1. Libya's Growing Risk of Civil War

Abstract:
Long-simmering tensions between non-Islamist and Islamist forces have boiled over into military actions centered around Benghazi and Tripoli, entrenching the country's rival alliances and bringing them ever closer to civil war. On May 16, former Libyan army general Khalifa Haftar launched "Operation Dignity of Libya" in Benghazi, aiming to "cleanse the city of terrorists." The move came three months after he announced the overthrow of the government but failed to act on his proclamation. Since Friday, however, army units loyal to Haftar have actively defied armed forces chief of staff Maj. Gen. Salem al-Obeidi, who called the operation "a coup." And on Monday, sympathetic forces based in Zintan extended the operation to Tripoli. These and other developments are edging the country closer to civil war, complicating U.S. efforts to stabilize post-Qadhafi Libya.

Abstract:
Encouraging signs have emerged that the collapse of federal government control in Iraq may have slowed and that Baghdad is beginning the transition to counteroffensive operations to regain ground. Massive mobilization of largely Shiite volunteers has given Baghdad an untrained but motivated "reserve army" that can be used to swamp cross-sectarian areas around the Iraqi capital. All available formed military units have been pulled out of reserve and brought toward Baghdad to defend the capital. In this effort, all Department of Border Enforcement units have been relocated from the country's borders, and Iraqi army and Federal Police units have been redeployed from southern Iraq. Isolated federal government units are scattered across northern Iraq, in some cases hanging on against Sunni militants with the support of adjacent Kurdish forces.

Abstract:
Jihadists are steadily capturing territory and resources and establishing a state in Syria and Iraq. The most capable jihadist group, the Islamic State of Iraq and Sham (ISIS), now controls swathes of territory, energy resources, and sophisticated military hardware in both countries. Although the extremists are currently occupied with fighting other nonregime armed groups and the Syrian and Iraqi regimes, these efforts are a means to an end: building a state from which to confront and target the United States, its allies, and its interests in the region. These jihadist groups also bring boundless suffering to the populations they control, and serve as a magnet for and inspiration to jihadists worldwide.

Abstract:
Kurdistan Regional Government (KRG) President Massoud Barzani will be visiting the White House on April 4 and meeting with President Barack Obama. Discussions are likely to involve Kurdish concerns about Iraq's prime minister, but may largely focus on defining what Vice President Joseph Biden termed as a "special relationship" between the U.S. and Kurds during his visit to Arbil last December. Relations between the governments of the United States and Kurdish Region have grown and deepened considerably since the 2003 U.S.-led military invasion of Iraq. The Kurds continued to be staunch proponents of the American presence and ongoing engagement in Iraq.

5. The Islamic State of Iraq and the 'Destroying the Walls' Campaign

Abstract:
Since the withdrawal of U.S. Forces from Iraq in December 2011, the rate and lethality of attacks against civilian targets have steadily risen. Most notably, there have been seven major attack waves, defined here as a series of simultaneous and coordinated attacks that target at least 10 cities within one day. The attacks targeted a combination of security posts, government facilities, and Shi'ite shrines and neighborhoods. The Islamic State of Iraq (ISI), an umbrella organization formed in 2006 for many Sunni insurgency groups including al-Qaeda in Iraq (AQI), has claimed credit for a large majority of these attacks.3 This summer has seen a further alarming development with the announcement of ISI's "Destroying the Walls" campaign.

Abstract:
The perception of Muslims living in the United States has deteriorated dramatically since the terrorist attacks on September 11th, 2001. U.S.-Muslims, a group that had already faced discrimination prior to the attacks, became even more visible to the public. Non-Muslim Americans began questioning American Muslim loyalties to the United States as well as their commitment to being “good” citizens. Such doubt extended to the political arena as well, prompting intrusive inquiries into Muslim-affiliated civic and political organizations and their members. Even non-Muslims with Muslim affiliations or Muslim- sounding names or appearances have been subject to public scrutiny. For example, despite identifying as a Christian, President Barack Obama's religious affiliation has been continually doubted by some due to his Kenyan Muslim heritage and his middle name, Hussein. Though a decade has passed since the events of September 11th, the role of American Muslims, and whether they can at all be trusted, remains a popular concern and a topic of household conversation.

Abstract:
In recent years, public officials in the United States and terrorism analysts here and abroad have warned of an increasing threat of Muslim homegrown terrorist attacks. The terrorist attacks in Madrid in 2004 and in London in 2005 perpetrated by European homegrown terrorists have contributed to these concerns, as has the surge in terrorist-related arrests in the United States in 2009 and 2010. Among these are the high-profile arrests of Maj. Nidal Hasan, who engaged Securityin a deadly shooting spree at Fort Hood, Texas, in November 2009, and Faisal Shahzad, who attempted to bomb Times Square in May 2010. A closer look at the evidence, however, reveals that the threat of American Muslims engaging in lethal attacks in the United States has been frequently overstated.

Abstract:
In light of the ongoing threats issued by Al Qaeda against the United States and its allies, the need to prevent the radicalization of young Muslim men and women remains as pressing as ever. Perhaps nowhere is this task more urgent than in the countries of West Africa. The global expanse of the ongoing war on terror places these territories in the frontline. With large Muslim populations that have hitherto remained mostly impervious to the advances of Islamism, the challenge now confronting the Nigerian government and the international community is ensuring that this remains the case. But in recent years, Islamist groups have been highly active in the region. The aim of this monograph is to assess the potential of Nigeria's Sufi Brotherhoods to act, both individually and collectively, as a force for counter-radicalization, to prevent young people from joining Islamist groups.

On 18th July 2010, in one of the deadliest single terrorist strikes in Iraq this year, nearly forty three persons were killed and many were left seriously injured. The prime target of the latest terror strike were the members of the so called 'Sunni Awakening' Movement, consisting of motley groups of Sunni tribesmen of Iraq who have been recruited and used by the US army and the Iraqi administration as vigilante groups to target the insurgency groups and Al Qaeda operatives within the country since 2006. Similar Shiite vigilante groups have also been propped up in Iraq primarily to target Shiite insurgency groups like the Al Mahdi. Though such terror strikes in conflict ridden Iraq and Afghanistan have almost become incidents of everyday occurrence, the recent attack signifies another ominous trend- the American efforts to extend their version of a privatized counterinsurgency war, oblivious to the associated dangers and long term implications in areas where such strategy is being implemented.

10. Promise, Peril for Iraq's New Government: Interview with Joost Hiltermann

After nine months of political wrangling, Iraq's parliament confirmed Prime Minister Nouri al-Maliki's new coalition government December 21. Though the government is "a good basis for setting out," says Iraq expert Joost Hiltermann, there's much uncertainty about how cohesive it will be and whether the inclusive government formed can govern. Hiltermann says there are questions about who will head the three major security ministries, whether a new National Council for Strategic Policy--designed as a "real check" against Maliki's power--will be approved by parliament, and whether Ayad Allawi, who headed the Iraqiya bloc that won the most seats in the election, will want to head that council. The United States pushed a power-sharing agreement "that went beyond the sharing of ministerial positions," says Hiltermann, but it remains to be seen whether various factions, including the prime minister and his allies, will allow that to happen.
