Abstract:
Tomorrow, around 400,000 Omani men and women are expected to vote in elections for eighty-five seats on the nation\'s Majlis al-Shura, or Consultative Council. Among the conservative Arab states of the Persian Gulf region, Oman -- a key U.S. ally and exporter of oil and gas, strategically positioned opposite Iran -- is often considered to be the most politically progressive, perhaps even evolving slowly toward a constitutional monarchy. But the country remains dominated by its ruler, Sultan Qaboos bin Said, and for now, the council is limited to advice on public services and infrastructure.

Abstract:
On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. This incident followed the killing of more than thirty people in recent weeks, including an incident in which the PKK pulled a dozen civilians off a public bus and shot them. The Turkish public has responded to the attacks by calling for incursion into northern Iraq to eliminate PKK camps there.

Abstract:
The social, political and economic power of moderate Middle East and North African Islamist movements has been growing for a generation or so. The question of how to deal with Islamists who reject violence, embrace democracy and outperform their competitors at the polls has therefore become a central concern not only of incumbent Middle East elites, but also of interested foreign actors such as the EU and US. Robert Springborg sees the need for the EU to clarify its policies towards the MENA region and Muslim democrats within it. The present lack of EU policies on engaging with moderate Islamists leads them to be at best curious about the EU and at worse to be suspicious of it. Engagement might itself help to contribute to policy formation in this important area, and serve as a vehicle to disseminate information about relevant EU policies.

Is there any question about whether the United States must protect itself against mass murderers who devoutly believe that brutality is their ticket to paradise? The question is silly, or worse. When addressed strictly to progressives, it amounts to a calumny. Why should such a question be asked of liberals alone, and not of the conservatives who ignored warnings when the al-Qaeda plot to massacre thousands was well underway and the country's defenses were down?

The too-often unhappy 'marriage' of political theory and political science has long been a source of anguish for both partners. Should this troubled partnership be dissolved? Or might this marriage yet be saved? Ball answers the former question negatively and the latter affirmatively. Playing the part of therapist instead of theorist, he selectively recounts a number of episodes which estranged the partners and strained the marriage. And yet, he concludes that the conflicts were in hindsight more constructive than destructive, benefiting both partners in heretofore unexpected ways and perhaps paving a path toward reconciliation and rapprochement.

Abstract:
The adoption of the Armenian Genocide Resolution in the US House of Representatives Foreign Affairs Committee, doubled with the highly criticized US policy towards the Kurdistan Workers Party (PKK) has placed the İncirlik Air Base at the top of the Turkish political agenda. The İncirlik Air Base has always played a key role in the Turkish-US relations due to its strategic location in the region. The base has been used by the U.S. in many regional events and operations. In every case, its use has brought the status and functions of İncirlik to the fore. However, it is difficult to find any research that particularly focuses on the İncirlik Air Base and its history. Hence, there are many speculations on the status and the functions of the base. The purpose of this article is briefly trace the history of the İncirlik Air Base and describe the obligations of Turkey and the rights of the US under the existing agreements. In the final part, the last crises will be analyzed to assess its impact on Turkish-American relations.

139. It's One World Out There: The Global Consensus on Selecting the World Bank's Next President

In May 2007 CGD launched an online survey of the global development community on three issues: the selection process for the next World Bank president; criteria for rating the candidates; and actual ratings for nine candidates who had been named by the international media. Between May 22 and May 31, CGD received nearly 700 responses from people whose characteristic s reflect the diversity of the international development community. Survey participants represent 71 nations; all world regions; high-, middle- and low-income countries; a variety of professional affiliations; and all adult age groups. About 30% of respondents are women.

Abstract:
After the events of 9/11/01, the United States rallied around President George W. Bush. An administration that was initially weak and semi-legiti-mate came to directly control the executive and legislative branches of government and gradually strengthen its influence over the judiciary. Bush and the Republican majority in Congress attained hegemony domestically as well as internationally. Having acquired the power to ignore the rules, they often proceeded to do so. A semi-idealistic “winning is everything” approach to foreign policy led the United States into a quagmire in Iraq. An unempirical “winning is everything” approach to domestic policy, which often distorts the rules (law, science, and standard economics) and ignores the “referees” (the GAO, the CBO, the IMF), has created potentially disastrous medium and long-term problems for the United States.
