This paper provides recommendations for the “play book” used by policy makers and emergency preparedness practitioners in assembling the elements necessary to effectively plan for and respond to terrorist actions by developing critical relationships, building systems, and setting training and funding priorities. It is not intended to be a model plan but to offer practical guidance, based on our expertise, for planning effectively, spending wisely, and making our nation safer. This document is divided into sections by subject matter, with a brief overview for that particular section followed by a series of recommendations.

Abstract:
With the U.S. withdrawal from the Kyoto Protocol and the agreement's likely entry into force, it appears that the United States and the rest of the world will go their separate ways on climate change. The United States now faces a stark choice: Do nothing, join Kyoto, or come up with a policy of its own. The first option would be unwise, environmentally and politically. The second would require an embarrassing flip- flop by the Bush administration. This leaves the third option: proposing a credible U.S. approach separate from Kyoto.

Control of space is at the crux of the debate about the future of U.S. military space policy. The question is not about militarizing space. Clearly, we have been using and will continue to use space for military purposes. But, whereas we are currently using space assets to support terrestrial (ground, sea, and air) military operations, what Sen. Robert C. Smith (R-N.H.), the Space Commission (which was chaired by current Secretary of Defense Donald Rumsfeld), and others have proposed is that the United States move toward “weaponizing” space for space control.

205. Chinese and Indian Engineers and their Networks in Silicon Valley

Abstract:
In recent years, Asian immigrants have played an important role in Silicon Valley's growth, as suppliers of both engineering and entrepreneurial talent. Given their relatively large numbers, the Indian and Chinese communities' contributions have been particularly noted. The Indians' presence became more marked toward the last few years of the century, bolstered by arrivals working on the Year 2000 (Y2K) problem. The Chinese, by contrast, had older roots set down amid long-standing political, economic, and educational links with Taiwan. Both communities have formed extensive ethnic professional networks, with large memberships and well-attended, regular "networking" events, such as monthly meetings and special interest group sessions. The popularity of these events suggests that members find them valuable. While some of the value is probably noneconomic, the avowedly economic mission (see below) and long-term popularity of these gatherings means that most members primarily derive economic benefits. These networks and their members are the subject of this paper. The author acknowledges the collaboration of Professor AnnaLee Saxenian of the University of California, Berkeley, in the design of and data collection for the survey which forms part of this paper. It has become routine for Russian policy makers to characterize their various health and social problems—rising male mortality, HIV/AIDS, illegal drug use, even pension system reform—as threats to the stability and national security of their country. Russia's importance to American national interests was thrown in sharp relief by the events of September 11 and their aftermath. A stable, prosperous Russia is a crucial partner in the war on terrorism. The fact that so many of Russia's health and social indicators remain stagnant or in decline, despite limited improvement along some dimensions, should therefore be troubling to the United States.

Abstract:
Energy is at once the lifeblood and the bane of the modern world. Fossil energy has fueled tremendous economic growth over the past 150 years. The economic history of the United States is largely the history of extracting and using coal and oil. At the same time, the profligate use of these energy sources has created the world's most pressing environmental problems, and led to major national security concerns for the United States. Energy consumption is the primary source of greenhouse gas emissions, smog, acid rain, oil spills, and nuclear waste. American dependence on oil from the Middle East forces our hand on foreign policy and imposes high economic and human costs. It is becoming increasingly clear that America's—and the world's—current diet of fossil energy is not sustainable.

The tomato was widely regarded as poisonous in the United States and northern Europe as late as the 1830s, due to its relationship to the night-shade family of plants. There was such concern that in 1820, the state of New York banned their consumption. Tomatoes even had their own “Frankenfood” label: “wolf 's peaches.”

209. Productivity, Investment, and Current Accounts: Reassessing the Evidence

Abstract:
The most widely accepted explanation for the inverse association between private investments and current accounts [Glick and Rogoff, 1995] rests on data for manufactures through 1990. Is this consensus robust to revisions to the national accounts and the expansion of information technologies since 1990? To address this question I replicate their results and I find that post 1990 developments eliminate the support for such a conclusion. I also implement alternative formulations and find, again, a lack of empirical support for their findings. Thus I examine the role of measurement errors and focus on the treatment of the manufacturing sector as representative of the whole economy and the exclusion of the contribution of capital when measuring productivity. Correcting these two measurement errors restores to Glick and Rogoff's conclusion its original strength.

210. International Comparisons of Productivity Growth: The Role of Information Technology and Regulatory Practices

Abstract:
While information technologies (IT) are credited with the recent acceleration in productivity in the United States, many other industrial countries have not experienced a pickup in productivity growth. To explain this productivity divergence, we use panel data from 1992 to 1999 for 13 industrial countries and find that this divergence is driven in part by differences in both the production and adoption of information technologies. Based on this finding, we proceed to investigate what factors might play a role in explaining differences in IT adoption. Our results support the view that burdensome regulatory environments and in particular regulations affecting labor market practices have impeded the adoption of information technologies and slowed productivity growth in a number of industrial countries. We then develop a theoretical model with vintage capital and labor to evaluate the effect of more stringent labor market regulations on a firm's decision to adopt new technologies. We establish conditions under which a tax on firing workers delays the adoption of IT technology. These conditions occur when technological change is skill-biased and a firm must upgrade the quality of its workforce through labor turnover. The resulting delay in adopting IT technology then has negative implications for economy-wide productivity and is largely consistent with our empirical results.
