Abstract:
The government of the Democratic Republic of the Congo (DRC) led by President Joseph Kabila faces the prospect of collapse. Popular disaffection has grown as a consequence of endemic corruption and a failure to provide broad and sustained economic growth. The possibility of widespread violence around national elections scheduled for November 2011 as well as the emergence of antigovernment movements in the Kivus, Bas Congo, Katanga, or Equateur provinces could precipitate a major political and humanitarian crisis with destabilizing consequences for the region. Having provided billions in foreign assistance and UN peacekeeping support to the DRC and eager to avoid another violent catastrophe in central Africa, the United States faces a looming foreign policy challenge.

The broadest and toughest sanctions regime imposed on any country except Libya has not convinced Iran's leaders to abandon a program that appears aimed at developing nuclear weapons. Instead of seeking even more crippling economic penalties—such as an oil embargo—that would fracture the international consensus on Iran, the United States should tighten implementation of measures already in force and enact more sanctions linked to human rights, which have a wide constituency in Europe and demonstrate to the Iranian people that international concerns extend beyond nuclear weapons. The U.S. should also work with its diplomatic partners to craft new proposals that would couple acceptance of limited uranium enrichment with rigorous international monitoring, and encourage China, Iran's major trading partner, to use its leverage in support of nonproliferation.

Abstract:
The effect of the international sanctions on Iran is to deepen its current economic recession and make recovery very difficult if not impossible. In doing so, it will inflict pain on the general population. By prolonging the recession, the sanctions will hurt Iran's youth (15-29 year olds) particularly harshly, as they will bear the brunt of the resulting unemployment. They account for 70 percent of unemployment, and any improvement in their condition depends on economic recovery.

Abstract:
By all reckoning, the latest round of UN sanctions on Iran (Resolution 1929, 9th June 2010), backed up by further extension and expansion of the scope of US sanctions (June 2010) and imposition of EU sanctions on 26th July 2010, should make life very difficult for the Islamic Republic. The continued tightening of the sanctions regime indicates the serious concerns that Tehran have aroused over the development of its nuclear programme. Iran professes its commitment to only a civilian nuclear programme in conformity with its obligations under the Nuclear Non Proliferation Treaty (NPT); a large number of states of the international community suspect Iran of developing a military programme behind the cover of its legitimate civilian one. Tehran's protestations of innocence of the charge have regularly been dismissed by most of its neighbours, and even the International Atomic Energy Agency (IAEA) has not been fully satisfied on this point by Tehran. The issue has generated a set of proposed responses from various members of the international community, ranging from extreme options of surgical strikes against Iran's nuclear facilities (favoured by Israel, and under consideration in some segments of the US administration), through moderate options of international sanctions regime (favoured by most of the states, including USA and the EU) to the softer options of persuasion by continued and growing diplomatic engagement (China and Russia). Over the past two years, international opinion has steadily drifted towards a tight sanctions regime, reflected in the UN Resolution in June 2010 and that of the EU in July. Valid questions are, however, being raised about the efficacy of the international sanctions regime.

Abstract:
In September 2009, the United States announced a new course in its policy toward Burma following a seven-month review undertaken by the Barack Obama administration. Recognizing that decades of pursuing policies of isolation and sanctions had done little to influence change among Burma's military leaders, the United States introduced a policy of “pragmatic engagement.” Under this new policy, the United States will maintain its sanctions on Burma while simultaneously undertaking direct dialogue with senior leaders of the Burmese regime. Dialogue, according to the United States, will “supplement, rather than replace,” decades of U.S. sanctions policy. These talks have already begun, and the United States has indicated that any improvement in relations between the two countries is possible only when Burma's military regime enacts meaningful and concrete reforms in the country, particularly in the areas of democracy and human rights.

