fostering institutional change in the security sector.

- In the area of security, the Czech Republic and the U.S. should build closer cooperation around President Obama's Prague Agenda, NATO Ballistic Missile Defence project and in the field of post-conflict reconstruction while working together to mitigate obstacles to constructive NATO-EU relations. In economic relations, they should enhance cooperation taking full advantage of the Strategic Dialogue framework both in terms of discussing global and transatlantic trade issues, and in boosting bilateral commerce. Regarding values, they should cooperate more on democratic transition in Eastern Europe, including through the framework of Eastern Partnership in which the U.S. should become involved.

- Despite the efforts put into negotiations, they have created a self-perpetuating cycle of disappointment, frustration and empty dialogue. With contradictory Palestinian and Israeli agendas - Palestinians negotiating for an independent state, an end to occupation, etc., and Israel negotiating primarily over security concerns - one must question the reason behind prolonged negotiations. Is US mediation, accused by many of extreme bias towards Israel, to blame? Or are negotiations an Israeli objective to execute a particular political agenda? In spite of the international community's recognition of establishing an independent Palestinian state, the current reality on the ground undermines any creation of one. This reality was allowed only by the strategic prolonging of negotiations. A particular focus on the proceedings following the Oslo Accords explains how Palestinian-Israeli negotiations have been used to pursue a particular objective.

- Submerged tensions between India and China have pushed to the surface, revealing a deep and wide strategic rivalry over several security-related issues in the Asia-Pacific area. The U.S.-India nuclear deal and regular joint naval exercises informed Beijing's assessment that U.S.-India friendship was aimed at containing China's rise. China's more aggressive claims to the disputed northern border—a new challenge to India's sovereignty over Kashmir—and the entry of Chinese troops and construction workers in the disputed Gilgit-Baltistan region escalated the conflict. India's reassessment of China's intentions led the Indian military to adopt a two-front war doctrine against potential simultaneous attacks by Pakistan and China. China's rivalry with India in the Indian Ocean area is also displacing New Delhi's influence in neighboring countries. As China's growing strength creates uneasiness in the region, India's balancing role is welcome within ASEAN. Its naval presence facilitates comprehensive cooperation with other countries having tense relations with China, most notably Japan. India's efforts to outflank China's encirclement were boosted after Beijing unexpectedly challenged U.S. naval supremacy in the South China Sea and the Pacific. The Obama Administration reasserted the big picture strategic vision of U.S.-India partnership first advanced by the nuclear deal. Rivalry between China and India in the Indian Ocean, now expanded to China and the United States in the Pacific, is solidifying an informal coalition of democracies in the vast Asia-Pacific area.

- Taking Robert Kagan's imagery of US-Mars and Europe-Venus as a point of departure, this article probes into how the naturalised reproduction of Europe in the text of the European Security Strategy (ESS) discursively occurs through intermeshing gendered and racialised discourses. The article therefore offers a narrative that has been largely silenced in conversations about the EU as a global security actor. By paying attention to embedded 'sticky' gendered and racialised signs in the text of the ESS, the article argues that the delineations drawn to secure Europe in the text of the ESS also engender 'Europe' as multiply masculine by dividing the world into sharp spatio-temporal distinctions. Echoing Europe's colonial past, the ESS represents its 'Others' as both feminised and subordinate. In this sense, the article argues that the European project of security-development as written in the ESS is both civilising (normative) and violently exclusionary - in contradistinction to many contemporary depictions of Europe as a normative power and a harbour of tolerance. The gendered and colonial grammar of these spatial and temporal distinctions work to naturalise a certain (re)production of 'Europe', yet haunt the secure Europe and the better world promised in the strategy.
