Abstract:
Finding that an op-ed by Michael Gerson poorly defined the conservative approach to social problems, Douglas J. Besharov outlined six principles that underlie the conservative position on government social programs. Besharov notes that being cautious about the possible ill effects of government intervention is not unique to conservatives. It is simply realistic to be skeptical about the federal government's ability to mitigate serious social welfare problems.

Democratic presidential candidates are invoking the New Deal as a model for addressing infrastructure, economic, and employment problems in the United States. But a careful look at New Deal spending suggests, in the words of Amity Shlaes, “not how much the public works achieved . . . [but] how little.” Advocates for new federal government spending on highways, buildings, and roads should carefully weigh the need against the damage that comes from projects and jobs created for political reasons.

73. Better Workers for Better Jobs: Improving Worker Advancement in the Low-Wage Labor Market

Abstract:
This paper proposes a new federal funding stream to identify, expand, and replicate the most successful state and local initiatives designed to spur the advancement of low-wage workers in the United States. In the Worker Advancement Grants for Employment in States (WAGES) program, the federal government would offer up to $5 billion annually in matching funds for increases in state, local, and private expenditures on worker advancement initiatives. To gain funding, states would have to develop local advancement “systems,” which would provide career-oriented education and training to youth, working poor adults and “hard-to-employ” workers. Partnerships would be developed between local training providers (like community colleges), employer associations, and intermediaries. Additional financial supports for the working poor—including child care, transportation, and stipends for working students—would have to be funded as well. Initially, the WAGES program would require states to compete for federal grants, which would ultimately be renewable. The program would generate a “learning system” in which states would have an incentive to innovate and use information from other initiatives. The federal government would provide substantial technical assistance and oversight. Performance measurement and rigorous evaluation would be required for program renewal; states achieving substantial worker advancement would be awarded major bonuses and more rapid renewal of funding.

In theory, democracy is a bulwark against socially harmful policies. In practice, however, democracies frequently adopt and maintain policies that are damaging. How can this paradox be explained? The influence of special interests and voter ignorance are two leading explanations. I offer an alternative story of how and why democracy fails. The central idea is that voters are worse than ignorant; they are, in a word, irrational—and they vote accordingly. Despite their lack of knowledge, voters are not humble agnostics; instead, they confidently embrace a long list of misconceptions.

“Happiness research” studies the correlates of subjective well-being, generally through survey methods. A number of psychologists and social scientists have drawn upon this work recently to argue that the American model of relatively limited government and a dynamic market economy corrodes happiness, whereas Western European and Scandinavian-style social democracies pro- mote it. This paper argues that happiness research in fact poses no threat to the relatively libertarian ideals embodied in the U.S. socioeconomic system. Happiness research is seriously hampered by confusion and disagreement about the definition of its subject as well as the limitations inherent in current measurement techniques. In its present state happiness research cannot be relied on as an authoritative source for empirical information about happiness, which, in any case, is not a simple empirical phenomenon but a cultural and historical moving target. Yet, even if we accept the data of happiness research at face value, few of the alleged redistributive policy implications actually follow from the evidence. The data show that neither higher rates of government redistribution nor lower levels of income inequality make us happier, whereas high levels of economic freedom and high average incomes are among the strongest correlates of subjective well- being. Even if we table the damning charges of questionable science and bad moral philosophy, the American model still comes off a glowing success in terms of happiness.

76. Energy Alarmism: The Myths That Make Americans Worry about Oil

Many Americans have lost confidence in their country's “energy security” over the past several years. Because the United States is a net oil importer, and a substantial one at that, concerns about energy security naturally raise foreign policy questions. Some foreign policy analysts fear that dwindling global oil reserves are increasingly concentrated in politically unstable regions, and they call for increased U.S. efforts to stabilize—or, alter-natively, democratize—the politically tumultuous oil-producing regions. Others allege that China is pursuing a strategy to “lock up” the world's remaining oil supplies through long-term purchase agreements and aggressive diplomacy, so they counsel that the United States outmaneuver Beijing in the “geopolitics of oil.” Finally, many analysts suggest that even the “normal” political disruptions that occasionally occur in oil-producing regions (e.g., occasional wars and revolutions) hurt Americans by disrupting supply and creating price spikes. U.S. military forces, those analysts claim, are needed to enhance peace and stability in crucial oil-producing regions, particularly the Persian Gulf.

Since the 2000 presidential election, political scientists, commentators, and intellectuals have seized on the "red state"/"blue state" divide to explain American politics. The United States is described as a single country with two distinct cultures. Red Americans tend to oppose abortion, regard homosexuality as moral deviance, respect the military, and look kindly on public displays of religious faith. Blue Americans, on the other hand, support environmentalism, abortion rights, gender equality, and gay rights, while opposing militarism and overt displays of patriotism and religious zeal.

This book will examine whether leading liberal democracies have a responsibility to respond when democracy is under threat. The United States, the European Union and its Member States pride themselves on their commitment to liberal democracy. They cherish it at home and claim to support it internationally. Americans tend to accept the Kantian notion that the internal conditions of a country help shape its foreign policy. Immanuel Kant presented the idea that democracies do not go to war against each other. Americans have embedded the democratic peace theory in their foreign policy outlook. The fact that the United States and the United Kingdom made a historic shift into strategic alignment across the twentieth century reinforced the notion of a commonality of interests among liberal democracies. A basic premise of American foreign policy in the twentieth century is the notion that as a liberal democracy based on values, the United States should advance certain values in its international affairs. Having always cared about freedom of the seas and freer access for American exports, the republic began to care about freedom itself. Even before the U.S. was committed to international human rights, it supported democracy, albeit imperfectly and inconsistently. America's emergence to the top table of international affairs after the First World War was complemented by President Woodrow Wilson's Fourteen Points. The United States cloaked its military might in the finery of democracy. Yet, this was not mere rhetoric: the U.S. did advance a conception of democracy in the form of self-determination as part of the peace settlement. President Wilson, and his successors in both political parties, understood that grand strategic engagement needed to be underpinned by a philosophical objective.

80. Non-Working Time, Income Inequality, and Quality of Life Comparisons: The Case of the U.S. vs. the Netherlands

Abstract:
The distribution of well-being in society and comparisons of well-being across societies depend both on the amount of inequality at the national level and also on the national average level of well-being. Comparisons between the U.S. and western Europe show that inequality is greater in the U.S. but that average GDP/capita is also greater in the U.S., and most Americans have higher standards of living than do Western Europeans at comparable locations in their national income distributions. What is less well-known is that (depending on the country) much or all of this gap arises from differences in the level of working hours in the U.S. and in Western Europe. Cross-national comparisons of well-being have typically relied on the methodology of generalized Lorenz curves (GLC), but this approach privileges disposable income and cash transfers while ignoring other aspects of welfare state and labor market structure that potentially affect the distribution of well-being in a society. We take an alternative approach that focuses on the value of time use and the different distributions of work and family time that are generated by each country's labor market and social welfare institutions. We show that reasonable estimates of the greater contribution to well-being from non-market activities such as the raising of children or longer vacations overturn claims in the literature that the U.S. offers greater well-being to more of its citizens than do Western European countries.
