1. Does More Choice Lead to Reduced Racially Polarized Voting? Assessing the Impact of Ranked-Choice Voting in Mayoral Elections

Abstract:
Politics in American cities is largely driven by racial group cleavages, and voting in urban elections is polarized along racial lines. Several cities have implemented a relatively new reform to urban elections called ranked-choice voting (RCV), which eliminates the plurality run-off election by giving voters the option to rank-order several vote preferences. This article examines whether the expanded preference choices associated with ranked-choice voting reduce the level of racially polarized voting in mayoral elections. In the first stage of analysis, precinct-level election results from Oakland, CA, and San Francisco, CA, are used to explore variation in racially polarized voting before and after the implementation of RCV. The second stage of analysis uses a difference-in-differences design to analyze racially polarized voting in RCV cities compared to non-RCV cities. The results indicate that racially polarized voting did not decrease due to the implementation of RCV. Rather, the results show that RCV contributed to higher levels of racially polarized voting between white and Asian voters.

2. Candidate Ethnicity and Latino Voting in Co-Partisan Elections

Abstract:
The adoption of the top two primary system in California is resulting in a rising number of general elections in which candidates from the same party compete. Incidentally, California is also home to a large and diverse Latino community. When party identification is no longer a reliable cue, do Latino voters turn to the race or ethnicity of a candidate in selecting whom to support? We examine co-partisan Republican general elections in California’s state assembly from 2012‒2016. Using surname-matched precinct-level voter data, we conduct ecological inference analysis to estimate support for candidates based on the ethnicity of voters. Taking the case of Latino voters, we find a strong level of support for Latino Republican candidates, suggesting that a candidate’s ethnicity may inform voters’ strategic decision making in partisan elections.

Abstract:
Jean and John Comaroff, professors in the Departments of African and African American Studies and of Anthropology, divide their teaching and research between Harvard and universities in South Africa. Their scholarship has focused on colonialism and the transformation of societies in the postcolonial and late modern worlds. A recent joint effort, The Truth about Crime, documents their “existential engagement” with the interplay of crime, policing, and sovereignty, in response to what they see as a rising global preoccupation. The Comaroffs joined the academic boycott of South Africa in the 1970s and 1980s until the transition of power and formal end of apartheid in 1994. Upon their return to Cape Town, they immediately noticed an overwhelming preoccupation with crime in South Africa. Their desire to unpack this obsession, and what it says about modernity and our relationship to the state, is the subject of their book. Together, the Comaroffs consider the economic, political, and sociological shifts that underlie modern attitudes toward criminality and how these shifts have contributed to the fear of one another, to racial violence, and to public distrust in government. The Weatherhead Center spoke to the Comaroffs from their home in Cape Town, and asked them to tease out some of the complex relationships between crime and policing and how they affect the concept of citizenship.

This special report is prepared for the North American Forum (NAF). In 2015, CIGI’s Global Security & Politics Program became the Secretariat for the Canadian leadership within the NAF. CIGI will be undertaking a program of research to support the Canadian contribution to the NAF in cooperation with our American and Mexican partners. In the coming months, CIGI will publish additional reports to support the work of the NAF. Since the 1994 North American Free Trade Agreement, trade, investment and migration flows among Canada, Mexico and the United States have helped turn North America into one of the most dynamic and prosperous trade blocs on the planet. With a new government in Ottawa, it is an ideal time for Canada to make a stronger, deeper relationship with Mexico a crucial plank of a plan to secure a prosperous future for North America. Better relations between Mexico and Canada not only means more opportunities to take advantage of the two countries’ economic and social complementarities, it also gives the two countries the opportunity to closely work together to get the United States on board with an ambitious North American agenda to secure the continent’s economic future.

5. EU Pressure Insufficient to Gain U.S. Visa Waiver for Poles

Abstract:
In a communication of 12 April, the European Commission assessed the potential political and economic consequences of suspending visa exemption for U.S. citizens. Lacking pressure from individual EU Member States, the Commission discouraged such a move and gave the EU Council and European Parliament three months to take an official position. It seems almost certain that the measure of applying pressure on a non-EU country will not be used to help Poland and four other Member States obtain visa-free travel to the United States or other countries with a similar restriction. However, if current trends continue, Poland should join the U.S. Visa Waiver Programme in five years.

Traditionally, there is a partisan split on foreign policy in the United States: Republican candidates and voters worry more about terrorism, defense and national security than Democratic candidates and voters, thereby putting more stock in foreign policy issues, which manifests itself in the aggressiveness—of lack thereof—of each party’s foreign policy platform. But the candidates in the 2016 U.S. presidential election can be categorised by more than just party: a line can also be drawn between conventional candidates—Hillary Clinton, a Democrat, and Ted Cruz and Marco Rubio, Republicans—and unconventional candidates—Donald Trump, a Republican, and Bernie Sanders, a Democrat. Should a conventional candidate be elected president, U.S. foreign policy would be based on predictable adaptation to the changing international environment. An unconventional candidate, however, would be a wild card, whose actions would be difficult to predict.

For over three decades, the question of who controls the Persian Gulf has formed the basis for America’s massive military buildup in the region. At the heart of the region’s security dilemma is a clash of visions: Iran seeks the departure of U.S. forces so it can exert what it sees as its rightful authority over the region, while the Gulf Arab states want the United States to balance Iranian power. Resolving this impasse will not be easy. But the Iranian nuclear agreement presents an opportunity to take a first step toward creating a new security order in the Gulf, one that could improve relations between Iran and the Gulf Arab states and facilitate a lessening of the U.S. military commitment. Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

Retracing the steps of Malcolm X in France and England, where he debated at the Oxford Student Society, Ambar contends that the debate comprises the foundation of Malcolm X's political philosophy, particularly the one he espoused at the end of his life.
