251. Human Population and Environmental Stresses in the Twenty-first Century

Abstract:
Human populations have put pressure on their natural surroundings throughout history. Yet the world is now facing truly global environmental challenges and rapid population growth in the final half of the twentieth century is a critical component to understanding these phenomena. In his article, Ambassador Richard Benedick examines a host of population dynamics and their complex interlinkages with three representative environmental issue areas: forests, freshwater resources, and climate change. These connections raise the importance of meeting the commitments made at the 1994 Cairo International Conference on Population and Development. Benedick maintains that investments in measures to slow the rate of population growth-and thereby to reach a stable population earlier, and at lower levels, than under current trends-would significantly reinforce efforts to address the environmental challenges of the century ahead, and considerably lower the cost of such efforts.

Abstract:
Infectious diseases are a leading cause of death, accounting for a quarter to a third of all deaths worldwide. The spread of infectious diseases results from both human behavior such as lifestyle choices, land-use patterns, increased trade and travel, and inappropriate use of antibiotic drugs, as well as mutations in pathogens. These excerpts from a January 2000 National Intelligence Estimate highlight the rising global health threat of new and reemerging infectious diseases. The National Intelligence Council argues that the infectious disease threat will complicate U.S. and global security over the next twenty years. These diseases will endanger U.S. citizens at home and abroad, threaten U.S. armed forces deployed overseas, and exacerbate social and political instability in key countries and regions in which the United States has significant interests, according to the report.

Abstract:
Inflation has begun to accelerate throughout the OECD-area, mainly as a result of higher oil prices. The increase comes from a low base and official forecasts suggest that the price outlook is generally benign. However, a further tightening of monetary policy in order to contain inflation at these low levels is now probably the most important threat to asset market valuations and the continued expansion of the global economy. Product market liberalisation, globalisation and the advent of the internet have brought real and lasting changes in pricing behaviour that will not disappear with a global upturn. These trends have been reinforced by improvements in the operation, credibility and effectiveness of national monetary policies. Nevertheless, historical experience suggests that inflationary pressures could accelerate rapidly as the major economies enter their first period of coincident growth since 1988-90. The result is likely to be tighter monetary policy rather than permanently higher inflation and long-term interest rates.

Contrary to the United States, the European Union (EU) has established a single technical standard for second generation wireless telecommunications. The successful creation of the pan-European digital standard GSM is of utmost industrial significance. It has provided Europe's equipment manufacturing industry with a market large enough to exploit economies of scale and has thus enabled European manufacturers to become world leaders in the mobile communications industry. Given the centrality and crucial importance of wireless technology for the emerging information society and digital economy, the story of the establishment of GSM is of interest to anybody studying the growth and trajectory of digital technology and its commercial applications. After all, the nature of digital economies implies that control over network evolution translates into control over the architecture of the digital marketplace, as François Bar has argued. Hence, control of and influence over network evolution has global economic ramifications. In addition, however, the political process that enabled GSM featured pivotal supranational leadership in the form of European Commission initiatives in a domain that has traditionally been dominated by national players. Grasping standard setting in the case of GSM thus also contributes to an understanding of the changing governance patterns of the European economy and consequently is of interest to anybody concerned with issues of European integration as a whole.
