Efforts by President George W. Bush to promote major reforms in the Social Security retirement program have not led to policy change, but rather to increased polarization between the two parties. And the longer we wait to address Social Security's long-term funding problem, the bigger and more painful the changes will need to be.

Political polarization in the United States has a number of causes, ranging from media hype to gerrymandering to hyper- ideological elites to cultural “sorting” between the parties. But there is another key contributor that is frequently overlooked: demographic and geographic changes in the electorate that have altered the sizes of different population groups and even shifted their political orientations over time. These changes have helped produce the current deadlock between coalitions of roughly equal size and opposed outlooks. But these same changes—since they will continue to alter group sizes and political orientations in the future—could also provide the impetus for unlocking this polarization and policy gridlock in the future.
The argument in this paper is two-fold: On the one hand, the oil-rich far south of Iraq has a special potential for radical and unpredictable millenarianism by discontented Sadrists; on the other hand, developments among the Sadrist leadership nationally suggest that many key figures – including Muqtada al-Sadr himself and some of his lieutenants with links to Basra – still prefer a more moderate course and will seek to hold on to a veneer of Shiite orthodoxy as long as possible. Accordingly, the future of the Sadrist movement, including in the far south, will likely be decided by how US and Iraqi government policies develop over coming months. If Washington chooses to support Nuri al-Maliki in an all-out attack against the Sadrists, the response may well be an intensification of unpredictable Mahdist militancy in the far south, in a far more full-blown picture than anything seen so far. There will be no genuine national reconciliation in Baghdad, simply because the centralism of the Sadrists is a necessary ingredient in any grand compromise that can appeal to real Sunni representatives. Conversely, if the Sadrists are encouraged to participate in the next local elections, Amara, where Sadrists have been engaged in local politics since 2005, could emerge as a model of positive Sadrist contributions to local politics in Iraq. At the national level, too, the Sadrists could come to play the same constructive role as that seen in February 2008, when they together with Fadila reached out to Sunni Islamists and secularists to challenge the paralysed Maliki government on a nationalist basis by demanding early provincial elections.

While experts negotiate the technical aspects of a Status of Forces Agreement (SOFA) -- an arrangement that would govern future security relations between Iraq and the United States -- Iraqi politicians are engaged in a rhetorical campaign against such an agreement, making it nearly impossible to finalize a deal by this summer. Meanwhile, the escalating debate now includes Iraq's neighbors, with top Iranian officials expressing their opposition to any kind of security arrangement.
On April 8, Egypt held elections for nearly 53,000 municipal representatives. Not surprisingly, participation was abysmal: Egypt's ruling faction, the National Democratic Party (NDP), ran unopposed for more than 80 percent of the seats, while the Muslim Brotherhood -- the country's only real opposition party -- boycotted the contest in response to government harassment. Although the White House issued a statement expressing concern about "widespread electoral violations," these issues represent only a fraction of Egypt's domestic problems, which also include food shortages, labor unrest, and increasing Islamist social and political penetration. Complicating matters, these crises coincide with the first political transition in decades -- the impeding retirement of eighty-year-old President Hosni Mubarak, who has ruled since 1981. Taken together, these developments raise the specter of instability for a key U.S. ally.
After a six-week delay following the assassination of opposition leader Benazir Bhutto, Pakistanis will go to the polls on February 18 to elect a new National Assembly. Pakistan and Afghanistan are "where many of our most important interests intersect," as Director of National Intelligence J. Michael McConnell told the Senate Select Committee on Intelligence on February 5. Accordingly, the election results could affect the position of a key U.S. ally in the war on terror -- the increasingly unpopular President Pervez Musharraf.

Abstract:
Joe Biden was selected as Barack Obama's vice presidential candidate largely because of his expertise in foreign policy. Traditionally, in U.S. politics, Dick Cheney-like strong vice presidents are exception, not the rule. It is wiser to focus on Obama's foreign policy outlook rather than Biden's, which would benefit Turkey in the long run with its realistic tendencies. Biden's voting pattern, as it is displayed in three different issues (Cyprus- Armenian Issue-Iraq) does not seem friendly to the Turkish position. However, Biden as a statesman would not create extra problems for Turkey at the expense of U.S national interests. In all of these issues, the person that should be watched carefully is Obama, not Biden. Spending more energy to analyze Obama's geopolitical priorities can benefit Turkey in the long run.
The purpose of this study is to enhance understanding of the new geopolitical situation currently unfolding in Middle Eastern politics that has emerged since the onset of the United States-led wars in Afghanistan and Iraq. The paper focuses on the notions of the Sunni-Shia divide and the Rise of the Shia.

In last summer's debate over immigration reform, Congress treated a national electronic employment eligibility verification (EEV) system as a matter of near consensus. Intended to strengthen internal enforcement of the immigration laws, electronic EEV is an Internet-based employee vetting system that the federal government would require every employer to use.