Abstract:
After banner initiatives in US policy toward Southeast Asia were unveiled in 2009 – the US-ASEAN Leaders Meeting, signing the ASEAN Treaty of Amity and Cooperation, and a 45-degree change in Burma policy that added engagement to sanctions – a loss of momentum in early 2010 was hardly surprising. President Obama's decision to delay his long-awaited trip to Indonesia twice in March added to the impression of a slump in relations with the region. The administration proved to be prescient in its warning last fall that greater engagement with the Burmese regime would not likely reap short-term gains when the junta announced restrictive election laws. However, in the first quarter of 2010 the US also moved forward on two regional initiatives – strengthening its interest in the TransPacific Trade Partnership, which could be a route to trade liberalization with several Southeast Asian countries, and preparing to establish a Permanent Mission to ASEAN. Despite Bangkok's ongoing political crisis and a new wave of “red shirt” protests, the US and Thailand implemented new rounds of two multilateral military exercises in this quarter, including the flagship Cobra Gold. At the end of the quarter the US and Vietnam signed a landmark Memorandum of Understanding on the development of civilian nuclear power facilities, a bilateral segue to the multilateral nuclear summit that Obama will host with 43 heads of state in mid-April.

37. A Comprehensive and Inclusive Peace Process for Chad

Abstract:
Analysts, policy makers and experts are now accepting that the conflicts in Chad and Sudan have mutually reinforcing dynamics. Chad's internal political instability is having devastating consequences on the peace processes in Sudan and the Central African Republic (CAR). The U.N. Security Council Sanctions Committee Panel of Experts on Sudan stated that Chad supports Sudanese insurgent groups with arms, ammunition, vehicles, food, training and safe haven. Violations of humanitarian law and international human rights continue unabated in the region and violators in eastern Chad operate in an environment of almost total impunity. A new U.S. Government strategy must be created to stabilize Chad and bring to an end the continued degradation of conditions in the region. This strategy must work in parallel with the peace process for Sudan and with the efforts led by the “Contact Group” to normalize Chad-Sudan relations.

Abstract:
On May 29, 2007, the Bush administration unveiled a long-anticipated package of sanctions against Sudan, designating thirty Sudanese companies for their ties to the regime of President Omar al-Bashir, as well as two government officials, a rebel leader, and a transportation company for their role in the Darfur genocide. In announcing the targeted companies and individuals, Treasury Secretary Henry Paulson stated that Washington was "calling attention to their horrific acts" and attempting to "further isolate them from the international community." Although these sanctions do not impose significant additional legal restrictions on business dealings with Sudan, they could nevertheless have some impact if they are effectively implemented.

39. Labour Markets and Employment Development in South East Europe

In contrast to the Central European transition countries, the economies of South East Europe (SEE) have been facing complex and interrelated political and economic problems. The dis solution of Yugoslavia combined with market losses, war in Bosnia and Herzegovina and Croatia, sanctions finally culminating in the Kosovo conflict were the main causes of political and economic instability in the whole region. Taking into account these factors, output recovery has been much slower in SEE than in the Central European countries. Measured in purchasing power standards, Croatia is the best per former in the region, with its GDP at about 38% of the EU average. Next comes Bulgaria (32%), whereas the respective values f or Serbia and Montenegro and Albania range between 15-17%. Looking at the economic performance in the 1990-2002 period, Croatia and Romania reached almost 94% of their pre-transitional level in 2002, followed by Bulgaria and Macedonia (about 88% each). Serbia and Montenegro, the worst-affected, reached only about half of what it was in 1990. The cumulative output decline there was one of the largest among all the Central and East European countries.

Abstract:
In the first half of 2003, postcommunist East European countries became pawns in two disputes between the European Union (EU) and the United States (US). The first, broadly covered by the Western media, was the clash over the US-led invasion of Iraq. The second was over the jurisdiction of the newly established International Criminal Court (ICC). Although the latter skirmish was less noticed in the wider world, it was in many ways the more significant of the two. In both cases, the small states of East and Central Europe were forced to choose between the conflicting demands of the EU and US. Unlike the battle over the Iraq war, EU member states were united on the point of not granting the US immunity in the ICC. Moreover, it was impossible to walk a tightrope between Europe and the US in the ICC case because it required decisive action, whereas on the question of whether or not to invade Iraqi, some postcommunist countries were able to lend tacit support to both sides. Finally, a lot more was at stake in the ICC issue, since both the US and the EU threatened defecting countries with concrete sanctions.
